The US Justice Department announced today (29th October) that 8 Chinese agents, including 7 Chinese and 1 non-Chinese, were charged with conspiring to work on China’s behalf to find Chinese dissidents in the US, and use threats, harassment, surveillance, and intimidation to force them returning to China. 5 of them were under arrested and 3 others are still remain at large.

An online press conference by the US Justice Department was held on Wednesday morning in local time, disclosing the details of this operation. All eight defendants are charged with conspiring to act as illegal agents for a foreign government. Among these 8 persons 5 has been arrested, but still 3 of them are on the loose and believed to be in China now.

John Demers, Assistant Secretary for National Security Affairs of the US Department of Justice, stated that those defendants are Chinese agents, they carried out the so-called "Operation Fox Hunt" in the US, those goal was to target Chinese nationals living in foreign countries and intimidate them into returning to China for imprisonment or worse. Acting U.S. Attorney Seth D. DuCharme stated that the defendants assisted PRC officials in a scheme to coerce targeted individuals to return to the PRC against their will. "The United States will not tolerate the conduct of PRC carrying out state-authorized actions on U.S. soil without notice to, and coordination with, the appropriate U.S. authorities. Nor will we tolerate the unlawful harassment and stalking of U.S. residents to further PRC objectives", he said.

Chinese Agents Sued for Pursuing Dissidents in US, Beijing Mouthpiece Defends Hunt as Lawful Effort Against Corruption

Eight individuals, including seven people of Chinese origin, were charged by the US Department of Justice on 28 October with pursuing and forcing the return of Chinese dissidents in America in an effort known as “Operation Fox Hunt.” According to the US authorities, the defendants were engaged in locating the homes and whereabouts of their targets and their families. In one case, the target’s elderly father was forcibly taken from China to the US as a threat. In another instance, a note was posted at the target’s residence, saying that the target’s wife and children would be fine as long as he was willing to return to China and serve 10 years in prison.

Following the announcement of the charges, the state-run Chinese tabloid Global Times and its editor-in-chief Hu Xijin claimed that the “foxes” in question were “economic criminals” and that the pursuit was an anti-corruption effort. They criticized the US for coveting the money these criminals had brought with them and having no wish for their return to China. They further claimed that those involved in the operation had always abided by the law and that the prosecution was a “political attack.”

For the First Time, Canada Acknowledges China’s Operation Fox Hunt Causes Threat, Urges Nationals to Report Cases

Following the US, the Canadian government has also acknowledged that China’s Operation Fox Hunt had been causing threats, pointing out that China targeted at individuals in the Chinese-Canadian Community through plainclothes national security personnel or “trusted agents”. The Canadian authority criticised this action as threatening to national security and Canada’s sovereignty and the safety of its people, and urged victims to report their cases.

In response to The Globe and Mail’s inquiry on China’s Operation Fox Hunt, John Townsend, the spokesperson of the Canadian Security Intelligence Service, said that some countries, including China, routinely sent plainclothes national security personnel or “trusted agents” to other countries to make threats, silence dissidents or suppress political opponents, instilling fear in other countries. He said, “These activities constitute a threat to Canada’s sovereignty and to the safety of Canadians.”

Townsend refused to reveal the number of Canadians targeted by Operation Fox Hunt, but urged Chinese Canadians and local Chinese nationals to report any cases of threats or intimidations by China, “These individuals, for various reasons, may not have the means to protect themselves or do not know they can report these activities to Canadian authorities. The fear of state-backed or state-linked retribution targeting both them and their loved ones, in Canada and abroad, can force individuals to submit to foreign interference.”
