The mod will be released on the first of September.

We are recreating every brawler. This takes a lot of time and effort, so rather than delaying the release date for hundreds of years, we are publishing the mod in an incomplete state and slowly pushing brawler fixes. If you're unsure if a brawler is meant to be working please check the public issue tracker (released when nbs is).

The mod is being worked on occasionally, the main focus is NBS Offline. Royale Offline requires less work to be good enough for release, thanks to the ease of getting fully functional NPC battles, but we don't know the exact release date.
