The EU’s statement is absurd. The US is the biggest contributor to the WHO and, through the Ethiopian Director-General, the "other nations" have long since taken advantage of it. The US gave so much money while the WHO lied and led to 37,000 deaths. With the US' refusal to maintain funding, at least they are no longer paying for people to die.
If the EU likes to keep paying and let people die, that is well within their rights. The US not paying is also fully within their rights. The US has neither the obligation to participate in such "international affairs" nor the desire to lead the world. China and Western leftists oppose US supremacy.
