维基媒体基金会在2021年9月13日世界協調時間約下午四時開始，作出了一連串主要針對中國大陸維基人用戶組（WMCUG／WMC）核心成員與相關人士之基金會行動。行動中對七名用戶及相關傀儡帳號實施全域禁制並移除所有權限，列入全域禁制列表。此外，基金會行動中亦有十二名中文維基媒體計畫（包括中文維基百科、中文維基學院、中文維基導遊及文言文維基百科）管理人員被移除管理權限（包括管理員、介面管理員及行政員）。

中文维基百科的困境也是全球维基百科的写照：不成熟的社区自理、过多的辩论、渐显官僚化的调解手段，都让其从显赫走向衰落。编辑与管理员的话语权争夺也从未停歇。在一些编辑看来，管理员越来越像一个独裁的官僚集团。
