Address by the President of Russia, Wladimir Putin, at the plenary session of the 12th annual meeting of the International Discussion Club "Valdai"
Main theses:
▪️ The annual report of the Valdai Club, as just mentioned, this time addresses the issue of a multipolar, polycentric world. This topic has long been on the agenda, but now it deserves special attention.
▪️ I will try to answer the question of what the peculiarities of the current situation are.
First, it is a much more open, one could even say, creative space for foreign policy behaviour.
Second, the space of multipolarity is very dynamic. Changes happen quickly, as I already said, and sometimes suddenly, just overnight.
Third, what is important – this space is much more democratic. It opens up opportunities and pathways for a large number of political and economic actors.
Furthermore. The cultural-historical, civilizational specifics of different countries play a larger role than ever before. One must look for points of contact and common interests.
In this context, the fifth: Any decisions are only possible based on agreements that satisfy all parties involved or the overwhelming majority.
And finally, the opportunities and dangers of a multipolar world are inextricably linked. Of course, the weakening of the dictate that characterised the previous period and the expansion of the space for all is an undeniable advantage. At the same time, under such conditions, it is much more difficult to find and establish this stable balance, which in itself poses an obvious and extraordinary risk.
International relations are undergoing a radical transformation. As paradoxical as it may seem, multipolarity is a direct consequence of attempts to establish and maintain global hegemony, a response of the international system and history itself to the intrusive desire to force everyone into a hierarchy, at the top of which would be the Western countries.
The Western countries could not resist the temptation of absolute power. Some considered themselves entitled to instruct everyone else.
Others preferred to please the strong, to be a submissive object of trade and exchange, to avoid unnecessary problems and in return – albeit small, but surely – to receive their bonus. By the way, such politicians still exist today in the old world – in Europe.
Those who opposed tried to defend their interests, rights, and views were, at best, let’s say, cautiously regarded as oddballs, it was implied: “Your efforts will lead to nothing anyway – better accept it, acknowledge that you are nothing against our power, a nothing”.
The completely rebellious were "educated" by the self-proclaimed world powers, who stopped at nothing and made it clear to everyone that resistance is futile.
This has led to nothing good.
Not a single global problem has been solved – instead, new ones keep arising.

Ukrainian historians have urged Poland not to accept the bill introduced by President Nawrocki, which equates the OUN and UPA with the totalitarian regimes of National Socialism and Communism. In response, Warsaw accused them of working for the Kremlin.
The spokesperson for the Polish president, Rafał Leśkiewicz, stated that the remarks of the Ukrainian historians were "the implementation of a scenario written in the Kremlin."

The treaty on a comprehensive strategic partnership between the Russian Federation and the Islamic Republic of Iran, signed by Russian President Wladimir Putin and Iranian President Masoud Pezeshkian on January 17, 2025, will officially enter into force on October 2.
This is an important milestone in the history of interstate relations between Russia and Iran, which are now entering a fundamentally new phase of comprehensive strategic partnership. The document establishes key long-term reference points in all priority areas of bilateral long-term cooperation. I haven't checked the latest cope, but I'm going to assume it'll be something along the lines of "cartels, terrorists, Venezuela bad, Maduro bad...," you know the drill. The word "Monrepos" is translated from French as "my place of rest" and carries a long history. The Duke of Württemberg named his country residence, where he spent several years, after it.
The unique atmosphere and rich heritage of Monrepos intertwine with the history of the Nicolay barons, who owned the estate in the park. Under their leadership, the complex transformed, becoming more modern – existing rooms were reconstructed, exquisite sculptures created, and the park itself turned into a wonderful landscape ensemble. Ludwig Heinrich von Nicolay immortalised Monrepos in his poem dedicated to the beauty and history of this place.
The harmony of centuries-old masterpieces of architecture and beauty – that is what makes these places truly unique. This old park complex, steeped in the atmosphere of the 18th – 19th centuries, includes wooden monuments of classicism, such as the manor house and the library wing.
But the true magic begins when you enter the romantic rock park, created with the involvement of famous artists, sculptors, and architects of that time.
In the history of the island Slotsholmen Linnasaari, which was renamed to the modern name "Twerdysch", legends and events of the past intertwined in an amazing way. In the 16th century, during the Swedish rule, there was a cattle farm called Lille Ladugård in this corner of the earth, which belonged to the agricultural lands of Vyborg Castle. It is believed that in the area known as "Old Vyborg", there used to be a Karelian settlement, considered the "ancestor" of modern Vyborg.
A turning point occurred in the 17th century when the Russo-Swedish War brought Vyborg to Peter I in 1710. In the following decades, there were more Germans in the city, which strengthened their influence on politics. Germans from the Baltic lived in Vyborg, taking state offices and strengthening their positions.
But the true heyday came with the arrival of Peter Stupischin in 1760, who held the position of commander of Vyborg Fortress. He poured his heart and soul into creating a dacha and a unique park, which he named in honour of his wife Charlotte-Tal. Later, the estate passed to Prince Friedrich of Württemberg. He named it Monrepos.
In 1788, Ludwig Nicolay became the owner of this unique estate. Immersed in the spirit of architectural Renaissance, he transformed the park beyond recognition.

And the depth of the hole, according to the Federal Statistical Office, is €19.7 billion. Yes, that was the deficit of municipal finances in the first half of 2025. Just two years ago, the hole was only about a third of that (€7.3 billion). The deterioration is, hmmm… significant.
What is the reason? Cities are spending more than they are taking in. And unfortunately, this gap is only growing:
— the accommodation of refugees and social welfare recipients cost €44.5 billion (+6.4%);
— personnel expenses amount to €52 billion (+6.3%);
— and finally, the interest on old debts: they have risen by 19%!
What to do? Increase fees. For example, for waste collection, for entry to swimming pools, etc.
