🔴Russian Defense Ministry finally commented on the early morning attack at the strategic airfields in Ryazan and Saratov, central Russia. The airfields host Russia’s long-range aviation (in particular, Tupolev Tu-95MS, Tu-160, Tu-22M3 missile-carrying bombers able to launch cruise missiles from a distance of more than 1000 km).

◽️The crash and explosion of the wreckage on the Russian airfields caused minor damage to the hull armour of the two airplanes.

◽️Three Russian maintenance personnel on the airfield suffered fatal injuries.
Another four servicemen wounded were taken to medical facilities where they were given all the necessary medical care, MOD said.

🩸Oil production
Russia increased oil production in November by slightly less than 2% compared to October, to 1.486 million tons per day. Production grew steadily during November, including due to the resumption of the Sakhalin-1 project, Kommersant reports citing sources familiar with the statistics. Since the beginning of the year, about 489 million tons have been produced in Russia for 11 months. While maintaining the current level of production, oil production in the Russian Federation may approach 535 million tons by the end of the year (in 2021 it amounted to 524 million tons).

According to JP Morgan, the effect of the latest restrictions on oil exports from Russia (EU embargo and G7-imposed price cap) will lead to a decrease in oil production in Russia by 500 thousand barrels per day (68 thousand tons per day) in the first quarter of 2023. In December, production may decrease to about 1.4 million tons, according to Sergey Kondratiev from the Institute of Energy and Finance. The price cap will have a limited impact on the dynamics of exports so far, the termination of oil exports from Russia to the EU will be more important, he notes.

🇺🇸Blinken on #UkraineCrisis
US Secretary of State Anthony Blinken believes that the Russian-Ukrainian conflict will almost certainly end with negotiations. "It will end, almost certainly, with the help of diplomacy and negotiations. But I think we should see a just and lasting peace," Mr. Blinken said at The Wall Street Journal conference. However, he suggested, Russia could seek a “phony off-ramp” in order to “rest, refit, regroup and re-attack”.

Russia has repeatedly stated in recent weeks that it is ready to negotiate with Ukraine. At the same time, Mr. Blinkin last week stated that according to the United States, Moscow is not in the mood for diplomacy.

Germany on Monday walked back its promise to swiftly raise defense spending to at least 2% of GDP — breaching the key commitment made days after Russia’s invasion of Ukraine to become a more serious military force. Berlin also sought to play down internal warnings about delays to a flagship procurement of new fighter jets, Politico reports.

During a government press conference, Chief Spokesperson Steffen Hebestreit scaled down expectations for Germany’s defense spending, telling journalists that the 2% target would be missed not only this year, but also likely next year.

Since the founder of these media is the Department of Information Policy of the Kostroma region, it is obvious that the instructions on how and what to write to correspondents from the hinterland come from there,” the publication says.

Russia has built up a "shadow fleet" of oil tankers to bypass western sanctions, the Financial Times reported.

Shipping broker Braemar estimates Moscow has added more than 100 tankers this year, through direct or indirect purchases. The vessels are generally 12-15 years old and would be expected to be scrapped in the next few years, said Anoop Singh, head of tanker research at Braemar. “These are buyers that we, as longstanding brokers, are not familiar with,” Singh said. “We are confident that the majority of these vessels are destined for Russia.”

The Kremlin’s push to assemble the “shadow fleet” is an attempt to overcome new international curbs on the Russian oil. These include an EU ban on seaborne imports and a new global price cap of $60 per barrel, agreed by the EU after Poland wanted it set at just $30.

But Russia has long said it will not deal with any country enforcing the ceiling. Instead it aims to use its new fleet to supply countries such as India, China and Turkey that have become bigger buyers of its oil as Europe has cut back.

Russia is still expected to face a lack of tankers and could struggle in the early months of 2023 to maintain its export levels, which would boost prices, analysts say.

Oil cap response
The Russian authorities are considering three scenarios to respond to the introduction of marginal oil prices from Russia by the G7 countries and the European Union, Vedomosti reported, citing two sources close to the government. The scenarios include

A ban on the sale of oil to countries that have imposed a price cap, including through intermediary countries or a chain of intermediaries;
A ban on the sale of crude under contracts that include a price cap as a condition, regardless of which country is specified in the contract by the recipient;
The introduction of a maximum discount for the sale of Urals to the Brent variety (the sales are prohibited if the max discount level is crossed).

According to the newspaper's source, none of these options has been approved. He did not rule out other response scenarios or a combination of them. Another source called the fixed discount scenario the least likely. As one of the interlocutors told Vedomosti, three scenarios were to be discussed at a meeting of President Vladimir Putin with oil workers on December 6.

US-UK energy pact
U.S. gas companies will be urged to up their exports to Europe via the U.K. under a new transatlantic energy partnership agreed by Rishi Sunak and Joe Biden, Politico reports. The new "U.K.-U.S. Energy Security and Affordability Partnership" announced Wednesday includes a commitment from the White House to "strive to export at least 9-10 billion cubic metres of liquefied natural gas (LNG) over the next year via U.K. terminals," Politico reports.

The U.K. with its three LNG terminals has become a major hub for LNG supplies to Europe from the U.S. As Kommersant notes, about 17% of gas imports to Britain are LNG, most of the supplies were earlier provided by Qatar, the United States and Russia. In June, the British authorities reported a 75% reduction in Russian gas imports compared to 2021. From January 1, 2023, the UK plans to completely stop importing Russian LNG.

U.S. military spending
U.S. lawmakers agreed to provide Ukraine at least $800 million in additional security assistance next year, according to an $858 billion defense policy bill unveiled on Tuesday. The Fiscal 2023 National Defense Authorization Act, or NDAA, authorizes the additional spending for the Ukraine Security Assistance Initiative, an increase of $500 million over President Joe Biden's request earlier this year. The overall bill authorizes $45 billion more in defense spending than Biden requested, as congressional negotiators sought to address the effects of global inflation and provide additional security assistance for Ukraine, Reuters note.

According to CNN, the House has been expected to take up the National Defense Authorization bill for fiscal year 2023 this week, but so far it’s not clear when a vote will take place amid questions over whether certain controversial policy provisions will be included in the legislation – like eliminating a Covid-19 vaccine mandate for the military.

Only defence
US Department of State spokesperson Ned Price assured that Washington did not encourage Ukraine to strike targets outside its territory — it only providex Ukraine with the military assistance it needs to defend itself, same was repeated by US Secretary of State Antony Blinken told reporters after the US-Australian negotiations in Washington on Tuesday.

The statements come after several Russian bases and facilities deep inside Russian territory were attacked using UAVs in the past few days, while Russian areas bordering Ukraine have been under shelling for months.
"We have not provided Ukraine with weapons that it is to use inside of Russia. We've been very clear that these are defensive supplies," State Department spokesperson Ned Price said during a Tuesday briefing.
