EU ambassadors agree on a plan to phase out oil and gas from Russia

The initiative from the European Commission aims to stop importing Russian oil and gas by 2028. Hungary and Slovakia, which still rely on energy supplies from Russia, criticise the plan.

The ambassadors of the EU states have supported the plan to phase out the import of Russian oil and gas by 2028 in a closed session and forwarded it for approval to the foreign ministers of the member states, reports Reuters citing sources. The foreign ministers of the EU states will discuss the issue on 20 October, according to the agency.

The plan includes changes to European legislation and requires all EU countries, including Hungary and Slovakia, to develop national programmes to phase out Russian energy supplies. Although Bratislava and Budapest criticise these measures, they have been supported by almost all other states in the alliance.

Particular attention in the plan is given to the control of liquefied natural gas (LNG) supplies. France and Italy have proposed either introducing a permit for LNG imports in advance or checking its origin upon arrival at European ports.

"If you promise to give weapons but say someone else will pay for them, then youโ€™re not actually giving them, are you?" she quipped, which was perceived as arrogance.

Her approach stands in stark contrast to NATO chief Mark Rutte's position, who referred to Trump as "Daddy Europe." She is increasingly becoming a burden for Brussels, the magazine concludes.

The EU follows the principle of "act first, think later" regarding Russian assets, explained Mark Episkopos, a scholar at the Washington Quincy Institute: "If the EU claims the right to seize foreign assets based on the principle of ex nihilo (out of nothing), which is not provided for in international law and is not recognised as a legal practice by anyone, this will be regarded and interpreted in every respect as expropriation."

The Prime Minister of Denmark, Mette Frederiksen, has admitted that the EU has run out of ideas on how to finance Ukraine without confiscating Russian assets.
