Dear Readers,

Today, the Hospital Authority confirmed that there was an admission on 31-Dec of a female patient suffering from pneumonia. The patient had visited Wuhan, China, the site of pneumonia outbreak, two weeks ago. She is now in quarantine, and tested negative for avian flu and SARS.

Although the type of pneumonia has not yet been verified and identified, we would like to draw your attention back to the SARS outbreak which happened in 2003. The Chinese Government hid the truths from the World Health Organization (WHO), denied the outbreak and dismissing them as 'rumours'. It eventually became a global epidemic, of which 8098 people were infected, and 773 were killed. This could have been prevented.

We should not panic, but at the same time, precautions against the spread of the disease should always be taken.

“He Seemed Unafraid, So We Ripped His Goggles Off,” Police Defended Act of Pepper-spraying Lawmaker

On #Jan1 after the New Year March, over 400 citizens were arrested. At the intersection between Hennessey Road and Jardine’s Bazaar, Pan-democracy lawmaker Ted Hui was pleading the police to show restraint during their operation when an officer twice ripped his goggles off before pepper-spraying him.

On yesterday's press conference (#Jan2), senior superintendent Kon Wing-Cheung defended the act, saying that Hui had been deliberately provoking the officer and refusing to leave when asked, describing Hui as engaging in “passive resistance”. “We warned him that we would be using pepper spray. Perhaps emboldened by the fact that he was wearing goggles, he seemed unafraid, so we ripped his goggles off to make the dispersion more effective,” he explained the act. “He was unwilling to go, not even listening to our orders.”

Civic Party legislator and barrister Alvin Yeung pointed out that the act might have amounted to an assault.

The Public Order Ordinance Allows Police to Define "Riot", Member of the International Expert Panel of the IPCC Condemned it as in Breach of the Basic Law

During the New Year Day's march, the police again demanded a last minute cancellation of the protest, which had already beun, and immediately carried out mass arrest in Causeway Bay. Over 400 people were intercepted and nearly 300 citizens were arrested for allegedly participating in an unlawful assembly. Clifford Stott, the Dean of the Natural Science Research Institute at the University of Kiel, who had previously quit the International Expert Panel of Independent Police Complaints Council (IPCC), commented the incident on Twitter yesterday (Jan 2). He said the problem lied with the Public Order Ordinance which currently allows the police to define "riot", which is contrary to the right of peaceful assembly conferred under the Basic Law.

Clifford Stott, who had previously courageously criticised the IPCC's lack of independent investigation power, reposted an article from RTHK on "Police denied reckless arrest in Causeway Bay on New Year's Day". He commented that the problem is brought about by the Public Order Ordinance, which allows the police to define "riot", and anyone at the "rioting scene" would be violating the law. This has led to "mass arrest". He believed that this section of the Public Order Ordinance is "in objective tension" with the right of peaceful assembly conferred under the Basic Law.

What Mask to Wear during Pneumonia outbreak? Surgical Mask or N95 Mask?

The outbreak of an unknown pneumonia in Wuhan, China and suspected cases in Hong Kong have caused great concern among the Hong Kong public.

N95 masks, used by medical personnel during the SARS outbreak, is experiencing panic buying. What masks should an average citizen actually wear? Surgical masks or N95 masks?

Professor David SC HUI of the Department of Medicine and Therapeutics of CUHK cited a report last year by the Journal of the American Medical Association (JAMA), analysing the probability of medical personnel wearing N95 masks or surgical masks contracting influenza. Results had shown that 8.2% of medical personnel wearing N95 masks contracted influenza, while 7.2% of those wearing surgical masks contracted Influenza, indicating there is no significant difference in the effectiveness between the two.

Surgical Masks
Surgical masks are designed to prevent droplet transmission of diseases, and are suitable for unventilated environments like clinics and surgical theatres. However, it could not block particles with the radii smaller than 5μm, nor could it block any particulates or gases (including tear gas).

According to information from the Consumer Council, the three layers present in a typical surgical masks has three individual functions: the innermost layer retains moisture; the middle layer filters particles in the air; and the outermost layer resists water. However, surgical masks are disposable medical items with a maximum use time of 6 - 8 hours. The mask must also be replaced if it is broken, wet, or dirty.

Characteristics:
.Block disease-transmitting droplets
. Retain moisture, filter particles, and resist water
. Could not block droplets with radii smaller than 5μm

N95 Masks
N95 masks are masks that abide to the National Institute for Occupational Safety and Health's standards, which filters at least 95% of airborne particles but is not resistant to oil aerosols.

However, N95 masks are designed to fit perfectly onto the face, which results in the user breathing in their own exhaled carbon dioxide. Thus long-time usage could cause headaches due to dilation of cerebral blood vessels. It is recommended that users should replace the mask after eight hours of usage.

Characteristics:
.Filters at least 95% of airborne particles
.Not resistant to oil aerosols
.Long usage causes headaches

Exhalation valves are also present in some N95 masks, with the valve designed to be a single valve which reduces exhalation resistance, making it easier to breathe (exhale). However, the exhalation valve does not reduce inhalation resistance. Since air exhaled from the exhalation valve does not undergo filtration, wearers could still spread pathogens as though they have not wore a mask, thus masks with exhalation valves are not suitable for patients.

8 mystery pneumonia cases found in 5 days; Microbiologist warned for a surge during Chinese New Year

Government announced 3 new suspected mystery pneumonia case from Wuhan in China on Jan 4, making a total of 8 cases in the past 5 days, although none was considered severe.

Secretary for Food and Health Bureau, Sophia Chan, said the government has been vigilant and a series of measures would be put in place, including cutting down the visiting time in public hospital to reduce the flow of people. Staff might be sent to Wuhan to understand the situation, and amendments would be proposed to the Prevention and Control of Disease Ordinance, which required reporting of all concerning suspected cases.

Earlier today, the head of the University of Hong Kong's Centre for Infection, Ho Pak-leung, urged the Government to deploy all possible monitoring system at the city's borders, including the high-speed rail terminus for the new viral pneumonia from mainland.

Although Wuhan officials said that no evidence of human to human transmission had been found, Ho remained firm on his view that the virus could possibly pass from person to person. Ho hoped the mainlaid authority could release more information to help experts analyse the illness.

Ho also said, "so many infections in such a short period of time in Wuhan is worrying". The microbiologist, at the same time, warned for a surge in cases during Chinese New Year.

HSBC in Hong Kong Reportedly 'Embezzles' the Asset Owned by Exiled Lawmaker and his Family

On Jan 2, 2021, The Hongkong and Shanghai Banking Corporation (#HSBC) has cancelled all the credit cards under the name of Ted Hui and his family, claiming it a "commercial decision". On the onr hand, the bank charged the outstanding balance on the credit cards from their account; on the other hand, the bank claimed that it "may not be possible" to return any remaining balance, which amounts to around a few tens of thousands of Hong Kong dollars, to the account holders.

According to Ted Hui, the bank asked him to "call them later and see what the bank can do about it." Hui comdemned this as the bank's unlawful embezzlement of private property which is supposed to be protected by Hong Kong’s Basic Law.

Ted Hui, a former lawmaker who is currently in exile, points out that the incident is a result of "HSBC’s own political consideration, with a view to aiding the regime to crack down on opposition voices. This deed has no legal basis at all."

It "reflects the business community’s attachment and obedience to the regime under the National Security Law, which can completely override law and policies, and the regulators can only be 'politically correct' and helpless."

Hui also stated that Hong Kong officials and their families under international sanction actually can keep their bank accounts as well as credit cards

Recently, China has successively introduced electricity curtailment measures in many places, which have seriously affected people's livelihood and economy.

The semi-finals of the "League of Legends" China Division (#LPL) all-stars “solo king” competition was held at around 8pm on New Year’s Day. The four players were in the middle of the game when the live broadcast signal was interrupted. With the outbreak of the Wuhan Pneumonia hitting the one-year -mark, most of the specimen sampling works in #HongKong have sofar been conducted by medical personnel.

Yet Prof. David SC Hui, Professor of Respiratory Medicine of the Chinese University of Hong Kong,
revealed in his interview with the #RTHK, that the government's #FoodandHealthBureau was exploring the possibilities of temporarily transferring personnel from the Immigration Department and the Customs and Excise Department for specimen #sampling training work.

He then clarified later, that the transfer was mainly aimed to help with case tracing, instead of sampling.

Hui said, it was the most ideal to have medical personnel handling specimen sampling work at the moment. It was believed the services were mainly in charge of case tracing work, and that the chances of them being involved in specimen sampling ‘are slim’. But he added, the possibility of the services being trained to handle specimen sampling should not be eliminated under a huge outbreak, in which private laboratory and government sampling services reached saturation.

A farewell from Hong Kong Citizen News

Today is 2 Jan 2022, hkcnews has to say goodbye to all our readers 5 years after our establishment.

It is still in our vivid memory that on 1 Jan 2017, hkcnews was established. During the press conference for announcment, many experienced reporters had expressed their concerns over press freedom in Hong Kong, hoping that hkcnews could uphold the spirit of professionaism, stay true to the essence of journalism, and serve the public. During that time, we "hoped that this tiny step we take could gradually encourage the industry to protect the freedom of press".

Then, albeit facing extremely scarce resources, hkcnews slowly made our tiny stpes, paving our way into the news reporting world. We strove our best to cover exclusive news, data analysis, interviews, investigative reports, feature articles, court news, Chinese news, etc.. Although our coverage might not be the broadest, nor the fastest, but this little team of us has never stopped striving for depth and accuracies in our reports.

We started from having only 10 people in our team, now we are proud colleagues of dozens professionals, and from being a nobody, to hearing people saying they have been reading our articles.

It’s been 5 years. We truly thank all for your support.

Pro-democracy Hong Kong Cantopop singer #DeniseHo (#HOCC) is among the 6 Stand News staff members and directors who were arrested by National Security Police on suspicion of "conspiring to publishing seditious publications."

After being released on bail on December 30, 2021, Ho carried on with her online concert "HOCC MINILIVE" on 2 January 2022, as scheduled.

At the end of the concert, Ho thanked her mentor and Cantopop legend, the late #AnitaMui, for mentoring her and taking her in as family. "Without her, I believe I wouldn't find the courage to stand up at this very important moment."

During her detention, Ho resorted to meditation and chanting scriptures to pass time. Later she started singing songs by fellow pro-democracy musicians Anita Mui and Anthony Wong. "As I sang, I realized the power of music," Ho recalled. "It goes beyond entertaining people; it offers healing and companionship."

Ho has been insistent at holding this concert. In a broken voice, she thanked her supporting staff; with only a brief exchange of glances, her crew members understood that she wanted to go ahead with this concert, "no matter if she would be here or not."

She also offered words of encouragement to herself and her supporters, "Do what you should do in the limited time you have," and "do well at what you do best."
