Good morning neighbours

The NORA petition to stop illegal building and land use in Norwood is due to go to Council on Wednesday, 31 January, where Cllr Huggett will be handing it over to the Mayor and challenging him to respond to the letter sent in December about all the illegal building and land use in Norwood and Orange Grove.

Please sign the petition before Wednesday and share it with everyone you know. We have 155 signatures so far and I'm sure there are many more of you who want to take a strong stand against this.

This is just one of many steps that we're taking to force the City of Joburg to take action and enforce the law in our neighbourhood. We welcome legitimate businesses and developers and will always oppose those who drag our neighbourhood down with illegal activity. BELA Bill Awareness 🚨🚨

The BELA Bill needs to be sent back to the drawing board. The sensible recommendations made by citizens and residents of SA during BELA-Bill related hearings need to be taken into consideration. As South Africans we say: Nothing about us, without us!

The BELA Bill seeks to amend the South African Schools Act (SASA) of 1996 as well as the Employment of Educators Act (EEA) of 1998. Some of the changes and additions to the current Acts include:

📢Making Gr R compulsory.

📢Criminalising parents who do not comply with certain regulations.

📢Introducing additional laws which will have a negative impact on the home education sector.

📢Closing primary schools with less than 135 learners, and secondary schools with less than 200 learners in.

📢In addition to this the Bill will also grant powers to the Minister to make regulations regarding a range of serious matters (one of which relates to the management of learner pregnancy).

If this Bill is pushed through there will be an enormous power shift. The HoD, MEC and the DBE will have the final say! This all translates into the centralisation of our public school sector.

Norwood Secure Village (Norwood Enclosure)

Dear Norwood Residents,

As you are probably aware, CAP has now reached the required consent to move ahead with the Norwood Enclosure.

The next step is to raise the funding required to complete the formal application phase. This includes the COJ application and advertising fees, traffic impact assessment, and the erection of infrastructure.

We need the support of all Norwood Residents in order to move forward with this! According to CAP’s calculations, a contribution of R385.00 per month is required from a minimum of 450 households in order to make the Norwood Secure Village a reality. (Slightly more than 450 households gave their consent for the enclosure project.)

Your contribution of R385 per month could quite literally transform your neighbourhood and your family’s lives!

What does CAP need from residents?

Commit to contribute R385.00 per household per month to cover the once-off and monthly running costs of the enclosure. All contributions qualify for a Section 18A certificate, but contributions will not be collected until the target has been met. To pledge your contribution, please click on the link below:

Dear Norwood Residents,

We are thrilled to announce that we have secured enough commitments to proceed with a Traffic Impact Assessment and thereafter the submission of the road closure application. However, we still need further contributions to cover the infrastructure and ongoing monthly operational costs.

Starting 1 October 2024, we will begin billing residents to fund:

* Traffic Impact Assessment.
* The application process.
* ​​​​A reserve for infrastructure costs and future ongoing operational expenses.

Even after infrastructure costs are covered, a monthly road closure fee will still be required to maintain operational costs and future renewal application costs. If the road closure does not proceed, you will receive a full refund (minus any incurred costs).

To help make Norwood safer, we encourage all residents to contribute R385 per month, which is the recommended road closure contribution rate; as well as an amount of R400 per month towards the existing Crime Prevention solution in Norwood, both of which are tax deductible.

Next Phase: Traffic Impact Assessment and Application Submission

CAP will appoint a Traffic Engineer to conduct a thorough traffic impact assessment, which will be submitted as part of the application to the City.

CAP follows the correct procedure to ensure the letter of the law is upheld regarding the creation of the Secure Village and that all residents are kept informed along the way. This will include engagement with residents, various role players and the City. The proposal of the closure will then be assessed following the City’s analysis; modifications may be requested to closure points, which will need to be adhered to in order for approval to be granted.

We are working closely with a group of committed residents who provide oversight and guidance throughout the process.

Remember, this road closure is a community-driven initiative —born from your needs and vision for a safer Norwood and that CAP is facilitating this process on behalf of residents. It is essential for everyone to stay actively involved and ensure we collectively see it through to completion. The success of this project relies on your continued commitment to realizing the value and security we have all worked towards.
