📢 Democracy International (DI) is seeking to hire a Collaborative Learning Consultant for the Ministry of Labor and Social Affairs (MLSA) M&E Staff (the “Consultant”). The Protection, Empowerment, and Inclusion Activity (PIE) in Armenia (the “Project”), funded by USAID, aims to support disadvantaged and marginalized populations in Armenia through needed legal/regulatory framework changes, improved services, and intensified cooperation between the government and non-governmental actors to address the needs of vulnerable populations. The Project is seeking a consultant to develop a collaborative learning agenda for the MLSA and to support the development of a learning platform to house MLSA research tools and training materials.

The Consultant will be expected to work closely with the PIE team to support the MLSA in enhancing its strategic knowledge management capabilities and fostering a culture of continuous learning. This includes developing a collaborative learning agenda and creating a sustainable, evidence-based learning platform tailored to the operational needs of MLSA’s monitoring and evaluation staff.

The Consultant will report to the DI’s Monitoring, Evaluation, and Learning (MEL) Specialist. The level of effort (LOE) for this consultancy will be up to 50 days, to be completed by March 14, 2025.
