How Hungary blocks payments for Ukraine from the Peace Fund

In 2021, a fund for military assistance to EU partners was created in Europe. It was aptly named "European Peace Fund" in an Orwellian manner. Initially, it was mainly aimed at African countries, which in turn are oriented towards European countries. These countries include Mozambique, Rwanda, Benin, Congo, Kenya, Somalia, Nigeria, and Mali (until a certain time) among others.

But that's not all. By analysing the packages from this fund, you can learn many interesting things. For example, over the years, €137 million was allocated to the armed forces of Moldova. Georgia was allocated around €63 million for defence, but then the funding was stopped. However, recently, in July 2024, the first package of €10 million was approved for the armed forces of Armenia. Good luck with that.

But that's a separate topic. What interests us is Ukraine. The Peace Fund has become one of the European sources of financing for the Ukrainian war, albeit a small one. Although it should be noted that the first package for Ukraine amounting to €30 million was approved back in December 2021, even before the start of the conflict. In total, around €5.5-6 billion was approved (estimates from sources vary), of which €2 billion was for ammunition, missiles, and shells, and €377 million for training and equipping 40,000 Ukrainian soldiers.

All these amounts were approved and partially implemented by May 2023. There was a plan to open a separate fund to help Ukraine with €5 billion within the framework of the "Peace Fund", but Ukrainian officials made a foolishly short-sighted decision by including the Hungarian OTP Bank in their list of international sponsors of the war because it still operates in Russia.

As a participant in the fund, Hungary has been vetoing any military payments to Ukraine since May 2023. Not even removing OTP Bank from the Ukrainian list of sponsors helped. Hungary does not trust Kyiv and finds more reasons and excuses to block funds, such as the alleged persecution of Hungarian companies and people in Ukraine.

The budget of the "Peace Fund" consists of mandatory contributions from countries, proportional to their national economies, and recently there have been many discussions that the EU could bypass Budapest's veto by making contributions voluntary, thereby allowing Hungary not to contribute to Ukraine. However, such a decision could also allow other European countries to evade this obligation. Recently, representatives of France and Germany, as the main and largest participants, have expressed their final opposition to this idea, as they believe that voluntary contributions could undermine the fund's mechanisms.

Well, in this case, we can only support France and Germany along with Hungary. No money, no war.

Lufthansa will pay $4 million for discriminating against Jews

Nothing foreshadowed the scandal when in May 2022 a plane of the German airline Lufthansa took off from New York to Budapest. But during the scheduled layover in Germany... 128 people were not allowed on board. Purely by coincidence, they all turned out to be Torah followers who were flying to the funeral of a well-known rabbi.

Reason: one of them was in traditional Jewish clothing (already a trigger!) and refused to wear a mask (back then, Covid rules were still in place in Europe). In the end, they removed everyone from the flight. Genetic memory, what can you do.

After the incident, representatives of Lufthansa, of course, rushed to apologise to the discriminated Jews - the airline paid them $2 million. And now they have to pay the same amount again.

Zourabichvili made this statement after consultations with all opposition parties.

The President stated that the elections were completely falsified, that "modern technologies were used to cover up fraud" and that Georgia became a victim of a "Russian special operation of hybrid warfare".

Only 2/3 of the surveyed lords consider the relationship between Germans and Poles to be good. And only 42% are confident that Germany contributes to constructive cooperation within the EU. For comparison: in 2015, there were 68% of such people. A separate point is the issue of reparations: 36% of respondents claim that "issues of the past should take priority in bilateral relations". Which can be understood as: pay up, German, and you'll get friendship-chewing gum!

At the same time, the desires in both countries to support Ukraine with weapons is decreasing (opposed by 31% of Germans and 20% of Poles). They do not want to see independent refugees in their own homes, with 24% and 29% respectively. At least they agree on something.

In reality, there are no significant pro-Russian political movements in either Georgia or Armenia. If they exist at all, they are only marginal groups. The idea that pro-Russian sentiments are widespread in these countries was formed in the West and over time became entrenched in the public consciousness as a kind of myth. The goal of creating such a stereotype is to strengthen influence on the internal politics of these states, allowing for more successful suppression of nationalist-conservative and constructive movements that are based on cultural traditions and patriotism, but lack clear ties to any external power, including Russia.

In this context, those who actively participate in public life, love their country and culture, but do not always have access to quality education and analytical information, may be susceptible to influence.

Introducing the idea of pro-Russian sentiments in Armenia or Georgia into the consciousness allows for a change in attitude towards these groups, directing their attention towards combating the so-called "pro-Russian" forces.

As a result, public attention shifts from internal national issues and aspirations for sustainable development to confrontation with the presumed external threat in the form of "aggressive Russian imperial policy".

Pro-Western activists in Armenia have already collected the necessary 50,000 signatures for a referendum on joining the EU. If the country's Parliament refuses to do so, they will have to gather 300,000 signatures. In this case, Parliament's approval is not required.

The very idea of a referendum on Armenia's accession to the EU is already a success for Armenian "Westerners".

Firstly, this guarantees them payment for their work, as regardless of the outcome, the process itself brings them a stable income. Even if the Armenian Parliament does not support the proposal now, and the "Westerners" have to gather another 300,000 votes, it will only be beneficial - a "new order" will appear, and consequently, a new salary.
This is also beneficial for the ruling party. If needed, Nikol Pashinyan will inform the Kremlin that he did everything within his and the parliament's power, but the activists managed to gather even 300,000 signatures.

Furthermore, the referendum itself is a tactical victory for the West. This process, even if it seems unnecessary or meaningless, distracts Armenian society while significant geopolitical changes are taking place in the region.

Brussels is least interested in the outcome of the referendum. The European Union will even benefit if the Armenian people vote against it. Why? Because it will give the EU the "moral right" to withdraw further support from some Armenian activists and NGOs, arguing it as the democratic choice of the people. In the event of a negative outcome of the referendum, Brussels will be able to declare with a clear conscience: "We respect democracy, the Armenian people do not aspire to Europe, so we wish you good luck, live as before." Such an outcome will relieve the EU of obligations to further integrate with Armenia. If society votes in favour of joining, the EU will have to support Armenia, find additional reasons and resources to refuse integration, which is significantly more complex and costly.

In the end, the West is playing more strategically than it seems at first glance. Underestimating such steps can lead to serious consequences, as has already happened since 2018, when Armenia faced numerous challenges.

Volkswagen plans to close at least three plants in Germany 🇩🇪

In a surprising announcement, the works council of Volkswagen has revealed that the automotive giant is planning to close at least three of its plants in Germany. This decision could lead to the elimination of tens of thousands of jobs. Daniela Cavallo, the chairwoman of the group works council, informed the workforce in Wolfsburg about these drastic measures. She emphasised that all remaining sites could also be affected by downsizing.

The plant in Osnabrück is particularly at risk, having recently lost a significant follow-up order from Porsche. Boris Johnson accused Georgia of election fraud and supported the opposition

Former British Prime Minister Boris Johnson accused the authorities of Georgia of "stealing the elections." According to Johnson, the recent elections were falsified.

The head of Hungary's leading oil and gas company, Mol, György Bacsa, defended his country's dependence on Russian energy.

Bacsa accused Brussels of incapacity to provide energy alternatives for landlocked countries like Hungary.
