At the Citizens' Press Conference today (Nov 4), representatives from Immigration Department and Fire Services Department, as the city's displinary forces, have condemned the Hong Kong Police Force for their failure to uphold justice and impartiality and their abusive acts that endanger public safety. The Hong Kong SAR Government should be responsible for all these.

Police Arrest 41 Civil Servants Between June and December 2019

According to Civil Service Secretary Joshua Law, as of January 10, police arrested 41 civil servants on suspicion of activities linked to pro-democracy protests between June and December 2019.

31 of these civil servants have been suspended from duties – or "interdicted" – for the sake of "public interest"; however, Law did not say if any of them have been charged with an offence.

The now 3000-strong Union for New Civil Servants, a pro-democracy civil service union which was recently embroiled in a verbal war with the government, organized a rally at Civic Square, outside the Central Government Offices to voice their discontent towards the government’s handling of the epidemic and their support for their medical counterparts in hospitals and quarantine centres.

After the rally, Spokesperson for the union Mr Ngan Mo Chau, Michael met with journalists. In an opening statement, he reiterated the 3 main aims for the formation of the organization: A review on the availability of protective gear for civil servants, the special work arrangements, as well as the allocation of medical supplies, especially for the police. However, he also pointed out their recent meeting with the Civil Service Bureau, which didn’t address any of their demands but rather “fudging the issue in a form of bureaucratic gobbledygook.” And without a clear response at hand, they decided to act.

He thanked the over-1000-strong public servants and citizens who joined the rally, which he mentioned, only expected to have 500 participants, and believed it also revealed the anger of the public towards the recent policy. He implored the government to talk and warned they might cooperate with other unions to stage wider protests and strikes.

When asked about the specific conditions of the insufficiency of medical supplies, he said to the press that some fireman told him that most of their masks were already outdated. Meanwhile, he referred to the government’s latest statement that the medical staff would be provided with medical supplies with priority use, pointing to the fact that the police received more and better medical supplies as in breach of orders.

In response with questions with the methods of the union, he mentioned that the union hadb done “in the best of their abilities” to solve the problem through peaceful interactions but criticized the government’s ignorance to their requests. “When one day we escalate our actions, I didn’t hope the government blame us for unwilling to solve by communication, because it is they who had closed the doors to communication.”

At 1930, staff from the Central Government Offices came to receive the petition letter from the Union. The Union is one of many new unions, notably in the financial and medical fields, formed recently to advocate for the Five Demands and push for democracy in Hong Kong.

Government dental services carry on routine duty without washout period during coronavirus outbreak

The facebook page of Civil Servants' Secrets, where whistleblowers' messages are published, revealed on March 30, 2020 that dentists and dental nurses working in government's clinics were demanded to take up coronavirus inspection work in ports or Asia-Expo once or twice a week.

Without any washout period, they are directly sent back to carry on their routine services at dental clinics after the inspection work. At the port areas, they gave out quarantine orders to overseas arrivals and collect samples of sputum from those passengers with onset of Coronavirus.

Hong Kong Government Official Displays Xi Jinping's Portrait as "Office Decoration"

[Editor's note: During the Anti-Extradition Law Protest in 2019, the Hong Kong SAR Government had repeatedly emphasized the political neutrality that should be upheld by the civil servants.]

The newly appointed Secretary for Constitutional and Mainland Affairs, Erick Kwok-wai Tsang was known for having Chinese Communist Party leader Xi Jinping's portrait in his former office.

When Tsang was the chief of the Immigration Department, he had an interview conducted at his office, where a plate with Xi's portrait had caught the eye of many.

When asked by the media, Tsang brushed away by saying "it is a piece of office decoration," which does not worth "overreading".
