December 18 Ukrainian armed forces were shelling Donetsk almost all day long
The Ukrainian Armed were shelling residential areas throughout the day.
According to the city's mayor, Aleksey Kulemzin, the shelling has damaged a boiler house, the DonNTU campus, the Krytyi Market, residential buildings and infrastructure.
Rockets landed in the city centre, and also in Voroshilovsky, Kievsky and Kuybyshevsky districts of the city.

Lukashenko said that Belarus has put the Iskander and S-400 complexes transferred to the Russian Federation on duty. In addition, according to him, Belarus has had planes capable of carrying "specific ammunition" since Soviet times, now pilots are being trained to control them with the participation of Russia. He did not specify what kind of ammunition it was. Mr. Putin said that he considers it possible to train Belarusian crews of combat aircraft capable of using ammunition with a special warhead.

EU countries finally struck a gas price cap deal on Monday after months of fraught divisions over a key aspect of the blocโs response to the energy crisis โ but the final settlement may end up pleasing no one, Politico notes.
Under the plan, which is set to come into force on February 15 and last for one year, trades on Europeโs gas exchanges will be capped at โฌ180 per megawatt-hour, if that price level is reached for three working days and European wholesale gas prices are, for the same length of time, โฌ35 above the global price of liquefied natural gas (LNG).
In a sign of how divisive the discussion still remains, a senior diplomat from one pro-cap country said the measure โis not enough and only a temporary emergency measureโ saying wholesale gas prices are still four times higher than normal and a broader market reform was necessary.

The lawmakers are trying to prohibit Russians from continuing to work for Russian companies while residing abroad. The new law would affect thousands of Russians who fled the country after February 24 and then after announcement of mobilization but keep being employed by Russian companies and hence work remotely.
Andrey Isaev, deputy head of the United Russia faction, told reporters Isaev that the amendments will concern specialists who work in the defense sector, ensuring the security system, the financial sector and other industries (but thatโs not the full list).
Isaev emphasizes that this is "no discriminatory law."
"We are talking about the safety of our citizens. For example, a person works in the banking sector has access to corporate mail and a database. We would not like such information to fall into the hands of scammers located abroad," Isayev said.

The Russian rouble weakened further, continuing the trend started in the beginning of December. The dollar is trading above 66 rubles on Monday โ for the first time since May 30.

Earlier, the Ministry of Finance published the calculation of export duties for January which is based on the average price of Urals at $57.5 per barrel. In November, the average Urals price was at $66.47 per barrel against $70.62 per barrel in October. This was due to high discounts on Russian oil after the European embargo on the import of Russian oil, the analyst explains. Together, this leads to a drop in export revenues and, as a result, decrease of foreign available in the market.

According to the Russian news agency RIA-Novosti, there was a leak at an underground gas pipeline in the Vurnarsky district of Chuvashia, which led to an explosion.
The explosion in Chuvashia occurred on the main gas pipeline Urengoy - Pomary - Uzhgorod, before the fire work was being carried out there by the operating organisation, the region's authorities reported.
Three people were killed and one seriously injured in the explosion.

Following their meeting in Minsk, it was announced that the planes of the Belarusian Air Force have already been converted for the use of ammunition with a special - that is, nuclear โ warhead, and their crews are now undergoing the necessary retraining.
Meanwhile, Russia has been reproaching NATO for many years that such cooperation contradicts the "spirit and letter" of the Treaty on the Non-Proliferation of Nuclear Weapons. The Russian Foreign Ministry, however, assured Kommersant that the Russian-Belarusian draft of the NPT.
The paper asked several experts, including the director of the arms control program of the International Institute for Strategic Studies (IISS) William Alberque, who authored a paper arguing that Russian claims to NATO's "joint nuclear missions" are untenable, whether the Russian-Belarus cooperation contradicts NPT.
He held that cooperation between Russia and Belarus also does not constitute a violation of the NPT. "At first glance, no, the training of Belarusian pilots on how to deliver a nuclear device does not contradict the NPT. This would be a violation of the NPT only if Russia granted Belarus control over nuclear weapons in peacetime. But it seems that this is not part of the plan," the expert said.
Even if Russian nuclear weapons are deployed directly on the territory of Belarus, but remain completely under the control of the Russian Federation, this, according to him, also cannot be considered a violation of the NPT.

Now that the in-person meeting is confirmed, officials say to expect a standoff over weapons and an attempt by both Biden and Zelenskyy to use the meeting to woo the incoming Congress.
โHe needs longer-range weapons to enable him to preempt an expected Russian offensive,โ said Bill Taylor, the former U.S. ambassador to Ukraine. โHe needs immediate financial support to keep his government running, and he knows that Congress will make decisions on these items this week.โ
During the meeting with Biden and his national security team, the Ukrainian delegation is expected to make another round of pleas for long-range Army Tactical Missile Systems, or ATACMS, and Grey Eagle and Reaper drones, according to a person familiar with the discussions.
