Dr. Ma Chung-Yee is the chairperson of the Hong Kong Public Doctors’ Association (HKPDA), which represents over 7,000 doctors in Hong Kong’s public hospitals. Well-experienced as a geriatric and physiatry specialist, Dr. Ma has always been on the forefront against the all-too-relevant menace of disease and pain.

Though freshly graduated from school during the 2003 SARS outbreak, she served the Hong Kong people in Ward 8A of the Prince of Wales Hospital, the epicenter of the epidemic. Now 17 years later, she has found herself once again on the frontlines combating the far-more-deadly Coronavirus pandemic.

Yet this time, she was met with new enemies. To Dr. Ma the Union Leader, the government cracked down on labour rights by designating the General Strike Referendum as illegal and was widely criticized by restraining medical supplies to public hospitals because of alleged sympathy among medical workers for the Anti-Extradition bill movement. To Dr. Ma the Doctor, police brutality throughout the civic protests since last June raised concerns about the Police’s mental capabilities to properly carry out their duties.

Standing at the conjecture in this most turbulent of times, she told Guardians of Hong Kong reporter about her views on the aforementioned issues, as an union leader, as a doctor, and as a Hongkonger.

Temporary Hospital to be Set Up in Hong Kong's AsiaWorld-Expo by China State-owned Enterprises Without Tendering, Pro-Dem Legislator Fears Bad Precedent

The HK government announced in August 2020 that it would set up a temporary hospital on land of the phase two expansion plan of the conventional venue AsiaWorld-Expo (#AWE) and transform Hall 8 to Hall 10 of AWE into a community treatment centre. The plan is expected to provide a total of 1,800 beds, with the costs to be paid by the PRC's Central Government and the construction work to be carried out by a contractor from China without tendering.

Carrie Lam had denied claims of transfer of benefits on Friday.

Sources from the construction industry in Hong Kong claimed that the said construction would be contracted by Chinese state-owned enterprises, with the China State Construction Engineering, which is controlled by the State Council of the PRC and contractor of the Huoshenshan Hospital, being the most likely. It is stated that the Chinese contractor had had meetings with the Hospital Authority and the government.

No detailed plans were given, but it is speculated that it would be built using Modular Integrated Construction, i.e. building the main components in the PRC, before shipping them to Hong Kong for assembly.

Pro-democracy legislator Dr Kwok Ka-ki, of Civic Party, who is a physician by profession, stated that this is the first time the Central Government paid full costs for facilities in Hong Kong since the transfer of sovereignty in 1997. He worried that it would set a bad precedent, "Having the costs prepaid is not all that matters. If they build several more National Security Departments free of charge, would you be happy?"

Dr Arisina Ma Chung Yee, chairperson of the Hong Kong Public Doctors' Association questioned the intent behind the PRC's sponsorship. She cited the floods and famines faced by the PRC at the moment, and that Hong Kong is far from a third-world area. She also stated that the phase one community treatment facilities at the AWE had not been fully occupied, questioning the need for more beds.

Carrie Lam Accuses Hong Kong Medical Experts With a Different Opinion on Universal Coronavirus Testing of "Harbouring Political Motivation" and "Smearing the Chinese Government"

Chief Executive Carrie Lam slammed medical experts and doctors in Hong Kong for "harbouring political motivation" by criticising the government's universal coronavirus testing scheme. Lam also accused the experts who did not support the scheme of "smearing the Chinese Government".

The chairperson of the Public Doctors’ Association Arisina Ma pointed out on a radio program that medical experts were only discussing the effectiveness of the scheme.

Dr. Wong Yam Hong, a specialist in cardiology working for a public hospital in Hong Kong and also a member of the pro-democracy concern group Medical Inspire, wrote on Facebook that he did not know the "medical experts and doctors" Carrie Lam was referring to. Wong said he would not call himself an expert but at least he and his colleagues have all been professional trained and are all licensed doctors. He doubted the qualifications of the medical practitioners hired by the government from China.

Hong Kong Doctors Criticize the Government for Delayed Information, As Guidelines Arrives Half a Month after #Vaccination Program Begins

In Hong Kong, there were at least 7 deaths following the China-made #Sinovac #COVID19 vaccination. On March 15, 2021, the Hong Kong government's Department of Health finally released an "Interim Guidance Notes" regarding the China-made vaccines for medical doctors, nearly 3 weeks after the vaccination program has begun.

The guidelines include a list of conditions under which people should not receive the vaccine, including those who had a history of allergic reaction to other Covid19 vaccine, inactivated vaccine, or any other vaccines in general; those with severe neurological conditions; uncontrolled severe chronic illnesses; as well as pregnant and breastfeeding women.

The chairperson of the Public Doctors Association (#HKPDA) in Hong Kong, Dr. Ma Chung-yee, noted that the newly-released guidelines actually consisted mostly of old information.She said that it did not read like a professional document for practicing doctors.

Another private doctor who wished to remain anonymous criticized that the guidelines has "no help at all" to practitioners. He accused the government for passing on the medical liabilities to frontline doctors, making them responsible for verifying that patients didn't have any of the described conditions before administering the vaccine.

Since the vaccination program began on Feb 26, 2021, there had been no government-issued guidelines until this interim document; some doctors have been criticizing that the required information is coming too slowly.

According to Dr. Ivan Hung, chairperson of the government's "Expert Committee on Clinical Events Assessment following COVID-19 Immunization", the delay was caused by the time they needed to gather the relevant information.

Hong Kong's #COVID Hospital Switches Computer to Chinese for Mainland Medics, but Needs Local Staff to Retype in English

The first batch of Chinese mainland medical staff arrived in Hong Kong in March 14, 2022, and are assigned to work at the temporary #AsiaWorldExpo isolation facility.

In preparation, the computer system for clinical management at the facility has been changed to display Chinese.

The President of Hong Kong Public Doctors' Association, #LingSiuChiTony, revealed in a radio interview that after discharging a patient from the makeshift hospital, Hong Kong medical staff have to retype the documents by mainland medics before submitting them to the #HospitalAuthority (#HA) network, as Hong Kong's medical records system is in English. He was also concerned about the diagnosis process; although most of the mainland staff were from Guangdong -- where Cantonese is spoken -- their medical as well as conversational language both have differences from those used by Hongkongers.

The mainland medical staff serving in the COVID hospital are exempt from registration. Although the HA claimed to take responsibility for them, if a medical incident were to occur, it would be difficult to hold them responsible.

"Since they (mainland staff) are not locally registered, we cannot hold a disciplinary hearing on them or revoke their license. By the time of the hearing, they may have left Hong Kong already."
