Japan Liberal Democratic Party (LDP) lawmaker arrested on suspicion of taking bribes from a Chinese company

Tokyo district public procurator’s office special investigation has arrested Tsukasa Akimoto, LDP lawmaker, on suspicions of taking bribes from a Chinese company that intends to invest in an Integrated Resort (IR) project including a casino. Akimoto is suspected of receiving millions yen illegally.

Another lawmaker is arrested after Tomohiro Ishikawa was arrested in January 2010 because of political funding scandal. The special investigation will thoroughly investigate the violation with all related projects. The IR projects are the key in the tourism promotion and it may also be affected.

Akimoto was the advocator of IR projects. He was in charge of such projects as stated minister from August 2017 to October 2018. In the meantime, he was the Senior Vice-Minister of Land, Infrastructure, Transport and Tourism and was in charge of tourism policy. Akimoto said he never accepted any requests from the company or gave any companies special treatment. He also denied receiving any money.

The Chinese company runs online gambling business and its headquarter is in Shenzhen, China. They established a Tokyo office in July 2017 and showed their interest to the IR projects in the Rusutsu Village in Hokkaido.

Akimoto attended the seminar for IR projects held by the Chinese company in Nahashi, Okinawa and was a seminar speaker in August 2017. He also met the top executive of the Chinese company in Shenzhen, China in December 2017.

State Support Helped Fuel Huawei’s Global Rise

WSJ reviewed how Huawei had access to $75 bn in state support as it grew from a little-known vendor of phone switches to the world's largest telecom-equipment company. It is vying to build next-generation 5G telecom networks around the world.

The largest portion of assistance, $46 bn, comes from loans, credit lines and other assistance from state lenders. The company saved $25 bn in taxes between 2008 and 2018 due to state incentives for the tech sector promotion. Among other assistance, it enjoyed $1.6 bn in grants and $2 bn in land discounts.

Since China's assistance for Huawei, including tax waivers that began 25 years ago, is among a number of factors stoking questions about Huawei's relationship with the state, the U.S. has raised concerns that use of Huawei's equipment could pose a security risk.

In 2009, the Chinese offered a loan with a condition to support a surveillance system project in Pakistan’s capital, Islamabad. It was a 20-year loan ($124.7 m) with a waiver of 3% annual interest. But, Pakistan could choose only Huawei. Pakistan's government decided to proceed without competitive bidding. In 2016, the Chinese embassy officiated this project inauguration and said the Chinese government funded it and Huawei built it.

The 150 daily one-way permit is not the most effective operation: the “admission schemes for talents and professionals,'' which admits over 20,000 mainlanders each year, are the core blood-changing operation to infiltrate the Hong Kong’s elite class.

Initially, Hongkongers were most suited for these positions. In other places, such admission are only possible if there were a lack of skilled local citizens capable of the job. In order to maintain a healthy ecosystem, affirmative actions are essential to avoid introducing a homogenous group of talents and professionals, such that the situation in Hong Kong will not occur - that is, 90% of the talents and professionals are coming from the same place.

From 2013-2017, the number of new-born babies in Hong Kong averaged at around 59,000 each year. Meanwhile, in the past year, there were over 23,000 mainland residents who were permitted to work in Hong Kong through admission schemes for talent and professionals. They made their way into core industries, such as banking and financing in Hong Kong. From the statistics of the past five years, the figures show that it has reached 100,000. 10 years ago, in 2009, 6,514 mainland residents were granted admission to Hong Kong under the Admission Scheme for Mainland Talents and Professionals, and the figure doubled to 13,768 in 2018. For those being granted entry to Hong Kong under the Immigration Arrangements for Non-local Graduates (IANG), the figure has tripled from fewer than 3,000 a decade ago to over 9,000.

At this rate, 10 years later, more than 50,000 mainland residents will be approved to work in Hong Kong each year. This is equivalent to the annual figure of new-born babies in Hong Kong. The numbers show that even if Central (core financial industries and business sector) refuses to employ next-generation locals, there will be enough mainland immigrants to fill the job vacancies. If we categorize the “talents and professionals” by their employment sectors, those who are in the financial services and business sector take up the most significant proportion. In the IANG last year, more than half of the successful mainland residents work at financial-related industries. More than half of them have monthly take home salary of over $20,000.//

Being as a person facing court right now, I would like to warn you that even Spark Alliance HK is infiltrated

(1 Jun) Well, that is:
My younger brother was arrested in the scene last Sep; we sought legal assistance from lawyers from “Civil Human Rights Front” (CHRF) and “Spark Alliance HK” (612). Soon later, my family members referred another one to us, thus we changed the legal representative; who is a solicitor named Lee xx. Lee later claimed himself joined CHRF and 612. I am not going to publicize the full name of Lee here as my family members are still having good relationship with Lee. However, I will report Lee’s behavior to CHRF and 612.

Lee found a barrister to act on us, Kwong Man Cheong. All along the period, Kwong told us in all meetings that “our case would be lose, suggested pleading guilty to relieve the sentence.” Though I told Kwong that I won’t plead guilty to an offence in political nature; and I’d prepared for the jail. Kwong replied me throughout the period that: “I respect your choice. If you would like to have a trial, I would represent you to fight for it.”

It’s fine, I’m going to have the plea day tomorrow.

Today in the afternoon, I received a call from Lee who said: “Kwong (Gilbert Kwong) opined your case would not win, and you did not agree to plead guilty, Kwong now decided not to represent you. So that I have already helped you to find another barrister, will send his name card to you soon.”

When I read the name card, the barrister is Albert Luk’s Chambers, the fu*king Albert Luk!

I throwback, they (Lee and Kwong) in fact want to persuade me admitting the charges at the very beginning; and declined us right before the plea day.
Although Lee said Kwong could represent us the last time (tomorrow), we rejected. To be frank, How do I know if Kwong will not ask the court to remand me?! LOL.

This is a remind to everyone, infiltration is really serious, regardless of LIHKG, undercovers in the scene and teams; and even infiltrated into the process of seeking a legal representative.

Even they are not undercovers and infiltration, those heartless legal advisers, who have never thought to help the activists (us), sucked hard-earned money donated by the public to 612.

Last but not least, I would like to particularly thank for the legal advisors from CHRF; they had not abandoned us due to our initial rejection to their lawyers. They even worked overtimes at midnight to understand our situation before my plea day, and represent us on the next day.

Million thanks to you all, though I might be in jail at the end.

NOW TV chief Cheung Chi-kong will retire in August, former TVB Chinese team head Bill Chan takes his position

NOW TV has been one of the most credible news channels in Hong Kong. Its chief Cheung Chi-kong will retire in August 2020, and retired journalist Bill Chan will take his position. Cheung admitted in his interview with Stand News that he decided to retire before the anti-ELAB movement. He suggested that it is useless to worry if his departure will affect NOW’s credibility.

A NOW TV employee expressed his worry about Cheung’s departure. It still remains a question as to whether Chan’s new position will affect the TV station in any manner.

Another senior journalist from NOW TV suggested that Chan’s arrival was unexpected, because the position should have been given to Annie Cheng, Cheung’s subordinate who has been working with NOW for 15 years. He admitted that he was not confident about the personnel change because it may affect the freedom of press and the journalistic integrity of the NOW TV news team.

Chinese military officer and researcher arrested at LAX is charged with visa fraud

// A scientific researcher and officer in the People’s Republic of China Liberation Army was arrested Sunday at Los Angeles International Airport as he tried to return to China. He is being charged with visa fraud.

//Xin Wang allegedly made fraudulent statements on a J1 non-immigrant visa application issued to him .If convicted, Wang faces a maximum of 10 years in prison and a fine of $250,000.

//Wang stated he was a “Level 9” technician with the PLA and received a stipend while he was also provided a scholarship from the China Scholarship Council.The district court statement equated the Level 9 status to the U.S. rank of major.

//“Wang stated he intentionally made false statements about his military service in his visa application in order to increase the likelihood that he would receive his J1 visa.”

//Wang told customs agents he was ordered by Chinese military personnel to “observe the layout of the UCSF lab and bring back information on how to replicate it in China.”

Hollywood movie The Departed in real-life: youth nurtured into "gangster judges" serving as executioners in Hong Kong Judiciary

(13 Jun)As we all know, Hong Kong court magistrates have recently been making controversial decisions on cases arising from last year's Anti-ELAB (Extradition law amendment bill) movement. Examples include Judge Kwok Wai-kin praising the "noble qualities" of a stabbing case convict, Judge Heung [Lau] suk-han joining the interrogation of witnesses and Judge Chan wai-mun, who determined that a middle-aged man's "action may have led to the destruction of social order" when the police fired a teargas canister directly at him as he was getting off a minibus. He was sentenced to 200 hours of community service. Yesterday sparked even more outrage when Judge Debbie Ng Chung-yee not only ignored the inconsistencies in a police officer's testimonies but made unfounded claims that the defendant, despite being injured during the arrest, is not well-suited to be a teacher because the judge claimed he had a personality disorder [without a doctor’s diagnosis]. He is remanded to Siu Lam Psychiatric Centre to await his sentence...

This series of infuriating violations of common legal principles fully imbue one with the sense that district court magistrates and the police are buddies: no matter how ridiculous the charge, even with confessions extracted through torture, the judges will complement the police without any reservation. The conviction will stand and the sentence will be harsh.

Many years ago, when the typical citizen's impression of the court was based on a Hong Kong film, The Unwritten Law, the older generation would tell the young people, "Don't become a lawyer, bend the truth and send innocent people to jail. It has no merit." Looking back at the movie now, the many plot holes are obvious but people have always believed that sending someone [innocent] to jail is an extremely immoral act. People with morals have self-limitations that maintain their integrity and increase their merit. A tyrannical autocracy holds a different mentality when it comes to recruiting thugs to become their lackeys: a big fat government paycheck can hire a bunch of underqualified people to handle things. Precisely because they lack competitiveness and skill, such people cannot survive without depending on [political] power. They don't need any special orders to wantonly commit any morally atrocious act as a demonstration of their loyalty.

Bloomberg: Confucius Institutes to be designated as Foreign Mission of the PRC

Sources close to the U.S. Department of State told Bloomberg that the Confucius Institute U.S. Centre was to be designed as a foreign mission of the PRC. Shortly after the news was published, the State Department made the official announcement on Thursday, August 13. Such action further escalates the tension between China and the U.S.

Confucius Institutes with heavy presence in universities and colleges around the world, have been established for more than ten years, dedicated to promoting Chinese culture. However, many Western countries recently question the ulterior motive of the institutes using their teaching as a tool to expand political influence. The Permanent Subcommittee on Investigations (PSI) of the U.S. released a report last year that the institutes are used as a propaganda tool controlled by China and have too much control over the institutes in America. Universities and colleges are called on to close their Confucius Institutes.

If the State Department of U.S. requires Confucius Institutes to register as “foreign missions”, it means that the institutes are “substantially owned or effectively controlled” by the Chinese government. According to the Foreign Missions Act, these organisations need to register all personnel roster and their property holdings in the U.S. with the U.S. State Department. They have to follow administrative requirements and to be ruled that similar to embassies and consulates.
