🇷🇺🇧🇾Minsk deals
Presidents of Russia and Belarus Vladimir Putin and Alexander Lukashenko held talks in Minsk. They discussed setting up a common defense space and agreed on pricing parameters in the energy sector.

Lukashenko said that Belarus has put the Iskander and S-400 complexes transferred to the Russian Federation on duty. In addition, according to him, Belarus has had planes capable of carrying "specific ammunition" since Soviet times, now pilots are being trained to control them with the participation of Russia. He did not specify what kind of ammunition it was. Mr. Putin said that he considers it possible to train Belarusian crews of combat aircraft capable of using ammunition with a special warhead.

Leaders also agreed on the main parameters of pricing in the energy sector. Lukashenko said his country was satisfied with the pricing of gas for the next three years.

🔵Gas price cap
EU countries finally struck a gas price cap deal on Monday after months of fraught divisions over a key aspect of the bloc’s response to the energy crisis — but the final settlement may end up pleasing no one, Politico notes.

Under the plan, which is set to come into force on February 15 and last for one year, trades on Europe’s gas exchanges will be capped at €180 per megawatt-hour, if that price level is reached for three working days and European wholesale gas prices are, for the same length of time, €35 above the global price of liquefied natural gas (LNG).

In a sign of how divisive the discussion still remains, a senior diplomat from one pro-cap country said the measure “is not enough and only a temporary emergency measure” saying wholesale gas prices are still four times higher than normal and a broader market reform was necessary.

🔴Russia to tweak Labour Code
Russia’s ruling party United Russia unveiled some of the key amendments to the Labor Code it is working on, before the text of the amendments is published for discussions, Vedomosto report.

The lawmakers are trying to prohibit Russians from continuing to work for Russian companies while residing abroad. The new law would affect thousands of Russians who fled the country after February 24 and then after announcement of mobilization but keep being employed by Russian companies and hence work remotely.

Andrey Isaev, deputy head of the United Russia faction, told reporters Isaev that the amendments will concern specialists who work in the defense sector, ensuring the security system, the financial sector and other industries (but that’s not the full list).
Isaev emphasizes that this is "no discriminatory law."

"We are talking about the safety of our citizens. For example, a person works in the banking sector has access to corporate mail and a database. We would not like such information to fall into the hands of scammers located abroad," Isayev said.

In November, the average Urals price was at $66.47 per barrel against $70.62 per barrel in October. This was due to high discounts on Russian oil after the European embargo on the import of Russian oil, the analyst explains. Together, this leads to a drop in export revenues and, as a result, decrease of foreign available in the market.

Ukrainian President Volodymyr Zelensky is off for a Washington visit  on Wednesday to meet President Biden, hold a press conference at the White House and address a joint session of Congress, a senior administration official told reporters.

Biden will announce an additional $1.8 billion in security assistance to Ukraine during the expected visit, a significant boost in aid headlined by the Patriot missile systems within the package, a US official told CNN. It is believed Zelensky had not left Ukraine since Russia invaded on Feb. 24.

🔴Commander-in-Chief
Russian President Vladimir Putin visited the special military operation zone when he worked at the joint headquarters of the SVO troops on December 16, Rossiyskaya Gazeta reported citing press secretary of the head of state Dmitry Peskov.

Earlier, State Duma deputy Andrei Gurulev wrote in his Telegram channel that the Supreme Commander of the Armed Forces of the Russian Federation was in the zone of a special military operation.

"If he [Gurulev] means the headquarters where he [Putin] was on Friday, then yes," Rossiyskaya Gazeta quotes Peskov's answer to the question about the president's visit to the zone of his own.

⚠️Nuclear brotherhood
Russia and Belarus are adopting the practice of the United States and its NATO allies in the nuclear sphere, Kommersant notes referring to recent statements of Presidents Vladimir Putin and Alexander Lukashenko. Following their meeting in Minsk, it was announced that the planes of the Belarusian Air Force have already been converted for the use of ammunition with a special - that is, nuclear — warhead, and their crews are now undergoing the necessary retraining.

Meanwhile, Russia has been reproaching NATO for many years that such cooperation contradicts the "spirit and letter" of the Treaty on the Non-Proliferation of Nuclear Weapons. The Russian Foreign Ministry, however, assured Kommersant that the Russian-Belarusian draft of the NPT.

The paper asked several experts, including the director of the arms control program of the International Institute for Strategic Studies (IISS) William Alberque, who authored a paper arguing that Russian claims to NATO's "joint nuclear missions" are untenable, whether the Russian-Belarus cooperation contradicts NPT.

He held that cooperation between Russia and Belarus also does not constitute a violation of the NPT. "At first glance, no, the training of Belarusian pilots on how to deliver a nuclear device does not contradict the NPT. This would be a violation of the NPT only if Russia granted Belarus control over nuclear weapons in peacetime. But it seems that this is not part of the plan," the expert said.

Both Biden and Zelenskyy want to solidify support for Ukraine with the incoming U.S. Congress, though they have slightly different goals.

When Ukrainian President Volodymyr Zelenskyy lands in Washington Wednesday, he will come with one of his biggest requests of the U.S. since Russia invaded his country nearly 300 days ago — and he might not get the answer he wants.
Zelenskyy’s visit to the U.S., where he is set to meet President Joe Biden and to address members of Congress, came as a shock to senior U.S. officials.

Now that the in-person meeting is confirmed, officials say to expect a standoff over weapons and an attempt by both Biden and Zelenskyy to use the meeting to woo the incoming Congress.

“He needs longer-range weapons to enable him to preempt an expected Russian offensive,” said Bill Taylor, the former U.S. ambassador to Ukraine. “He needs immediate financial support to keep his government running, and he knows that Congress will make decisions on these items this week.”

During the meeting with Biden and his national security team, the Ukrainian delegation is expected to make another round of pleas for long-range Army Tactical Missile Systems, or ATACMS, and Grey Eagle and Reaper drones, according to a person familiar with the discussions.

But U.S. officials aren’t ready to budge. The Biden White House has flatly rejected sending the ATACMS. Sending long-range missiles to Kyiv could risk provoking Putin using potentially even more lethal weapons inside Ukraine.
