Victim of Police Brutality Speaks Up Before CUHK Vice-Chancellor: "Do you know I am not the only one who has been sexually assaulted by the police?"

Part 1

Miss S (sometimes "Student S"), a victim of police brutality, who had previously recounted her traumatic experience, revealed her identity in public on October 10, in the hope of convincing the Vice-Chancellor of the Chinese University of Hong Kong (CUHK) Rocky Tuan.

The following is her speech and questions to the Vice-Chancellor:

"Do you know what your children, what your arrested students want?

Do you know what they need?

Do you know that when we were arrested our phones were taken away and turned off by the police?

They berated us with coarse language. The police herded us up like cattles.

When we were told to get into the dark rooms we had to obey.

When we were told to take off our clothes we had to obey.

Do you know that some of us still have to see the doctor regularly after being beaten with batons by the Special Tactics Squad?

Do you know the frisk rooms in San Uk Ling (Holding Centre) were totally pitch black?

Do you know that I am not the only person who has been sexually assaulted by the police?

Other arrestees, regardless of their gender, were tortured and assaulted sexually and physically in different ways, by more than one police.

Do you know how MTR employees turned a blind eye to us when the police were beating us?

Do you know how we were treated with no dignity and no humanity, but just forced to obey the police during the detention period?

The following is in fact not a question, but a request.

Mr. President, I understand your concern to balance different views between all parties in the university.

Mr. President, I am willing to find my courage to take off my mask now. (The girl took off her mask and revealed her face)

Would you be willing to find your courage to stand alongside and to walk with us the students, to condemn the Police for their brutalities towards arrestees, including CUHK students?"

Victim of Police Brutality Revealed Identity Before CUHK Vice-Chancellor; Tuan Responded with Vague Answers

Part 2

"If the police force has done something unreasonable that would be considered as violence, I will condemn all forms of violence."

The above conditional response was delivered by Rocky Tuan, Vice-Chancellor and President of CUHK, upon hearing out a student who was victim of police brutality and sexual assault.

As many students were discontent about Tuan's vague answer, Miss S, now with her face and identity revealed, reiterated:

"Our request is very simple. I hope that you, as the President of The Chinese University of Hong Kong (CUHK), can publish a statement to condemn the police force for using excessive violence on your children, the students of CUHK.

I would like to make some final notes.

I am actually very scared, especially when I recall everything at night.

It was 2am when they called my name and cuffed my hand. Then I found myself in the lightless frisk room in San Uk Ling (Holding Center).

I did not know what would happen. I was like a lamb in front of the slaughter. They can verbally and sexually assault you to their heart desire, and you cannot fight back.

[China's Threat to Press Freedom]

Chinese independent journalist Huang Xueqin is suspected to be detained in Baiyun Detention Centre in Guangzhou, after being taken away by the Chinese police on October 17.

Huang was actively reporting on sexual harassement cases and the #metoo movement in China. In June she wrote in her blog about her experience in the 1-million peopled "anti-extradition to China" march that took place in Hong Kong on June 9. She was impressed by the solidarity and determination of Hong Kong people when facing crisis.

She revealed afterwards that China police went after her instantly and harassed her family. Her passport was confiscated at the end of August, for that she was unable to go to Hong Kong to start a postgraduate programme that she had enrolled in in the University of Hong Kong.

Hong Kong newspaper Apple Daily contacted her close friend Wan Miao Yan, a laywer in China, but she claimed ambivalently that she was "improbable to speak" for the case.

Independent Inquiry into Recent Clashes and Procedural Reform on Evidence Collection Urgently Required as Sexual Crime Victims' Confidence in Reporting Plummets

Ended on September 30, the Anti-ELAB' Sexual Violence Experience Online Survey contains a total of 67 respondents who reported having experienced sexual violence in Hong Kong.

The following is excerpted from the Executive Summary released by The Association Concerning Sexual Violence Against Women (Rainlily) on Nov 6:

//the problem of sexual violence is common yet very serious during the 'Anti-ELAB' movement. A wide range of sexual violent acts are encompassed in respondents' narratives, from verbal abuse to threat and intimidation, from sexual assault to unlawful intercourse.

Even worse is the very low reporting rate, through which nearly all but two respondents declined to contact the police or other legal enforcement agencies for assistance. The result does not only points to the failure of the law enforcement agencies in serving its expected social purposes (e.g. erosion of public confidence and incapable to handle victim-survivors' needs), but meanwhile, it also implies that the lack of a mandated independent mechanism, for which to receive and investigate complaints, would foster an atmosphere of fear and violence, dangerously undermining social stability and harmony.//

Type of Sexual Violence Involved and frequency:

Unlawful Sexual Intercourse out of threat or intimidation: 3

Attempted sexual assault or a rape threat: 16

Unwelcome bodily contact: 26

Threat and attempt to indecent bodily contact: 21

Forcefully expose your inner garment / sensitive area: 9

Insulting, intimidating, and provoking words with sexual intention: 54

Lascivious or unpleasant gaze (leering): 25

Upskirting and other forms of image-based sexual abuse: 9

Online distribution of personal information (doxing), and personal attack with sexual connotation: 11

Police’s frisk search and/or strip search involved with officers or individual(s) of opposite sex: 12

Others: 8

Student Disclosed Police Sexual Assault Refused to be Silence Despite Threats

Sonia Ng, a Chinese University student who accused police of sexual assault, refused to obtain bail in her arrest for unlawful assembly on Aug 31 at Prince Edward Station. Ng condemned the police's arbitrary arrest and their intent to silence by intimidating and even assaulting protestors during detention.

Ng said this would not deter her from speaking up. Ng also wrote an open letter to Carrie Lam calling for independent inquiry into the Hong Kong police' power abuse and sexual violence towards arrested protestors. Carrie Lam has until December 31 to respond to the letter openly.

The Communist Party of China pushes all around "digital dictatorship" Surveillance experts: To eliminate sprout of social instability factors

Summary: This article explores how blockchain technology is being misused for state censorship

(06 Nov) Blockchain technology is definitely one of the hottest technologies emerged in recent years. The characteristics of blockchain technology: "immutability", transparency and decentralization" makes it a “trust machine” that can solve complex information authentication problems. Mainland netizens have uploaded sensitive information involving civil rights onto a blockchain. This raised a red flag to the Communist Party of China (“CCP”) which relies on censorship to maintain legitimacy. The CCP recently announced that they will deploy full national efforts into creating a "pseudo-intra-blockchain" aiming to seal up any possible “cracks” within their "digital dictatorship".
