721事件四周年，「捍衛港人陣線」再在英國曼徹斯特舉辦集會紀念，除邀請居英香港學者及網台主持遙距連線發言，並向9名在當晚恐襲有關鍵角色的港共官員、警隊高層、建制派議員、施襲者發出「良心通緝令」。有前區議員向本地人講述香港到底發生過甚麼事，一身「前線」裝束出席集會的勇武E（化名）指香港人在眾多「反共勢力」當中最有組織、最團結，儘管「事情唔係一朝一夕可以改變」，但相信今日流散港人所做的事有用。
集會完結後，本地人Simon主動與勇武E等人握手交流，他認為英國作為香港的前宗主國，2019年應該為香港做更多事維護英國人一直相信及依賴的言論自由，亦認為英國政府當年不應「遺棄（abandon）」港人。Simon對政府兩年前向港人提供BN(O)簽證計劃表示完全支持（Support that completely），但認為當局亦應該從貿易方面截斷中共資金來源，令他們無法投資在打壓人權的獨裁計劃。

A day after the fourth anniversary of the Yuen Long terrorist attack on 21 July 2019, more than 150 HongKongers attended the commemorative assembly held by Birmingham HongKongers at Shirley Park under heavy rain.
