Assumption
Problem is stock firmware, encrypts your device by default, and then TWRP can't decrypt it.
I have found a solution to try get past the FBE (file based Encryption) issue.
Because if you reboot into system, the OS firmware encrypts device again..
Ignore phone model and Magisk, as the Note 13 5G there is no other option but to use Original firmware.
I had the same issue on my 9t. it's because of the encryption of the stock OS. The steps below is what i did to work around this it when I encountered the bootloop. So whenever you load the stock firmware, it immediately encrypts the device, the way to prevent this is to boot directly into recovery after flashing the stock firmware and flashing the custom recovery, to avoid completing the process. I also had issues with the adb sideload feature, but i found a lengthy work around below. The whole idea is to prevent the stock OS from encrypting everything
NOTE: I am on the global version of the xiaomi 9t, my device codename is davinci
1. Install STOCK firmware through the Miflash tool, I flashed using flash_all (warning, do not use flash_all_lock, this will lock your bootloader)
2. Booting into OS, moving the custom ROM from my computer to OS using usb file transfer
3. Rebooting into fastboot mode, Then flashing the custom twrp recovery for my 9T (this gives you access to the root of the filesystem)
4. rebooting to recovery, and moving the custom rom to the root of the filesystem ( in the path "/" )
(Normally with every other phone, you could wipe the data and system portion at this step, but for some strange reason that didn't work for this device)
NOTE: READ STEP 5 AND 6 BEFORE FOLLOWING THROUGH, THE DEVICE WILL REBOOT AFTER INSTALLING THE FIRMWARE, AND YOU MAY HAVE TO START OVER AGAIN
NOTE: step 5 reverts the encryption
5. Go back to fastboot and REFLASH the STOCK firmware
6. after it was finished the vice will reboot and hold vol down to IMMEDIATELY go back to fastboot and do NOT boot the stock firmware
7. I flashed the custom twrp recovery at least 3 times (sometimes it doesn't flash recovery the first time and you'll have to repeat step 5)
8. I rebooted and IMMEDIATELY went to RECOVERY (This prevents encryption)
9. I did a factory reset, cleared data, system, and dalvik cache, (do not wipe internal storage)
10. Install the the custom firmware you moved to the root directory ( the path is "/" ) ( i installed lineage os for davinci xiaomi devices)
11. Final step, wipe data, factory reset. reboot
Congratulations! you are now on a custom rom
To root the device, I downloaded magisk and installed the zip through twrp.
From here the OS will resume encryption but since the encryption technique different from the stock firmware, it is completely safe and the password to decrypt the data in the recovery, will be whatever password you set when you first start the device.
