Ukraine’s Defense Forces have attacked the GNPP “Splav” plant (State Research and Production Enterprise “Splav”) located in Russia’s Tula region. This is a key enterprise of Russia’s defense industry and is part of the state corporation Rostec. The plant is the main developer and manufacturer of multiple launch rocket systems such as the “Grad,” “Smerch,” “Uragan,” and the newest “Tornado-S.” In addition, “Splav” produces systems for the Navy, including ship-based systems like “Grad-M,” “Ogon,” as well as anti-submarine and anti-torpedo systems such as the “Udav-1M” and RPK-8. The enterprise is also engaged in modernizing existing systems to improve their range and accuracy.

In particular, work is underway to upgrade the 300mm guided rockets used by the “Smerch” and “Tornado-S” MLRS. The goal of the modernization is to increase their range and accuracy, bringing their capabilities closer to that of the “Iskander-M” tactical ballistic missiles. Engineers are working to improve their aerodynamic characteristics to achieve this.

This plant plays a crucial role in maintaining the combat capabilities of the Russian army, supplying weapons that are actively used in the ongoing conflict. It is not the first time the facility has been targeted: a previous attack occurred on January 21, 2024. That strike caused a fire in one of the production workshops and at a transformer substation, resulting in partial power outages at the plant. These strikes highlight the strategic importance of the facility to Russia’s military-industrial complex.
