Coalition government: It involves more than one political party or individuals working together, sometimes with differing viewpoints.

First government formed after Independence in 1947 was a Coalition government. According to Historian Ramachandra Guha, J.L. Nehru followed the advice of Mahatma Gandhi and reached beyond Congress to include best minds.
This approach led to additions of :
- Dr B.R. Ambedkar (Law)
- R. K. Shanmukham Chetty (Finance)
- Dr Syama Prasad Mukherjee (Industry & Supply) of Jan Sangh

In 1977- First non-Congress coalition government was formed under Morarji Desai. It lasted for two years till 1979.

Whip System:
Vice President Jagdeep Dhankar has recently said that party whips curtails MP's freedom of expression.

What is Whip system?

- This system is considered important for parliamentary functioning.

- The Party Chief Whip in a House is required to inform all members about what the party leadership thinks on an important matter.

- 3 kinds of Whip:
1) One line Whip - informs members about the vote but permits them to abstain.

2) Two line Whip - Ask members to be present but doesnot tell them how to vote.

3) Three line whip - Directs members to be present & vote as per the party line. It is generally the norm these days.
If a member violates this whip, the Leader of the party can recommend his/her disqualification.

Significance:
- The Supreme Court has also said that whip system is important for protection of political parties.

- it is important for functioning of Parliamentary Democracy.

- It shows that party members agree with party's policies & ideologies.
