For some time now Beijing has been emphasising the importance of food security. This is because grain prices in China have increased and the relations with some exporting countries are not so good now.
China is expected to roll out support in order to counter price volatility in both domestic and international markets. The state-run Economic Daily has reported that prices of corn and wheat have soared. However, the price of rice has fallen below the minimum purchase price.
The media further added that the situation could get worse as the prices would continue to increase due to continuous rainfall and unusually cold winter in northern China.

Use these as starting point to inform a more holistic process: there are a number of considerations beyond basic geography/climate that need to be considered. My recommendation is to run through an exercise like this as a tool to organize your thoughts:
- Make a list of what is important to you: proximity to community/family. growing more crops vs. pasture for animals. etc.
- Craft a risk analysis for each area considered: volcanic/seismic, water extremes (drought/flood), frosts ruining growing season, large population nearby, resource availability.
- Rank the risks: How likely are the risks? How tolerant of each are you? ( i.e., if you are chiefly raising animals, maybe a late frost doesn't matter. if you are skilled builder with earthbags, an earthquake may not be end of world.).
Now we have a risk matrix. Instead of just picking of a place and then enumerating the reasons it would be a bad choice (we are all likely quite good at that by now, but it gets us nowhere), now you are starting to work to match your own risk preferences against the candidate areas, and understanding WHY an area is a good balance for you/your family.

ROME (Reuters) - Agricultural commodity prices have risen steeply in the past year, driven by harvest setbacks and strong demand.
World food prices rose for a fourth straight month in November to remain at 10-year highs, led by strong demand for wheat and dairy products, the U.N. food agency said on Thursday.
The Food and Agriculture Organization's (FAO) food price index, which tracks international prices of the most globally traded food commodities, averaged 134.4 points last month compared with a revised 132.8 for October.
The FAO's cereal price index rose by 3.1% in November from the previous month and was 23.2% higher than its year-ago level, with wheat prices hitting their highest level since May 2011.
The dairy price index posted the largest monthly rise, up 3.4% from the previous month. "Strong global import demand persisted for butter and milk powders as buyers sought to secure spot supplies in anticipating of tightening markets," FAO said.
