The National Commission on Farmers (NCF) is an Indian commission constituted on November 18, 2004 under the chairmanship of Professor M.S. Swaminathan to address the nationwide calamity of farmers suicides in India.The Terms of Reference reflected the priorities listed in the Common Minimum Programme. The reports contain suggestions to achieve the goal of "faster and more inclusive growth" as envisaged in the Approach to 11th Five Year Plan and are collectively termed the M.S.Swaminathan report for farmers.

The Doctrine of Basic Structure

His Holiness Kesavananda Bharati Sripadagalavaru v. State of Kerala, 1973 (decided by a Bench of 13 Judges)

• The most celebrated case in the history of Indian Constitutional law in which the apex Court dealt with the issue - whether the Parliament can amend any part of the Constitution and what was
the limit to that power?

• The Bench by a majority of 7-6 Overruled the proposition of law propounded in I. C. Golak Nath v. State of Punjab,1967, and held that Constitutional amendment is not “law” within the meaning of Article 13 and that although no part of the Constitution, including Part III comprising of fundamental rights, was beyond the Parliament’s amending power, the “basic structure of the Constitution” could not be abrogated even by a constitutional amendment.”

• As regards the basic structure, the Court held that it would be decided from case to case.
JK Domicile Rule

The Centre has defined new domicile rule for Jammu and Kashmir (J&K) according to which a person residing in J&K for at least 15 years will now be eligible to be a domicile of the Union Territory.

In the latest gazette notification, Section 3A of the J&K Reorganization (Adaptation of State Laws) Order, 2020, under the J&K Civil Services (Decentralization and Recruitment) Act, has been introduced.

It defines domicile as that who has resided for a period of 15 years in the UT of J&K or has studied for a period of seven years and appeared in class 10th or 12th examination in an educational institution located in the UT of J&K.

The provisions of the Act authorize the Tehsildar as a competent authority for issuing the domicile certificate, as opposed to Deputy Commissioner.

Apart from J&K resident, the following are also eligible to apply for jobs or own immovable property in J&K: Children of those Central Government/PSU/PSB/universities officials who have served in Jammu and Kashmir for
ten years or children on parents who fulfill any of the conditions in sections.

Section 5-A states that no person shall be eligible for appointment to a post carrying a pay scale for not more than level 4 unless he is a domicile of UT of J&K.

Through the same order, the Centre has repealed the J&K Civil Services (Special Provisions) Act.

Monetary Policy Report

The Reserve Bank of India (RBI) has released its Monetary Policy Report (MPR).
The report follows the unscheduled monetary policy meeting held in end March, 2020 to discuss the uncertainties arising from the nationwide lockdown.Since the review was conducted in end March, 2020, the early policy review, scheduled for April,2020 was withdrawn.

The consumer price index (CPI)-based inflation, had stayed elevated in the last few months.

It is expected to decrease during the course of the financial year.CPI inflation is tentatively projected to ease from 4.8% in (Quarter)Q1 of 2020-21 to 4.4% in Q2, 2.7% in Q3 and 2.4% in Q4.This may be due to the prevailing high uncertainty.

Aggregate demand may weaken further than currently anticipated and ease core inflation further.Supply bottlenecks could increase pressures more than expected.

Estimates indicate that inflation could move in a range of 3.6-3.8% assuming a normal monsoon and no major exogenous or policy shocks.
The RBI monetary policy:

The Repo Rate was reduce by 75 basis points (bps) to 4.4%

The Cash Reserve Ratio was reduced by 100 bps to 3%.

However, the RBI refrained from making any prediction on growth. Forecasts for real Gross Domestic Product (GDP) growth in India were not provided due to prevailing uncertainties due to Covid-19.

Improvements in inflation and growth are expected to emanate from monetary, fiscal and other policy measures and the early containment of Covid-19. However, there are uncertainties with these factors.

Oil Price Drop

The sharp reduction in international crude oil prices, if sustained, could improve the country’s terms of trade.

However, the gain from this channel is not expected to offset the impact of shutdown and loss of external demand.

Exchange Rates

The global financial market volatility caused by the uncertainty of macroeconomic impact of the Covid-19, as in February-March 2020, could exert pressure on the Indian rupee.

Should the rupee depreciate by 5% from the baseline, inflation could increase by around 20 bps while GDP growth could be higher by about 15 bps through increased net exports.

In contrast, should Covid-19 normalise quickly, strong capital flows could revive.

An appreciation of the rupee by 5% could moderate inflation by around 20 bps and GDP growth by around 15 bps vis-a-vis the baseline.

Monetary Policy

The Reserve Bank of India (RBI) uses monetary policy to control inflation, interest rates, supply of money and credit availability.

The RBI has government-constituted Monetary Policy Committee (MPC) which is tasked with framing monetary policy using tools like the repo rate, reverse repo rate, bank rate, Cash Reserve Ratio (CRR).

The repo rate, also known as the policy rate, is the interest rate at which the RBI provides loans to banks.

The reverse repo is the rate at which commercial banks park their money with the central bank.

Bank rate is the rate charged by the RBI for lending funds to commercial banks.

Cash Reserve Ratio: Banks are required to hold a certain proportion of their deposits in the form of cash. This minimum ratio (that is the part of the total deposits to be held as cash) is stipulated by the RBI and is known as the CRR.

Ashok chawla commitee

The Union cabinet secretariat set up a high powered committee headed by former finance secretary Ashok Chawla to suggest a roadmap for efficient and transparent distribution of scarce natural resources such as telecom spectrum. The committee includes key secretaries as members along with representatives from industry chambers. The committee is expected to make generic recommendations on the overall mechanism of allocating resources and take a sectoral view. Also it is required to review the pricing and policy issues to find models that do not compromise on public welfare for profit maximisation. The committee has roped in the Centre for Policy Research to help it formulate an action plan.
Amendability of Fundamental Rights

The issues regarding power of the Parliament to amend Part
III of the Constitution was re-examined in I. C. Golak Nath v. State of Punjab, 1967.

law within the meaning of Art.13(2) of the Constitution of

Supreme Court held that amendment under Article 368 is “law” within the meaning of Article 13(2); . It further ruled that Legislature does not enjoy the power to amend Part III of the Constitution to take away or abridge fundamental rights .
