ခေါင်းဆောင်တို့ကိုတိုင်းတာသည့် အကောင်းဆုံးသောမှတ်ကျောက်မှာ မိမိဦးဆောင်သော အဖွဲ့အစည်း သို့မဟုတ် တိုင်းပြည်အား တာရှည်ခံသော အဖွဲ့အစည်း၊ တိုင်းပြည်အဖြစ် အမွေချန်ထားရစ်ခဲ့နိုင် မနိုင်ပင် ဖြစ်သည်။
မည်မျှတန်ခိုးသြဇာ ကြီးမားစွမ်းရည် မြင့်မားဘုန်းကြီးသောသူဖြစ်စေ တစ်နေ့တွင် သင်္ခါရ သဘောတရားအရ အိုမင်းမစွမ်းသောကြောင့်ဖြစ်စေ၊ ခေါင်းဆောင်တင်မြှောက်ပုံစနစ်အရဖြစ်စေ၊ သေဆုံးသောကြောင့်ဖြစ်စေ နေရာမှဖယ်ပေးရမြဲဖြစ်သည့်အတိုင်း မိမိမရှိတော့လျှင် ဟန်မပျက် ဆက်လက် လည်ပတ်နိုင်အောင် ကြံဆောင်ထားရစ်ခဲ့ဖို့ လိုသည်။
မိမိရှိနေစဉ် အချိန်အတွင်း လျှမ်းလျှမ်းတောက် အောင်မြင်သော်လည်း မိမိမျက်နှာလွှဲသွားသည်နှင့် မိမိအဖွဲ့အစည်း ယိုယွင်းကာ ဗုန်းဗုန်းလဲကျသွားခဲ့သည်များကို မြန်မာ့သမိုင်းတွင်လည်းကောင်း၊ ကမ္ဘာ့သမိုင်းတွင်လည်းကောင်း အများအပြားတွေ့ကြရမည်။ နိုင်ငံများအနေဖြင့် ကြည့်လျှင် ခေါင်းဆောင်းညံ့သည်နှင့် တိုင်းပြည်ထိုးကျပြီး ခေါင်းဆောင်ထက်လျှင် တိုင်းပြည်တက်လာသော နိုင်ငံများကို တွေ့ရသလို ခေါင်းဆောင်ညံ့သော်လည်း သိပ်မကျဘဲ ခေါင်းဆောင်ကောင်းချိန်တွင် တက်လာသော နိုင်ငံများကိုလည်းတွေ့ရမည်။
တာရှည်ခံအဖွဲ့အစည်း မတည်ဆောက်နိုင်ရခြင်းမှာ စွမ်းဆောင်ရည် မြင့်မားသော ခေါင်းဆောင်၏ ဆွဲအား၊ ရုန်းအားဖြင့် ရွေ့နေသည်ကို အဖွဲ့အစည်းအားကြောင့် ရွေ့နေသည်ဟု ထင်မှတ်မှားသည့်အတွက် အဖွဲ့အစည်းတည်ဆောက်ရန် လိုအပ်ကြောင်း မသိမြင်ခြင်းကြောင့် ဖြစ်နိုင်သည်။ နေ့စဉ် လုပ် လက်စအလုပ်အကိုင်များကို ဖြည့်ဆည်းနေရသည်နှင့်ပင် အားကုန်၊ အချိန်ကုန်နေသောကြောင့် လည်းကောင်း၊ အနာဂတ်ကို မျှော်ကြည့်နိုင်စွမ်းအား နည်းသောကြောင့်လည်းကောင်း အဖွဲ့အစည်းတည်ဆောက်ရန် ပျက်ကွက်တတ်ကြသည်။

ခေါင်းဆောင် စဉ်ဆက်မပြတ် မွေးထုတ်ရေး

မိမိမရှိသောအခါ အစားဝင်မည့်သူမရှိ၊ အစားဝင်မည့်သူက အားနည်းသောကြောင့် အဖွဲ့အစည်းကျဆင်းသွားခြင်း ဖြစ်သောကြောင့် မျိုးဆက်အလိုက် ခေါင်းဆောင်ခါးဆက်မပြတ်အောင် စဉ်ဆက်မပြတ် မွေးထုတ်နိုင်ရေး ဖန်တီးထားရမည်။ အလားအလာကောင်းသူ လူငယ်ခြေတက်များကို လေ့ကျင့် ပျိုးထောင်ပေးရမည်။ အရည်အချင်းအလိုက် လုပ်ငန်းတာဝန်လွှဲအပ်ဆောင်ရွက်စေခြင်း Delegation ပြုလုပ်ပေးရမည်။ တစ်ဗိုလ်ကျ တစ်ဗိုလ်တက်နိုင်အောင် လေ့ကျင့်ပေးထားခြင်းဖြင့် ခေါင်းဆောင်မှု အကျပ်အတည်းမပေါ်ပေါက်အောင် စီမံထားနိုင်သည်။
အချို့သောခေါင်းဆောင်တို့သည် မိမိ၏နေရာ အလုခံရမည်ကို စိုးရိမ်သောကြောင့် ထူးချွန်သူများအား အန္တရာယ်ဟု ရှုမြင်တတ်ကြသည်။ ထိုအခါတွင် ထိုသူများကို ဘေးဖယ်ရင်း မိမိကိုသစ္စာရှိမည့်သူအား ဦးစားပေး နေရာပေးတတ်သောကြောင့် လုပ်နိုင်ကိုင်နိုင်သူ မရှိတော့ဘဲ ခါးဆက်ပြတ်သွားတတ်သည်။ ထိုသို့သော စိတ်မလုံခြုံသည့် ခေါင်းဆောင်များ ထိပ်တွင်ရှိနေပါက မိမိကိုသာ အားကိုးကြအောင် မတော်တဆမဟုတ်ဘဲ တမင်ဖန်တီးထားသည့် ခါးပြတ်ခြင်း ဖြစ်သောကြောင့် ကုစားမရနိုင်ပေ။ လက်ဆင့်ကမ်း တာဝန်ယူမည့်သူများ ပေါ်ပေါက်စေမည့် စနစ်တစ်ခု တည်ဆောက်နိုင်မှသာ တာရှည်ခံအဖွဲ့အစည်းအဖြစ် ရပ်တည်နိုင်မည်။

‘တစ်ယောက်ကောင်းက၊ တစ်သောင်းဗိုလ်ခြေ၊ ညက်ညက်ကြေ’ ဆိုသည်မှာ ယနေ့တိုင် မှန်ကန်နေသေးသည့် စကားစုဖြစ်သော်လည်း ထိုပါရမီရှင်ပုဂ္ဂိုလ် မရှိတော့လျှင်ပင် ဆက်လက်အောင်မြင်နိုင်ရေးအတွက် စနစ်တည်ဆောက်ထားရမည်။
တစ်ယောက်တည်း ကြဲတတ်သည့်၊ တစ်ယောက်တည်းကို မှီခိုနေရသည့်နိုင်ငံ၊ အဖွဲ့အစည်းတို့ တွင် ထိုသူမရှိသည်နှင့် အချိန်အတော်ကြာ တိုင်းပြည် ဖရိုဖရဲ ဖြစ်သွားတတ်ပြီး ကံမကောင်းလျှင် လုံးဝ ပြိုလဲသွားတတ်သည်။ မိမိကျရာတာဝန်အတိုင်း တာဝန်ခွဲဝေထမ်းဆောင်ခြင်းဖြင့် အများစုပေါင်း ဦးဆောင်နိုင်သည့် စနစ်ဖြစ်အောင် တည်ဆောက်ထားရန်လိုသည်။

သတင်းအချက်အလက် စီးဆင်းမှု
တာရှည်ခံအဖွဲ့အစည်းကြီးများတွင် တွေ့ရသည့်အချက်မှာ သက်ဆိုင်သည့် သတင်းအချက် အလက် စီးဆင်းမှု မှန်ကန်မြန်ဆန်အောင် (Information Flow) ဆောင်ရွက်ထားခြင်းဖြစ်သည်။ ကြားသင့်သည့် သတင်းအချက်အလက်မှန်သမျှ နားခါးသည်ဖြစ်စေ၊ မခါးသည်ဖြစ်စေ အပြင်မှအတွင်းသို့၊ ထက်အောင်၊ ဘေးတိုက် လွတ်လပ်စွာစီးဆင်းနိုင်အောင် ဖန်တီးထားရမည်။ သို့မှသာ အခြေအနေနှင့် လိုက်လျောညီထွေသည့် မဟာဗျူဟာမြောက် ဆုံးဖြတ်ချက်များ မှန်ကန်စွာချမှတ်နိုင်မည်။

တာရှည်ခံရန်မှာ အစဉ်တစိုက်ထိုးထွင်းတီထွင်နိုင်စွမ်း (Innovation) အဖွဲ့တွင်းတွင် မြင့်မားရန် လိုသည်။ အကြံဉာဏ်ကောင်းများထုတ်ဖော်ရေး (Idea Generation) တွင် ရင်းနှီးမြှုပ်နှံထားရမည်။ သုတေသနနှင့် ဖွံ့ဖြိုးရေးကို အားစိုက်လုပ်ဆောင်ရမည်။
ရာထူးအဆင့် နိမ့်သည်မြင့်သည်မဟူ၊ တာဝန် ကြီးသည်ငယ်သည်မရွေး အကြံဉာဏ်ကောင်းများ ပေးနိုင်ရန်၊ ထိုအကြံဉာဏ်ကောင်းများကို လက်ခံစဉ်းစား သုံးစွဲနိုင်ရန် ပြုလုပ်ထားသည့် အဖွဲ့အစည်းများသည် တီထွင်ဖန်တီးနိုင်စွမ်း မြင့်မားကြပြီး စိန်ခေါ်မှုများကိုလည်း ရင်ဆိုင်ဖြေရှင်းနိုင်ကြသည်။

ကမ္ဘာကျော် Apple ကုမ္ပဏီတည်ထောင်သူ စတိဗ်ဂျော့ဘ်စ်သည် ကမ္ဘာတွင် သြချရလောက် အောင် နယ်ပယ်အများအပြားတွင် ခေတ်ပြောင်းတော်လှန်ရေး ဆင်နွှဲအောင်မြင်ခဲ့သည်။ ၁၉၇၆ တွင် Apple ကို စတင်တည်ထောင်ပြီး ၁၉၈၅ တွင် ကုမ္ပဏီမှ ကန်ထုတ်ခံခဲ့ရသည်။ ထိုအချိန်အတွင်း ကာတွန်းဇာတ်လမ်းကုမ္ပဏီ တည်ထောင်ကာ ကာတွန်းရုပ်သံလောက တစ်ခေတ်ပြောင်းစေခဲ့သည်အထိ အောင်မြင်ခဲ့သည်။ ၁၉၉၇ တွင် Apple သို့ ပြန်လည်ဝင်ရောက်ခဲ့ပြီး ဒေဝါလီခံရလုဆဲဆဲအခြေအနေမှ ကယ်တင်ခဲ့သည်။ ၂၀၁၁ တွင် Apple သည် ကမ္ဘာ့တန်ဖိုးအကြီးဆုံးကုမ္ပဏီအဖြစ်သို့ ရောက်ရှိအောင် စတိဗ်ဂျော့ဘ်စ် စွမ်းဆောင်နိုင်ခဲ့သည်။ သူထုတ်လုပ်နိုင်ခဲ့သည့် နာမည်ကျော် ကုန်ပစ္စည်းများအနက် မည်သည်ကို ဂုဏ်အယူနိုင်ဆုံးလဲ ဟု ဂျော့ဘ်စ်အား သူ၏အတ္ထုပ္ပတ္တိကို ရေးသူက မေးသည်။ iPad, iPod စသော တော်လှန်သည့် ကုန်ပစ္စည်းများအနက်မှ တစ်ခုခုကို ရွေးလိမ့်မည်ဟု ထင်ထားသော်လည်း ဂျော့ဘ်စ်က Apple ကုမ္ပဏီကို တာရှည်ခံကုမ္ပဏီ (Enduring Institution) အဖြစ် တည်ထောင် ရခြင်းကို ဂုဏ်အယူဆုံးပါဟု ဖြေသည်။
