22:21 Fujian Gang's Threat of Violence, Police turns a blind eye


On 15 September, 6 middle-aged men tossed two buckets filled with petrol and three of them held a knife. After pouring petrol on the ground, the men went into the headquarters of the Hong Kong First Youth Volunteer Society.

Citizens on the site became anxious. Riot police entered the building and one officer claimed that “police will make arrest”. The crowd then cheered.

Some onlookers tried to dilute the petrol with water but were stopped by others and the riot police. Some told others not to smoke, nor play with fire. Police said the scene would be handled by the Fire Service.

Some time later, no man with knife nor petrol was arrested.

The riot police with shields forced citizens and the press to leave the headquarters of the Hong Kong First Youth Volunteer Society, by shouting “All reporters leave!” and shining laser beams at the reporters. At last, reporters and the onlookers went to the intersections at the King's Road. The onlookers showed their discontent towards the police, “The press has right to report! Are you trying to let them [the assailants] go again?”

22:35 Riot Police Made No Arrest of a Self-proclaimed Triad Member affiliated with Fujian


On 15 September, a man wearing a tee-shirt with the words “Hong Kong's Senior Fujianese” (香港福建元老) provoked passers-by. He openly claimed, “I am a Triad. Come get me. I'm not fxxking scared” (「我係黑社會,嚟呀我唔X驚」). The riot police, however, did not arrest him, a person who proclaimed himself Triad, but helped him to leave the scene.

The Hong Kong's First Youth Volunteer Society 第一青年會義工團 and the Guangzhou-Hong Kong-Macau Daxi Dong Clansmen Company Limited 粵港澳大溪東同鄉會有限公司 are
registered and established quite recently.

Q: What happened previously on Aug 5 that raised citizens and reporters' enormous concern over their safety and need of self-defense in the presence of the Fujian Gang?

A:
1. The police's selective enforcement of the law (also revealed on 15 Sept)

2. The Fujian community is known for their collectivity.

The red shirts they worn as 'uniform' on in their operation on 5 August were printed with profane sentences written in Min (a language spoken by many Fujianese): "I xxx am Fujian", "xxx your mother" etc.

After assaulting random people on the streets on 5 August, the Fujian Gang went into hiding in the headquarters of The Hong Kong's First Youth Volunteer Society. One of the Society's board members Qiu Zongyuan was then seen waving a cleaver on the site.

Helmets Revealed Police Disguised as Protesters again?

Follow up of 9.23 Clash outside the Prince Edward Station

When dispersing the crowd mourning the suspected deaths outside the Prince Edward MTR Station, police were seen wearing helmets marked with a black bauhinia symbol, an icon widely circulated among the protesters.

The same type of helmet was used by the police "raptor" squad and seen used by a number of protesters. The sighting alarmed USP reporter of the recent cases of police infiltration among the protesters.

USP reporter located a similar model of the helmet on the Internet (https://www.teamwendy.com/products/helmets-accessories/helmets/exfil-ltp).
A touch fastener is found at the spot of the black bauhinia label, which actually allows the easy attachment and removal of any label.

Around 1am, a team of riot police was suddenly deployed from Mong Kok Police Station. On Nathan Road, they pressed several people on the ground. Police also used their batons. In the end, at least ten people were arrested, handcuffed and brought to police vehicle.

Having witnessed the process, passers-by argued with the police.

At around 22:31 at Central Ferry Pier, police warned people awaiting for the ferry, "People who are waiting for the ferry are protestors, therefore they are participating in an unlawful assembly."

The blue flag was raised shortly after.

Facing Police Complaint, News Editor said "Justice is ever present in the hearts of Men"

While the pro-democracy protests enter the fifth month in Hong Kong, Police hinder journalists from reporting and even assault and arrest journalists. On November 4, six journalists, including Stand News, wore helmets with the signs: “Investigate Police Brutality, Stop Lying” at the Police Press Conference. The Police ended the press conference prematurely.

The Police Public Relations Branch issued letters to news outlets on behalf of the Commissioner of Police Stephen Lo Wai-chung, stating that the journalists had affected other journalists' "right of investigation" and prevented the public fron recieving "important information' from the Police. The letter also stated that "the Police found the incident highly regretable, and thus wrote a letter to express their dissatisfaction towards the incident."

Legislator Doubts the Police Uses Resources of Other Disciplinary Forces

Editor’s note: It has been confirmed that each member of the HK Police Force can claim up to 120 hours of Disciplined Services Overtime Allowance since June

(28 Nov) Working overtime has become the norm since the anti-extradition protest sparked. As front-line police officers have been working excessive hours for months to deal with clashes, sources of the government told Lam Cheuk Ting, Legislator from the Democratic Party, that the Police Force has used up the budget for overtime work and the Security Bureau has asked other disciplined forces to re-allocate the budget to subsidize the Police Force.

Lam demands the Security Bureau to respond to the accusation as the event is extremely worrying if it is proved to be true. Lam said, “The allegation means sacrificing the routine operation of other forces to subsidize the police to suppress the anti-elab protest.” Lam added that the expenditure of the Police Force is controversial, it should ask for additional budget through standard procedure in the Legislative Council, of which the members can exercise their rights to review and monitor the police with facts. Apple Daily has inquired the Security Bureau but there is no reply.

Later the Security Bureau replied that Lam's allegations were not true, stating that in 2019-2020, the Police Force had been allocated about $20.2 billion to cover salaries, allowances and other operating expenses and that the amount of the overtime work allowance would be reflected in the relevant revised budget.

//1. Arrested on August 30, my phone was seized by #hkpolice. The phone can only be unlocked with passwords. Before court resumed yesterday, I have NEVER provided any passwords to #police, nor received any notice nor warrant for a search of my mobile device.

2. However, #hkpolice yesterday submitted an evidence list, which allegedly included 4 text messages of mine from iPhone XR. Police can even identify how the messages were sent out, whether it's from a mobile or desktop version of the app.

3. Since such functions can't be found on ordinary user interface, that can only be possible with the help of state-sponsored hacking. It's utterly alarming that police begins to hack mobile devices of #HKers, just like #China hacking iPhones & Android devices to target #Uyghurs.

4. Such warrantless search is also a blunt violation of the freedom & privacy of communication enshrined in Basic Law. I doubt whether such a search is lawful. Now it seems state-backed hackers get involved in the crackdown on HK movement. I urge to strengthen your cybersecurity.//

Prof Clifford Stott, who sat on the international expert panel advising the Independent Police Complaints Council (IPCC) before all of its members resigned last year over concerns about its limited powers, posted an excerpt of his report on Twitter.

After the IPCC report had been published, Prof Stott utilised the data thereof and issued his scientific analysis of the evolution of the 2019 protest movement in Hong Kong.

Stott's report discusses the inter-relationships between the policing and behavioural patterns of the 2019 movement. The movement can be divided into at least 3 key phases: protests against the controversial bill, protests against mainland influence into and over Hong Kong, and protest actions targeted at the police.

Had the #IPCC report included the aforementioned components and made a fair judgment on the protests, Prof Stott would not have quit the international expert panel. What is the implication of Prof Stott's quitting? And what is the implication of the evolution of the movement in Hong Kong?

A Short Summary of How the HK Government Will Utilize Its Funding in the Upcoming Financial Year

The Finance Committee of the Legislative Council has passed Ocean Park's 5.4 billion financial subsidy application with 32 yes counts, 20 no, and 2 abstains. Part of the 5.4 billion subsidy is for paying the commercial loans to the Bank of China.

In the announcement for Hong Kong's 2020 budget earlier this year, it was announced that a $75 billion recurrent funding will be provided to the Hospital Authority, which is a 3.6 billion increase (5% increase) from the previous financial year. An additional 1.6 billion single-time funding will also be provided for the Authority to acquire medical supplies, which will bring up the total funding to the Authority to 76.6 billion. It was, however, learnt that during the speech by Paul Chan, the Financial Secretary, he compared the amount of funding with that of 2 years ago (2017/2018), and stated the budget was an increase of 35% from previous, which was 30% more than the comparison to that of 2019. When compared to the 8.5% increase from 2018 to 2019, this year's funding is actually a lesser increase (only 5%).

The industry is still concerned that the Authority still lacks a solution to address the loss of mid-level health workers. It was also suspected that the measure is to target workers who participated in strikes demanding a full border closure during the epidemic.

On the other hand, the HK police force will receive 25.8 billion in funding this financial year, which is a 2.2 billion increase from last year. Also, the wage subsidy funding in 2019/20 was initially set to 25.6 million, it was then amended to 2.55 billion (9 times increase). The funding is expected to cover expenses for creating 2543 extra positions on top of the already existing 35863 positions, and for acquiring 6 armoured vehicles, with each vehicle costing around $12.8 million.
