‼️ Former acting culture minister: Staff could not detect fraudulent requests without special expertise

Former acting Culture Minister Rostyslav Karandieiev has said that, as head of the ministry, he signed letters to the State Border Guard Service seeking approval for Ukrainian artists to travel abroad, but that some of those requests later turned out to be fraudulent.

"My involvement in this case is very simple – at one time, as head of the ministry, I signed letters on behalf of the Culture Ministry to the State Border Guard Service requesting approval for Ukrainian artists to travel abroad. As it turned out, among the legitimate requests there were also fraudulent ones," Karandieiev said in a comment to Interfax-Ukraine....

KMZ Industries (Karlivka Machine-Building Plant, Poltava region) will manufacture and install a full grain elevator equipment complex for an oil extraction plant in the Lviv region, the company reported on its website.

"KMZ Industries has won a tender for the manufacturing and installation of a complete grain elevator equipment complex for an oil extraction plant in the Lviv region. As part of the project, KMZ Industries' in-house installation teams will carry out equipment assembly, while the company's automated process control (APCS) division will install software for elevator automation," the statement said.

Ukraine to launch IACS agricultural control system by end-2026 to align with EU rules – minister

Ukraine's Ministry of Economy, Environment and Agriculture plans to complete by the end of 2026 the creation of the Integrated Administration and Control System (IACS) as a subsystem of the State Agrarian Register (SAR), Deputy Minister Taras Vysotsky said in an interview with delo.ua.

Vysotsky said that the government plan foresees the introduction of IACS to administer agricultural support in line with the principles of the EU's Common Agricultural Policy. It is expected that as early as 2026, 80% of state support in Ukraine will be provided through the SAR. By that time, the organizational model of the Paying Agency must be prepared.

Another teenager evacuated from occupied Kherson region – authorities

Ukrainian authorities have evacuated another teenager from the temporarily occupied part of Kherson region, regional governor Oleksandr Prokudin said.

"The occupiers forced the 17-year-old boy to attend a so-called Russian school, threatening the family with deportation and the loss of parental rights. It got to the point where he was forcibly sent to a medical commission and handed a draft notice for the enemy army. To save their son, the family made the only possible decision – to leave. Thanks to the President's Bring Kids Back UA initiative, they are now safe and receiving the help they need," Prokudin said on Telegram.

Ukrainian govt launches 10-year forecasting of demand for specialists, skilled workers

The Cabinet of Ministers of Ukraine is launching a pilot project to transition to systematic planning of demand for specialists and skilled workers over a 10-year horizon, the Ministry of Education and Science of Ukraine reported.

"The new mechanism foresees that the forecast will be updated annually in three stages: data collection and verification, development of baseline and alternative scenarios, and the execution of forecast calculations. For this purpose, the Ministry of Economy, Environment and Agriculture will receive data from the State Employment Service, the State Statistics Service, the Pension Fund of Ukraine, the Institute of Demography, and other government bodies and institutions. Going forward, forecasts will be generated using the Obriy system," the ministry said.

Adapting agriculture to EU plant protection product rules could cause annual losses of $2 bln – Dpty minister

The transition of Ukraine's agricultural sector to European standards for the use of plant protection products (PPPs) will affect about 10 million hectares, or 40% of total sown areas, which could result in annual sector losses of at least $2 billion, Deputy Minister Taras Vysotsky said in an interview with delo.ua.

The deputy minister recalled that the gradual harmonization of legislation with European Union regulations foresee the withdrawal of risky active substances from the market and the introduction of integrated pest management. This will lead to a temporary decline in yields averaging up to 20%: in particular, corn yields are projected to fall by 13%, and sunflower by up to 26%.

Parliament approves simplification of enforcement proceedings through digitalization as Ukraine Facility benchmark

Ukraine's Verkhovna Rada has adopted, in the final reading, bill No. 14005 on optimizing and digitalizing procedures for the enforcement of court decisions. The measure is a benchmark under the Ukraine Facility and is aimed at modernizing asset recovery processes and implementing Council of Europe expert recommendations to ensure the right to a fair trial.

According to the live broadcast of the session, 250 members of parliament voted in favor of the decision during the plenary sitting on Tuesday, April 7, with 14 voting against and eight abstaining.
