Full-page Ad Calls Secretary for Justice to Respect #AnimalLives As Authorities Set Abusers of 29 Animals Free

A secondary school teacher in Hong Kong and his partner surrendered themselves in February 2020 for hurling 29 animals off a high-rise tower, including chinchillas, guinea pig, cats, rabbits, parrot and rodent.

All animals, scattered on the ground and in a ditch next to the building, were either dead or severely injured.

But after a six-month investigation, HK police said the Justice Department would not bring the abusers to trial owing to "insufficient evidence to demonstrate a reasonable prospect of conviction".

A front-page advertisement was crowdfunded by a animal rights concern group "1380" and published on Apple Daily. The advertisement took form of an open message to the Secretary for Justice Teresa Cheng:

"Animals cannot speak for themselves and are totally helpless when subject to abuse. We should protect them for justice to be done."

Pro-democracy legislator Claudia Mo, also wrote an open letter to Secretary for Justice Teresa Cheng earlier, demanding an explanation for why the case was dropped: “This move is no different than sending society a message that the government looks down on animal lives and easily allows animal abusers walk free.”

In Hong Kong in February 2020, two people were arrested in an alleged animal abuse case in Sum Tseng HongKong Garden, after 30 injured and dead animals were found in a nearby hillside of the housing estate.

However, the Secretary of Justice in Hong Kong has decided that nobody is to be prosecuted in this case.

A citizen who adopted an injured cat in the case applied for a judicial review at the High Court.

On June 30, 2021, Judge Lee Won-tung announced that the judicial review was denied. Lee emphasized that the Secretary of Justice is "not obligated" to explain her decision within a certain amount of time. Even if the applicant wins the judicial review, the court claimed that nobody can be prosecuted due to the "statute of limitations".
