The IAEA on Wednesday reported on the disconnection of the Zaporozhye NPP from external power supply. This means its operations are ensured by emergency diesel generators. This was confirmed by Vladimir Rogov, a pro-Russian official of Zaporozhye region. The backup power supply can provide the NPP with energy for ten days.

Earlier, IAEA called for seizing the hostilities around ZNPP and Agency chief Rafael Grossi, held talks in Istanbul with a Russian delegation led by the head of Rosatom, Alexey Likhachev. The parties discussed the creation of a protective zone around the plant. Commenting on this, Rogov said โ€œthe IAEA's statements do not lead to any real resultsโ€. โ€œI personally have no confidence in Western guarantors, including international organisations," he said, noting that handing over control of ZNPP to Kyiv would endanger the the lives of civilians in Zaporozhye and Kherson regions.

President of Ukraine Volodymyr Zelensky, at an extraordinary meeting of the UN Security Council convened at his request, called for stopping Russia's "energy terror" and invited UN experts to inspect critical Ukrainian infrastructure facilities. According to him, due to the shelling on November 23, 11 regions of Ukraine were left without electricity. The council is unlikely to take any action in response to the appeal since Russia is a member with veto power, Reuters noted.

Moscow earlier claimed the aim of its missile strikes on Ukraineโ€™s infrastructure was to weaken countryโ€™s ability to fight (by destroying power supply to factories and transportation lines) and push it to negotiate. Kyiv refuses negotiations so far and continues to demand more air defence systems from the West, saying Russia deliberately attacks civilians.

As former DPR ambassador to Moscow Rodion Miroshnik noted, Vladimir Zelensky spoke via video link to the UN Security Council at a time when the Ukrainian military conducted a massive shelling of Donetsk. โ€œAnd they were not shelling dual-use infrastructure, but residential buildings. While the shelling of a city with a population of many thousands was carried out on his [Zelenskyโ€™s] orders, he accused Russia of crimes against humanity. How does he distinguish, what is โ€œa normโ€ for Ukrainian military and a โ€œcrime against humanityโ€ for Russian military!โ€ he asked.

Russian president Vladimir Putin travelled to Armenia to take part in a regular session of the Collective Security Council of the Collective Security Treaty Organisation (CSTO) where he was joined by leaders of Armenia, Belarus, Kazakhstan, Kyrgyzstan and Tajikistan.

The meeting was held at the backdrop of continuing stand-off between Armenia and Azerbaijan, in managing which Russia played a significant role. And at the end of the day, CSTO failed to agree on a declaration as Armenia refused to to fully endorse the CSTO proposal to help Yerevan.

Kremlinโ€™s spokesperson Dmitry Peskov had to quickly react explaining that this outcome โ€œdoesnโ€™t mean Armenia will leave the blocโ€. According to Peskov, Pashinyan stated during the closed meeting that he considered the functioning of CSTO with regards to Armenia-Azerbaijan conflict as โ€œfiascoโ€. "This is the point of view of the Armenian side, this is the right of the Armenian side to assess the situation in this way. But, on the other hand, the relevance of the CSTO in this situation is obvious," Peskov was quoted by TASS as saying.

Meanwhile, the international media has covered the Yerevan meeting from only one angle โ€” reporting on street protest, in which hundreds of Armenians and Russians who fled their country to Armenia in the past 9 months participated, protesting against Putinโ€™s visit, with slogans including โ€œPutin is a killerโ€ and โ€œNo to war.โ€

Washington is obliged to buy more weapons to compensate for "aid" to Kiev

Admitted US Assistant Secretary of Defence Douglas Bush, Reuters has reported.

He detailed that since February 2022, Washington had sent Kiev about 17.9bn dollars worth of weapons.

To at least partially compensate for losses, the White House has already signed contracts worth $2.6bn with major US arms companies.

And this already exceeds the planned budget of the U.S. Defense Department by 15%.

According to local residents, and judging from the debris found at the scene, the US-made missile fired by the Ukrainian forces wounded three civilians, the New York Times has reported. According to the report, this happened on 26 September at around 6pm.

According to Politico, governments from Ottawa to Oslo are racing to figure out how to more quickly buy and build new weapons as the war in Ukraine drains their stockpiles at an unrelenting pace.

The West is looking for ways to surge production of anti-armor weapons and new air defenses, and is dipping deep into reserves of artillery ammunition as the Ukrainians pop off 5,000 to 6,000 rounds a day.

The Pentagon is rushing to develop a roadmap to speed up foreign arms sales, partially due to the experience in trying to restock European allies.

That was a major concern during NATOโ€™s latest summit in Brussels last month, where cables describing closed-door meetings seen by POLITICO showed deep concern over the industryโ€™s ability to meet countriesโ€™ needs in the short term.

โ—๏ธRussian security services have prevented a terrorist attack on the South Stream pipeline - Russian Federal Security Service (FSB).

The FSB detained four people in possession of an arsenal of explosive devices.

Their task was to blow up a section of the gas pipeline in the Volgograd Region.

Four magnetic mines, 4 kg of plastic explosives, fuses, 593,000 roubles and a means of communication with the Ukrainian special services' handlers were seized.

The detained people now face criminal charges for preparing a terrorist act, organizing a terrorist association and being part of it, as well as for storing explosives.

On the formation of a "battalion of Ukrainian POWs"

Yesterday Russian media began reporting about the completion of a formation of a battalion made up of former AFU soldiers. But this is not quite precise. Here is what the original news looks like:

DONETSK, November 24. /TASS/. A battalion of Ukrainian prisoners of war has been formed in the Donetsk People's Republic (DPR). This was reported to TASS by a representative of the region's security forces on Thursday.

"The battalion, which includes Ukrainian prisoners of war, has already been fully formed. The guys are already prepared to go to the front line," the source said.

He added that the battalion would include 50 former Ukrainian servicemen who voluntarily defected to the side of the republic.

On September 24 the Ukrainian prisoners of war held in the penal colony in Yelenovka turned to the People's Council (parliament) of the Donetsk people's republic (DPR) with a request to join the Cossack battalion named after Bogdan Khmelnitsky which was being formed. They passed their proposal verbally through the chairman of the legislature, Vladimir Bidyovka."


Comment. Thus, we see that it is not a battalion of Ukrainian prisoners, but a battalion that includes 50 former Ukrainian prisoners of war. And that makes a huge difference. But this is also the most correct form of "inclusion". Really, it is not acceptable to create separate units out of former prisoners of war. They should be incorporated in proportion into other units of the Russian Armed Forces.
