Three vie for Republican nomination for local Missouri Senate seat

With Independence Democrat John Rizzo term-limited, the Missouri Senate District 11 seat is open for this election cycle, and four candidates are vying for the seat.
State Rep. Aaron McMullen, who represented District 20 the past two years and has been a school-choir proponent, and David Martin and Joe Nicola are on ballot for the Republican primary in the Aug. 6 election. Martin and Nicola ran unsuccessfully in primaries two years ago for state representative and state senator, respectively.
The winner will face Democrat Robert Sauls, who has represented District 21 in Independence for six years, in the November general election.
The recently redrawn district includes almost all of Independence and runs from the East Bottoms and Sheffield areas of Kansas City out east to part of Grain Valley and Oak Grove. It also includes Buckner, Sibley and Levasy in northeast Jackson County.
Martin continued to campaign after an incident last month at the Jackson County GOP office in Blue Springs – a confrontation that led to Martin receiving a municipal citation for assault. According to a police report, he allegedly struck a woman in the back after some people responded to do a toilet overflow at the building during an event hosted by Martin. Martin told The Examiner he believed the confrontation stemmed from an opponent trying to “neuter” his campaign. He has a court appearance scheduled for Aug. 13.
The Examiner posed a short series of questions to the Republican primary candidates, and below are responses from Nicola and Martin. McMullen did not respond to emails or a phone message.
Are you happy with the progress of rebuilding or enhancing roads and bridges around the state? Do you believe funding is sufficient there, or is more needed from the state budget?
Nicola: “I am pleased with some of the progress that has been made. I believe we are headed in the right direction. The budget that has been allocated is not enough. However, we must have competitive estimates and pay close attention to progress, incentives and any waste to taxpayer money that may occur.”
Martin: “As a truck driver, I like to see good roads for good transportation and for people to get to everything. Gov. Parson’s program (for bridges) has been good, the I-70 expansion is good, and I believe we’re on a good track.”
What are the three best things the General Assembly could do to improve education in Missouri?
Nicola: “1. Adequate pay for teachers. 2. More local control, as school boards, parents and school administrators are best suited to make decisions for their particular districts. 3. Keep governments out of home schools. Parents, not government, must have complete authority to make the best education choice for their children.”
Martin: “I was home-schooled, and I would like to make it more feasible for parents to home school or private school their children,” he said, and that could include a voucher system toward school choice or for funding for home school people to get curriculum materials.
What other legislation focuses should Missouri lawmakers continue to address, and what areas of legislation do you believe need more attention from lawmakers in the state?
Nicola: “Property tax assessments are out of control in Jackson County,” he said. “We must rein in the abuses and place limits on the increases to our property taxes.”
Nicola said he also wants to limit corporate investors from being able to buy up homes and to stop foreign ownership of the state’s land and farms.
Martin: “We need family court reform in Missouri,” he said, speaking from a personal experience, as he believes men have little to no leverage in Missouri in custody issues.
“Children need their fathers,” he said.
