M K Stalin-led DMK has slammed the Centre for “imposition of Hindi" through the three-language formula of the National Education Policy (NEP), 2020.
Controversy erupted after the Stalin-led Tamil Nadu government claimed that the Centre had withheld funds related to the Samagra Shiksha scheme due to the state’s refusal to implement the NEP.
While the Centre maintains that the NEP is aimed at ensuring employment for youth across regions, Tamil Nadu has long viewed it as an attempt to “impose” Hindi on the state.
What is three language formula:
The three-language formula was first proposed by the Kothari Commission (1964-66). It was formally adopted in the National Policy on Education (NPE) 1968 under then Prime Minister Indira Gandhi. The policy was reaffirmed in NPE 1986 under PM Rajiv Gandhi and revised in 1992 by Narasimha Rao’s Congress government to promote linguistic diversity and national unity.
It recommended that students learn:
-Their mother tongue or regional language.
-The official language of the Union.
-A modern Indian or European language, apart from the first two.
According to NPE 1968, Hindi-speaking states should teach a modern Indian language, preferably a southern language, alongside Hindi and English. Non-Hindi-speaking states were to include Hindi, their regional language and English.
There were protests against the same in Tamil Nadu and it has steadfastly followed its two-language policy of teaching Tamil and English in its government schools.
New Education Policy 2020:
NEP 2020 states: “The three-language formula will continue to be implemented to promote multi-lingualism as well as promote national unity ( constitutional provisions). However, there will be greater flexibility, and no language will be imposed on any state.”
The NEP, 2020 has retained the three-language formula albeit with a key difference that it doesn’t impose any language on any State. It specifies that the languages to be learnt will be the choice of States, regions and the students, so long as at least two of the three languages are native to India.
