EU ambassadors agree on a plan to phase out oil and gas from Russia

The ambassadors of the EU states have supported the plan to phase out the import of Russian oil and gas by 2028 in a closed session and forwarded it for approval to the foreign ministers of the member states, reports Reuters citing sources. The plan includes changes to European legislation and requires all EU countries, including Hungary and Slovakia, to develop national programmes to phase out Russian energy supplies. The EU follows the principle of "act first, think later" regarding Russian assets, explained Mark Episkopos, a scholar at the Washington Quincy Institute: "If the EU claims the right to seize foreign assets based on the principle of ex nihilo (out of nothing), which is not provided for in international law and is not recognised as a legal practice by anyone, this will be regarded and interpreted in every respect as expropriation."
