"Information is coming in about the damage caused by shelling in Donetsk. A direct hit on the Druzhba hotel building was recorded. According to preliminary reports, the strike has been carried out by Grad MLRS's.

Time for diplomacy?
The United States is prioritising efforts to boost Ukraine's air defences, through security assistance, including the latest (December 9) announcement of $275 million in additional ammunition and equipment, U.S. President Joe Biden told President of Ukraine Volodymyr Zelenskiy while he also said he โ€œwelcomed President Zelenskyyโ€™s stated openness to a just peace based on fundamental principlesโ€ enshrined in the United Nations Charter.

Zelensky said that he had coordinated positions with the American leader on the eve of the G7 summit.
Zelensky also spoke with French President Emmanuel Macron and Turkish President Recep Tayyip ErdoฤŸan on Sunday, according to his office. โ€œNext week will be important in this regard,โ€ Zelensky said in his telegram address, noting the G7 summit and a conference in France would focus attention on โ€œthe recovery and resilience of Ukraine in the winter.โ€

Attack on Melitopol
Ukraineโ€™s military claimed it struck a hotel complex housing dozens of Russian soldiers in the occupied city of Melitopol on Saturday night, reportedly using long-range artillery supplied by the United States, The Hill reports citing the exiled mayor of Melitopol Ivan Fedorov who said in a Telegram post that the hotel complex was housing up to 200-300 Russian soldiers, adding that dozens of them were killed or wounded in the attack.

Acting administration of Melitopol (pro-Russian) refuted the claims that any military infrastructure was targeted or any losses occurred, claiming a resort serving civilians was attacked, killing two people and injuring 10.

EUโ€™s sanctions
The ninth package of anti-Russian sanctions has not yet been adopted by the European Union, as negotiations between the members of the association have reached an impasse. EU foreign ministers will meet on Monday to try to agree on further sanctions on Russia and Iran and an additional 2 billion euros ($2.11 billion) for arms deliveries to Ukraine. However, it remained unclear whether Hungary will block some decisions, resorting to what diplomats have denounced as "blackmail diplomacy" due to a dispute over locked EU funds for Budapest.

Strategic protection
Russiaโ€™s Federal Antimonopoly Service (FAS) has proposed tougher penalties in case of violation of the law on foreign investments in companies strategically important for the country. The agency wants to establish a direct rule that allows the state to withdraw all assets acquired by a foreign owner as a result of a transaction that is not agreed with the relevant legal commission, Vedomosti reported. (Now, after the recognition of such transactions as invalid, the foreign buyer returns the shares to the seller).

Viktor Bout, an arms dealer dubbed the "Merchant of Deathโ€ who was being released from a U.S. prison as part of an exchange for U.S. basketball star Brittney Griner, gave his first interview back in Moscow. Speaking to the Kremlin-backed RT channel in an interview released on Saturday, Bout said he kept a portrait of Putin in his prison cell in the United States. "I am proud that I am a Russian person, and our president is Putin," the former Soviet air force pilot said in the 40-minute interview. "I know that we will win," he added, saying he was enjoying snow and "the air of freedom" since his return to Russia on Thursday.

EU External Relations Commissioner Josep Borrell is concerned about the close relations between Turkey and Russia. One reason: the possible circumvention of sanctions.

The European Union is concerned that Turkey is cultivating too close a partnership with Russia - despite the Russians' war of aggression in Ukraine and the harsh Western sanctions against Moscow.

The deepening of economic relations between Turkey and Russia is "cause for great concern", says a letter from EU foreign affairs envoy Josep Borrell to the EU Parliament, quoted by Funke Mediengruppe. Also worrying is Turkey's continued policy of "not joining the EU's restrictive measures against Russia".

According to the report, Borrell pointed out that the EU and Turkey form a customs union and thus grant free movement of goods, which also includes "dual use" goods - i.e. goods that can be used for civilian and also military purposes. It is important that Turkey does not offer Russia any circumvention solutions, Borrell warned.
