Colonel Yuri Yula, commander of the 27th rocket artillery brigade was reportedly killed as a result of the Russian Iskander ballistic missile strikes on Sumy the other day that resulted in civilian casualties.

He was one of dozens of military officers and personnel present at the award ceremony in the center of Sumy. Either the Ukrainians thought they were safe behind human shields and had the ceremony, or they knew that they were putting civilians in harms way by doing this in the middle of a densely populated and active civilian area.
