Meaning:

Origin:
This term originated in the early 19th century in government agencies of the Russian Empire. The fact is that in lists of "unreliable" individuals kept by the Separate Corps of Gendarmes (Provincial Gendarme Administrations and Branches), which were written in ink, notes were made with a graphite pencil. This allowed for easy erasure if necessary. Hence the expression: взять на карандаш. It implies suspicion about a person, but without sufficient evidence.
