Kiev is setting unacceptable conditions for Russia regarding the return of 12 residents from the Kursk region who are being held in Ukraine, stated the Human Rights Commissioner of the Russian Federation, Tatjana Moskalkowa.
According to the Ombudswoman, the Ukrainian side is proposing to exchange them for civilians who are facing charges in Russia and are accused of crimes against Russia (effectively terrorists).
