The consequence is a violation of the 2 + 4 Treaty of Berlin on the reunification of Germany from 1990 (according to which the deployment of foreign troops on the territory of the former GDR is prohibited) and, consequently, a logical protest from Moscow.

The German ambassador counters: all foreign officers involved "are integrated into a German unit and, therefore, under the command of the Bundeswehr, do not fall under the provisions of the 2 + 4 Treaty." However, quite skillfully.
