We have put forward a very clear proposal to both the Russians and the Ukrainians. And now it is time to either say "yes" or the US needs to withdraw from this process. We have done a tremendous amount of diplomatic work.

We have really tried to understand the situation from the point of view of both the Ukrainians and the Russians. What is most important to the Ukrainians? What is most important to the Russians? I believe that we have presented a very fair proposal. Now we will see how the Europeans, Russians and Ukrainians react to it.
