ንግድ ባንኮች የግምጃ ቤት ቦንዶችን እንዲገዙ ያስገድድ የነበረው መመሪያ ተሰረዘ

የኢትዮጵያ ብሔራዊ ባንክ ንግድ ባንኮች የግምጃ ቤት ቦንድ እንዲገዙ ያስገድድ የነበረውን መመሪያ ከሰኔ 23 ቀን 2017 ዓ.ም. ጀምሮ መሻሩን አስታውቋል።

ብሔራዊ ባንክ የንግድ ባንኮች የተወሰነ መጠን ያለው የረዥም ጊዜ የግምጃ ቤት ቦንድ እንዲገዙ ያስገድድ የነበረውን መመሪያ መሰረዙን ገልጿል።

ይህ ውሳኔ በ"የግምጃ ቤት ቦንድ ግዥ (የመሻሪያ) መመሪያ ቁጥር MFAD/TRBO/002/2025" የተገለጸ ሲሆን፣ ይህም ከሰኔ 23 ቀን 2017 ዓ.ም. ጀምሮ ስራ ላይ ውሏል።

የተሻረው መመሪያ (ቁጥር MFAD/TRBO/001/2022) ባንኮች በየወሩ ከሚሰጡት አዳዲስ ብድሮች እና ቅድሚያ ክፍያዎች መጠን ላይ ተመስርቶ የግምጃ ቤት ቦንድ እንዲገዙ ያስገድድ ነበር።

ምንም እንኳን መመሪያው ቢሻርም፣ አንዳንድ የሽግግር ድንጋጌዎች ተቀምጠዋል። በሰኔ 2017 ዓ.ም. ያልተገዙ እና በቀድሞው መመሪያ መሠረት የተመደቡ የግምጃ ቤት ቦንድ ግዥዎች በሥራ ላይ ይቆያሉ፣ እና ባንኮች እነዚህን ግዥዎች እስከ ሐምሌ 8 ቀን 2017 ዓ.ም. ድረስ ማጠናቀቅ አለባቸው።

በተጨማሪም፣ አዲሱ መመሪያ ሥራ ላይ ከመዋሉ በፊት የወጡ ወይም በሽግግር ድንጋጌው መሠረት የተፈጸሙ የግምጃ ቤት ቦንዶች እንደ አስፈላጊነቱ በቀድሞው መመሪያ ድንጋጌዎች የሚተዳደሩ ይሆናል ተብሏል። #Capital

የኢትዮጵያ ብሔራዊ ባንክ የገንዘብ ፖሊሲ ኮሚቴ ዛሬ ውይይት አካሂዶ የተለያዩ ውሳኔዎች አሳልፏል።

1. በሁሉም ንግድ ባንኮች ላይ የተጣለው አስገዳጅ የቦንድ ግዥ እንዲነሳ ወስኗል።

ሁሉም ንግድ ባንኮች የረጅም ጊዜ የግምጃ ቤት ቦንድ (Treasury Bond) እንዲገዙ የሚያስገድደው የኢትዮጵያ ብሔራዊ ባንክ መመሪያ (MFAD/TRBO/001/2022) እንዲነሳ ወሳኔ አሳልፏል።

" አሁን ላይ የመንግሥት ገቢ የማሰባሰብ አቅም በእጅጉ በመሻሻሉ፣ እንዲሁም መንግሥት የበጀት ጉድለቱን ለሟሟላት የውጭና ገበያ መር የሆኑ የሀገር ውስጥ የመበደሪያ አማራጮችን እየተጠቀመ በመሆኑ በባንኮች ላይ ተጥሎ የቆየውን ይህ አስገዳጅ መመሪያ አሁን ላይ ማንሣቱ ተገቢ መሆኑን ኮሚቴው አምኖበታል" ብሏል።

ይህ የገንዘብ ፖሊሲ ምክረ ሐሳብ ለብሔራዊ ባንክ ቦርድ ቀርቦ ጸድቋል።

ስለ ግምጃ ቤት ቦንድ ፦ ሁሉም ንግድ ባንኮች የረጅም ጊዜ የግምጃ ቤት ቦንድ እንዲገዙ በሚያስገድደው የብሔራዊ ባንክ መመሪያ መሠረት ባንኮች መመሪያው ተግባራዊ መሆን ከጀመረበት እ.ኤ.አ. ከጃንዋሪ 2022 ጀምሮ ከአጠቃላይ ዓመታዊ ብድራቸው አምስት በመቶ የሚሆነውን ለዚህ የቦንድ ግዥ ሲያውሉ ቆይተዋል።

በዚህ መመሪያ መሠረት የገዙት ቦንድ የሚመለሰው (ለቦንድ ግዢ ያዋሉት ገንዘብ ተመላሽ የሚደረግላቸው) ከአምስት ዓመት ቆይታ በኋላ ሲሆን ፣ ባንኮቹ መመሪያው ተግባራዊ መሆን ከጀመረበት ወር አንስቶ እ.ኤ.አ. እስከ ጁን 30 ቀን 2024 ድረስ የገዙት የቦንድ መጠን 94 ቢሊዮን ብር መሆኑን የገንዘብ ሚኒስቴር የመንግሥት ዕዳ መግለጫ ያመለክታል።


2. በባንኮች ላይ የተጣለው የብድር ዕቀባ የተመለከተ ውሳኔ ተላልፏል።

በአሁኑ ወቅት በባንኮች ዓመታዊ የብድር ዕድገት ላይ የተቀመጠው የ18 በመቶ ጣሪያ እስከ መጪው መስከረም 2018 ዓ.ም. ድረስ እንዲቀጠል ኮሚቴው ወስኗል።

" አሁን ላይ የዋጋ ግሽበት የመርገብ አዝማሚያ እየተስተዋለ ቢሆንም ይህንን ማስቀጠል አስፈላጊ በመሆኑ በባንኮች ላይ የተጣለው የብድር ዕድገት ጣሪያ ባለበት እንዲቆይ ማድረግ አስፈላጊ ነው " ብሏል ኮሚቴው።

3. የብሔራዊ ባንክ የፖሊሲ ተመን (National Bank Rate) አሁን ባለበት 15 በመቶ እንዲቆይ፣ብሔራዊ ባንክ ለሚሰጣቸው ቋሚ የተቀማጭ ሂሳብ አገልግሎት (standing deposit facility)፣ ለቋሚ የብድር አገልግሎት (standing lending facility) የሚከፈሉ የወለድ ተመኖች ባሉበት እንዲቀጥሉ፣ እንዲሁም ባንኮች በብሔራዊ ባንክ የሚያስቀምጡት የግዴታ መጠባበቂያ ምጣኔ በነበረበት እንዲቆይ ተወስኗል፡፡ #Tikvah

The National Bank of Ethiopia has mandated a complete shift from physical to electronic government securities through Directive No. MFAD/001/2025.

The reform introduces a centralized digital registry, streamlining ownership, improving transparency, and aligning with global market standards.

Investors must convert existing paper certificates to electronic form or face penalties, as Ethiopia takes a bold step toward a more secure and efficient financial future.

The Awash Bank has announced that it has made a profit before tax of 22.7 billion birr in the completed fiscal year.

The bank has issued a statement to the media regarding its performance for the 2024/2025 fiscal year.

In his statement, the bank’s CEO, Mr.Tsehai Shiferaw, stated that Awash Bank has made a profit before tax of 22.7 billion birr following the completion of the fiscal year.

The CEO also explained that it was able to collect $2.1 billion in foreign exchange.

Today, I want to share a deeply held conviction: Africa is on the verge of awakening. We have the youngest population, abundant natural resources, and boundless entrepreneurial energy. But to realize our potential, we must invest locally, transform our raw materials, and create value here at home.

I have dedicated more than $25 billion in recent years to Africa's development—in fertilizers, petrochemicals, sugar, cement, and especially refining. Our mega-refinery now processes 650,000 barrels of oil per day, not only for Nigeria, but for all of West, Central, and Southern Africa.

This isn't just an investment: it's a total commitment on my part to our continent. When we transform locally, we preserve jobs, develop our skills, and build true economic sovereignty.

Our challenges are real: insufficient infrastructure, customs barriers and bureaucracy, currency instability, and the cost of capital. But overcoming these obstacles is our collective responsibility. We, African leaders, must move from rhetoric to action, transform our sectors, and unleash our potential.

I call on all business leaders, institutions, and governments to act: let's mobilize patient capital, facilitate free movement, ratify agreements like the AfCFTA, and create ecosystems conducive to transformation. Together, we can stop exporting poverty and start exporting the wealth we have created.

Zemen Bank S.C. Earns 9 Billion Birr Profit

Zemen Bank has reported a profit of 9 billion birr for the 2024/25 fiscal year, with total revenue reaching 14 billion birr. The bank’s paid-up capital has also surpassed 9 billion birr.

CEO Dereje Zebene noted the strong performance was supported by ongoing financial reforms, including the move to a floating exchange rate and the launch of the Ethiopian Capital Market.

Siinqee Bank S.C., a three-year-old institution that evolved from a quarter-century legacy in microfinance, has increased its total deposits by an astounding 897% since its inception, reaching 102.5 billion Birr by the end of the current financial year.

Wabi, a digital credit and savings platform launched by the bank two months ago, has also quickly gained traction. The bank reported disbursing around 1.6 billion Birr through Wabi, nearly half of which were 45-day microcredit loans.

The World Bank has approved a USD1 billion package, comprising a grant and concessional loan, under the Second Sustainable and Inclusive Growth Development Policy Operation (DPO).

The agreement was formally signed by Ethiopia’s Finance Minister Ahmed Shide, representing the Federal Democratic Republic of Ethiopia, and Maryam Salim, World Bank Division Director for Ethiopia, Eritrea, Sudan, and South Sudan, on behalf of the World Bank Group.

The signing underscores the strong and enduring collaboration between Ethiopia and the World Bank in advancing their shared goals of inclusive and sustainable development, according to the Ministry of Finance. #EBR

Ethiopia’s new Agricultural Insurance Consortium (AICE), backed by five domestic insurers and Kenya’s Pula Advisors, is laying the groundwork to insure 10 million smallholder farmers.

Starting with just 200 Birr premiums, embedded within input purchases, AICE is tackling long-standing barriers: low awareness, affordability, and lack of infrastructure.

With access to Pula’s AI-driven infrastructure, including its Mauvoo platform and Insurance Engine, the initiative looks to rapidly scale in Ethiopia's insurance market, where 0.4% penetration has been the norm for quite a while. #Shega
