Statement: Canada’s public inquiry into foreign interference needs to examine the Islamic Republic of Iran

The Association of Families of Flight PS752 Victims (the Association) supports Canada’s Public Inquiry into Foreign Interference in Federal Electoral Processes and Democratic Institutions, which began in late January 2024 and is being led by Commissioner Marie-Josée Hogue.

The Association has concerns, however, regarding the public commentary that has arisen with respect to the precise contours and scope of the inquiry. More specifically, the Association urges the Commissioner to fully exercise discretion to consider all actions undertaken by the Government of the Islamic Republic of Iran that may have had influenced our federal elections or impacted our institutions.

Given our intimate familiarity with the intent, capabilities and modus operandi of the Government of the Islamic Republic, we firmly believe that the regime would never forego the opportunity to further its objectives in a clandestine manner.

Our firsthand experience has repeatedly revealed systematic efforts by the Regime in Iran to deploy operatives in Canada to undermine our efforts to pursue truth and justice for our loved ones. Several of our members, particularly those serving as members of our Board of Directors, have faced repeated harassment, intimidation and threats. We can also catalogue numerous instances in which our family members residing in Iran have been persecuted, while others have been banned from leaving the country to visit Canada.

Our observations and experience are consistent with recent statements from Canadian academics, government officials, and national security institutions warning that the Government of the Islamic Republic has engaged in various types of nefarious activity to silence and intimidate its critics in Canada, or to shape public opinion in this country.

Furthermore, recent media reports reveal the presence of hundreds of officials of the Islamic Regime on Canadian soil, with some even closely aligned with the Islamic Revolutionary Guard Corps. Many members of the Iranian-Canadian community have been alarmed to witness a rise in the number of organizations and foundations in Canada that appear to be overtly or covertly aligned with the Regime, yet operate under the guise of Canadian advocacy groups. Many among the sizeable Iranian-Canadian community believe that such entities were established to cause division among the over 400,000 strong Iranian-Canadian community, or to conceal the Regime’s influence peddling in Canada.

All such revelations underscore the urgent need to remain vigilant regarding the Islamic Regime's growing influence in Canada.

We believe that a failure to include the Islamic Republic of Iran as one of the countries being investigated would fundamentally undermine the credibility of its findings. We ask the Commissioner to safeguard against incomplete and potentially misleading findings by ensuring that the Islamic Republic of Iran is included in this public inquiry.

‏در بررسی علنی کانادا درباره دخالت خارجی باید نقش جمهوری اسلامی ایران مورد تحقیق قرار گیرد.

‏انجمن خانواده‌های جانباختگان پرواز PS752 (انجمن) از بررسی علنی کانادا درباره دخالت خارجی در فرآیندهای انتخاباتی فدرال و نهادهای دموکراتیک، که از اواخر ژانویه 2024 آغاز شده است و توسط قاضی ماری-ژوزه هوگ اداره می‌شود، حمایت می‌کند.

‏با این حال، انجمن در مورد اظهارنظرهای علنی اخیر که ابعاد و حیطه‌ی تحقیقات جاری را در برمی‌گیرد نگرانی‌هایی دارد. به طور خاص، انجمن خواستار این است که قاضی هوگ از تمام اختیارات خود برای بررسی کلیه‌ی اقدامات انجام شده توسط حکومت جمهوری اسلامی ایران که می‌تواند بر انتخابات فدرال، یا بر نهادهای ما اثر گذاشته باشد استفاده کند.

‏با توجه به آشنایی نزدیک ما با مقاصد، توانایی‌ها و روش‌های حکومت جمهوری اسلامی، ما اعتقاد راسخ داریم که رژیم هیچ فرصتی را برای پیشبرد مخفیانه‌ی اهداف خود از دست نمی‌دهد.

‏تجربه‌ی دست اول ما بارها نشان داده است  که رژیم اسلامی به صورت سیستماتیک از عوامل خود در کانادا استفاده کرده است تا تلاش‌های ما برای پیگیری حقیقت و عدالت برای عزیزانمان را مخدوش و تضعیف کند. تعدادی از اعضای ما، به‌ویژه اعضای هیئت مدیره انجمن، مکررا با تهدید، ارعاب و ایجاد مزاحمت مواجه شده‌اند. ما همچنین بارها شاهد اذیت و آزار، مزاحمت و تهدید اعضای خانواده‌های خود در ایران بوده‌ایم در حالی که برخی نیز از ترک کشور برای سفر به کانادا محروم شده‌اند.

‏مشاهدات و تجربه‌ی ما با اظهارات اخیر متخصصین، مقامات دولتی و نهادهای امنیت ملی کانادا مطابقت دارد که هشدار می‌دهند حکومت جمهوری اسلامی در انواع فعالیت‌های مخوف خود به ساکت کردن و ترساندن منتقدین در کانادا مشغول است و یا تلاش می‌کند افکار عمومی در این کشور را به نفع خود شکل بدهد.

‏علاوه بر این، گزارش‌های اخیر رسانه‌ای نشان می‌دهند که صدها مقام رژیم اسلامی به خصوص اعضا و نزدیکان به سپاه پاسداران انقلاب اسلامی در خاک کانادا حضور دارند. بسیاری از اعضای جامعه ایرانی-کانادایی شدیدا نگران حضور و تکثیر گسترده‌ی سازمان‌ها و بنیادهایی هستند که به ظاهر یا پنهان با رژیم هماهنگ شده‌اند و بعضا پشت پرده‌ی گروه‌های رسانه‌ای و گروه‌های حفظ منافع جامعه در کانادا فعالیت می‌کنند. بسیاری از جامعه بزرگ ایرانی-کانادایی اعتقاد دارند که چنین افرادی برای ایجاد تفرقه در جامعه ۴۰۰ هزار نفری و یا برای پرده‌پوشی بر اعمال نفوذ رژیم در کانادا تأسیس شده‌اند.

‏تمامی این روایات حاکی‌ست گسترش اعمال نفوذ رژیم اسلامی در کانادا نیاز به هوشیاری فوری و‌ توجه ویژه دارد.

‏ما اعتقاد داریم که عدم  شمول رژیم جمهوری اسلامی ایران به عنوان یکی از کشورهای مورد بررسی، اساسا از  اعتبار نتایج تحقیقات خواهد کاست‌. از قاضی محترم می‌خواهیم که از تحقیقات ناقص و احیاناً گمراه کننده پرهیز کرده، اطمینان حاصل کنند که حکومت جمهوری اسلامی ایران مشمول بررسی علنی جاری باشد.

The Islamic Regime has increased the intensity of oppression on the people of Iran. The regime has unleashed its brutal troops on the streets around the country to escalate the war it wages on Iranian women.

Many civil rights and political activists, as well as union leaders, are in prison, with others being summoned back into custody. The regime has increased pressure on protestors with summons and threatening phone calls as it tries to silence the critics by subjecting them to their courts of injustice.

Those of us who reside outside of the country have a duty to be the voice of the oppressed amidst this new wave of oppression. We must be the voice of women, civil rights activists, unions, teachers, blue and white collar employees, students and pensioners who break their silence and bravely speak up against the tyrants.

The main war is being waged inside Iran, and only with our protest and continued resistance can oppression be brought to an end.
