"We are talking about 12 human lives. They are worth our governmentā€™s attention. They are all precious to our families. However, we have heard nothing from the government, not even a proper statement has ever been made on this case. In the past 20 days, we have been completely ignored, and our families were left on our own to fend for ourselves.

I have been trying not to think about what is happening to my son; or what will happen to him.

With various information shared on the internet, I am too scared to read and imagine what sufferings they will go through."

"I had dreamt about my husband, his hair shaved, wearing a prisonerā€™s clothes, with very dirty face and pants.

I donā€™t want to think any further, as I am sure whatā€™s about to happen won't be promising. With reference to experiences from other families, even though the lawyer weā€™ve appointed would receive a Notarial Certificate of Trust (å…¬č­‰ę›ø) next week, I see no hope in seeing my husband. I hold no confidence with the governments.

I only hope that my husband would return in good shape soon."

"My son told me that he was going fishing with his friends. I truly believe so because he went out carry two fishing rods and buckets. Thatā€™s our last conversation.

The next thing I knew my son was arrested.

So far, I only picked up news about my son from the media. I urge the government to look into the case and investigate as to what has actually happened. We families are helpless and we couldnā€™t do anything. We were not even allowed to see our detained families.

Who else can provide us with assistance when the government is ignoring our genuine needs?"

"Based on the cases I worked in the past, e.g. fishermen being detained by the Government of the Philippines.

The Chief Executive of Hong Kong had issued a letter to express concern to the Government of the Philippines. Back then, the HKSAR government also issued a letter to the Chinese Central Government, through them to seek support from Chinese Embassy in the Philippines to look into the case and show concern.

So I would say, back then the HKSAR Government was a lot more proactive.

Second, as for the Hong Kong Police Force, the force is in a position to order an arrest, say e.g. the case of Ray Wong Toi-yeung [a Hong Kong pro-democracy activist who seeks asylum in Germany].

Once when it came to the police's knowledge that Wong is in Germany, they had proactively work on the case and issue a letter to the corresponding authorities. As for these 12 detainees, I am not aware of what the Force has been doing.

Third, I have also written to Hong Kongā€™s Economic and Trade Office in Guangdong to seek their involvement in the case. In some previous cases, the office did send officers to pay visits to the detained, despite it being not the mandate of the office.

I believe the Office, being an 'official organization', is in a better position to seek a meeting with the detainees. However, the Office has been evading a direct response which I think is legitimate and humanitarian.

In conclusion, I would say, we know nothing concrete about the detainees at this stage."

"The notification was issued to all families on August 28, which carries the detainee's, name, his/her personal information, reason being arrested, date of the arrest, contact information of their family in Hong Kong, contact information of the Yantian Detention Center (é¹½ē”°ēœ‹å®ˆę‰€) in China.

In my case, someone called Mr Zhong was assigned as a contact and a Chinese telephone number was provided.

In my conversion with Mr Zhong, I was told to contact a department of the HK Police Force. However, he didnā€™t clearly explain which exactly the department is. I made several calls to Mr Zhong with an attempt to seek further clarification, but was not successful."

"We have been keeping our heads down, trying not to create trouble to anyone and considering the safety issue of our detained family.

However, the HK government didnā€™t even fulfill the minimum duties of a government. I felt that they donā€™t even treating us (the detainees and their families) fairly as humans.

So far, I donā€™t think the Chief Executive (Carrie Lam) has been doing anything on this case.

What I like to say to her is:
'These 12 people are Hong Kong citizens. Please honor your duty as Chief Executive and protect your citizens.'"

"The families were told that the 12 youths were arrested and detained for ā€œillegally transgressing the borderā€ (å·č¶Šé‚Šå¢ƒē½Ŗ) with a maximum penalty of 1 year.

Later on, an officer told one of the family-appointed-lawyers that the 12 detainees could be charged with the ā€œCrime of Organizing and Transporting Other Person to Cross the National Boarderā€ (ēµ„ē¹”ä»–äŗŗå·č¶ŠéŽé‚Šå¢ƒē½Ŗ) and subject to a penalty 2 to 7 years of imprisonment and even a life sentence."

2. Legislator James To:

"In the past, there were plenty cases where Hong Kong people fled to China for hideout after committing crimes in Hong Kong.

When these people were found and arrested by the Chinese authorities, they were deported back to Hong Kong for trial.

These people, having fled to China, were NEVER charged with ā€œillegally transgressing the borderā€.

In our case, while the real cause of the 12 Hong Kong people for appearing at the waters remains unknown, it could simply be ā€œharmless crossing the mainland watersā€ (ē„”å®³é€šéŽå…§åœ°ę°“åŸŸ).

While I understand and respect the Chinese authoritiesā€™ need to carry out investigation, it is more reasonable for the Chinese Authorities to hand Hong Kong people back to the Hong Kong Government. This is how all similar cases had been handled in the past.

I am not in any position to predict whether this case is more likely be trialed in Hong Kong or China.

With reference to cases in the past, there were standing practices for Chinese authorities to hand Hong Kong people back to Hong Kong for necessary legal procedures.

It is a mistake to put Hong Kong people through a trial in China only because these people were found in China, as we are still upholding the principles of One Country Two Systems.

Even if the 12 Hong Kong citizens were arrested for violating the National Security Law, and they should be handed to the Chinese authority for investigation, there should still be proper procedures governing the entire handling process."

The Office didnā€™t respond to my request directly. However, the Office did tell my assistant that they won't be able to see the detainee and it is more 'appropriate to seek lawyerā€™s assistance'.

3. Issued letter to the HK Government's Constitutional and Mainland Affairs Bureau ā€“ requesting the Bureau to visit the detainees, to ensure they will be humanely treated with food and medication sufficiently provided;

4. Issued letter to the HK Government's Security Bureau ā€“ seeking to meet with the officials.

Only through these lawyers directly appointed by the families of the detainees, the health condition and the mental state of the detainees can be fairly assessed and discussed.

That is to say, the actual health condition of the detainees still remain unknown to their families, at this stage.

Although not all families of the detainees have reported the case to the HK Police, all of them have received the Notification Letter (ęøÆę¾³åœ°å€ęŽ”å–å¼·åˆ¶ę€§ęŽŖę–½é€šå ±č”Ø) from China's Yantian Detention center.

Based on this letter, the HK Police is the focal point for communication.

We believe Pompeoā€™s attention will bring positive impact on this case. We are hoping for more attention from international communities to not only the 12 detained Hong Kong citizens, but also the human rights lawyers in China, being threatened and oppressed.

On June 11, 2021, the Hong Kong police arrested the convenor of the pro-democracy group #StudentPoliticism, #WongYatChin and the spokeperson #WongYuenLam. The police claimed that their plan to set up a street booth in Mongkok the next day was an "intent to incite or promote unauthorized assembly". The police also accused them of "inciting violence".

On June 12, 2021, the two pro-democracy youth were still detained by the police. Their fellow group members held a press meeting to reiterate their stance and express their determination.

The group clarified that in the past, when they mentioned the 2019 #AntiELAB movement, the use of force in protests was recounted as events but never promoted as a strategy. Their goal is to take part in civic education.

The group said the authorities has forced Hong Kong to enter an era of #WhiteTerror.

On June 12, the two year-mark of the first police-civilian clash in the 2019 pro-democracy movement, the group will not take any collective action, but every individual can speak up in defense of freedom and stay true to the original cause of the 2019 ptotests.
