Debian 的 python-pip 23.0+dfsg-2 版本（testing/unstable 源已经实装）起将引入 PEP 668 [1] 支持。用户将无法在 virtualenv 外环境通过 pip 安装包（无论系统级还是用户级），除非使用 --break-system-packages 参数。
