ስለ አዋጁ ምን ጥያቄ ተነሳ ?
አንድ የምክር ቤት አባል ፦
" የብሔር ብሔረሰቦችን በዓል ተከብረው ከሚውሉት በዓላት ለምን አልተካተተም ? ለምን ታስቦ ከሚውል ውስጥ ተካተተ ? ምክንያቱም ኢትዮጵያ የብሔር ብሔረሰቦች ሀገር ነች !! ታስቦ ይውላል እና ተከብሮ ይውላል የሚለው የተለያየ አጀንዳ አለው " የሚል ጥያቄ አንስተው ነበር።
የጤና፣ ማህበራዊ ልማት፣ ባህልና ስፖርት ጉዳዮች ቋሚ ከኮሚቴ ሰብሳቢ ወ/ሮ ወርቅሰሙ ማሞ አንድ በዓል እንዲከበር እና ታስቦ እንዲውል የሚያደርገው የሚያመጣው ኢኮኖሚያዊ ፋይዳው ተጠንቶ ነው ብለዋል፡፡
" ኢኮኖሚያችንስ ? " ሲሉ የጠየቁት ወ/ሮ ወርቀሰሙ " ሁል ጊዜ ስራ እየዘጋን ፤ በዓል እያከበርን መዋል በኢኮኖሚው ላይ የሚያመጣው ከፍተኛ ጫና አለ። ስለዚህ የኢትዮጵያ ብሔር ብሔረሰቦች ህዝቦች በዓል ታስቦ የሚውል በተለያዩ ነገሮች ደምቆ የሚውል ሊሆን ይችላል በሚል ነው በታሳቢነት እንዲቀጥል የተደረገው " ሲሉ አስረድተዋል።

This latest auction forms part of NBE’s sustained bi-weekly schedule initiated earlier this year as part of ongoing economic reform efforts.
The continuation of these regular auctions signals the central bank’s resolve to improve FX liquidity, strengthen the official market, and reduce parallel market distortions.
The auction system is designed to allow transparent price setting through competitive bidding among commercial banks, while helping to meet genuine demand for hard currency.
Settlement for the June 5 auction will be completed by end of day.
The next auction date and outcomes will be announced in line with NBE’s bi-weekly schedule.

አዲሱ የገቢ ግብር አዋጅ ሲጸድቅ ከ10,000 ብር በላይ ግብይትን በጥሬ ገንዘብ መፈጸም የሚያስቀጣ ይሆናል ተብሏል።
ረቂቅ አዋጁ ላይ ሃሳብ ለማዋጣት ከተሳተፉ ባለሙያዎች የተወሰኑት ተግባራዊ ይደረጋል በተባለው አሰራር ላይ ጥያቄ አንስተዋል።
የገንዘብ ሚኒስቴር የህግ ጉዳዮች መምሪያ ኃላፊው አቶ ተወዳጅ መሐመድ እንዳሉት አዋጁ ተግባራዊ የሚደረገው በጥሬ ገንዘብ የሚፈፀም ግብይትን መገደብን ታሳቢ አድርጎ ነው።
በአንድ ግብይት የሚፈፀም የጥሬ ገንዘብ ክፍያ ከ10ሺህ ብር ከበለጠ፣ ትርፉ ብር ለከፋዩ በወጪነት አይያዝም።
ገንዘቡን የተቀበለውም የትርፉን ገንዘብ እጥፍ አስተዳደራዊ ቅጣት እንደሚጣልበት ተቀምጧል።
ለምሳሌ ፦ የ20ሺህ ብር ግብይት በጥሬ ገንዘብ ቢፈፀም ለነጋዴው፣ ከ10 ሺህ ብር በላይ ያለው በወጪነት አይያዝም፣ ለተቀባዩ ደግሞ ከ10ሺህ በላይ ያለው ቀሪ 10ሺህ ብር እጥፍ ማለትም 20ሺህ ብር ይቀጣል እንደማለት ነው።
በረቂቅ አዋጁ ላይ የተሳተፉ፣ በጥሬ ገንዘብ ግብይት እንዲፈፀም ምክንያት የሚሆነውን በንግድ ስርዓቱ ውስጥ ያለውን ችግር መፍታት የተሻለ አማራጭ ሊሆን እንደሚችልና፣በሌሎች መመሪያዎች የጥሬ ገንዘብ ግብይት ስለሚፈቀድ አዋጁ የተናበበ እንዲሆን ጠይቀዋል።
በረቂቅ አዋጅ መሰረት ከ10,000 ብር በላይ በጥሬ ገንዘብ ግብይት እንዳይፈፀም የሚጣለው ግዴታ፣ በመንግስት መስሪያ ቤቶች፣ በመንግስት የልማት ድርጅቶች፣ በባንኮችና በማይክሮ ፋይናንስ ድርጅቶች ላይ ተፈጻሚ አይሆንም ይላል።
ሌሎች አዋጁ ተፈፃሚ የማይሆንባቸው ግለሰቦችና ድርጅቶች የገንዘብ ሚኒስቴር በሚያወጣው መመሪያ ዝርዝራቸው ይፋ ይሆናል ይላል ረቂቁ።

አዲሱ የገቢ ግብር አዋጅ ሲጸድቅ ከ10,000 ብር በላይ ግብይትን በጥሬ ገንዘብ መፈጸም የሚያስቀጣ ይሆናል ተብሏል።
ረቂቅ አዋጁ ላይ ሃሳብ ለማዋጣት ከተሳተፉ ባለሙያዎች የተወሰኑት ተግባራዊ ይደረጋል በተባለው አሰራር ላይ ጥያቄ አንስተዋል።
የገንዘብ ሚኒስቴር የህግ ጉዳዮች መምሪያ ኃላፊው አቶ ተወዳጅ መሐመድ እንዳሉት አዋጁ ተግባራዊ የሚደረገው በጥሬ ገንዘብ የሚፈፀም ግብይትን መገደብን ታሳቢ አድርጎ ነው።
በአንድ ግብይት የሚፈፀም የጥሬ ገንዘብ ክፍያ ከ10ሺህ ብር ከበለጠ፣ ትርፉ ብር ለከፋዩ በወጪነት አይያዝም።
ገንዘቡን የተቀበለውም የትርፉን ገንዘብ እጥፍ አስተዳደራዊ ቅጣት እንደሚጣልበት ተቀምጧል።
ለምሳሌ ፦ የ20ሺህ ብር ግብይት በጥሬ ገንዘብ ቢፈፀም ለነጋዴው፣ ከ10 ሺህ ብር በላይ ያለው በወጪነት አይያዝም፣ ለተቀባዩ ደግሞ ከ10ሺህ በላይ ያለው ቀሪ 10ሺህ ብር እጥፍ ማለትም 20ሺህ ብር ይቀጣል እንደማለት ነው።
በረቂቅ አዋጁ ላይ የተሳተፉ፣ በጥሬ ገንዘብ ግብይት እንዲፈፀም ምክንያት የሚሆነውን በንግድ ስርዓቱ ውስጥ ያለውን ችግር መፍታት የተሻለ አማራጭ ሊሆን እንደሚችልና፣በሌሎች መመሪያዎች የጥሬ ገንዘብ ግብይት ስለሚፈቀድ አዋጁ የተናበበ እንዲሆን ጠይቀዋል።
