#AppleDaily Journalists Confused by Hidden Message Reportedly Sent From the Hong Kong Police with a Book About WWII Spies
On June 17, 2021, the Hong Konv police raided the pro-democracy newspaper #AppleDaily and arrested 3 editors and 2 exeuctives on the charge of #NationalSecurityLaw.
The police stayed in the Next Digital Ltd. building for at least 5 hours and the National Security Department of the Hong Kong Police Force seized a large sum of items, including at least 38 computers that contain news materials.
A reporter recounted that, when he realised the building was being searched at 8 a.m., he took his laptop and worked in another area.
After the building was reopened in the afternoon, some reporters returned to their seats and found their desks in a mess: The police took away both their company’s computers and their hard disks.
Some of them even noticed a book that was originally shelved being placed in a prominent position on the table, after the police raid.
The book is called "Hong Kong Newspaper Company and Spies in the Occupational Period" and is written by Apple Daily’s former editor-in-chief Cheng Ming-yun.
Some journalists questioned whether the police was trying to send a message and criticize them in an obscured way.
However, it remains uncertain whether the police fully understood the content of the book. The book actually “studies how some Hong Kong newspapers appeared to be cooperative toward the authorities, while indirectly resisting the Japanese occupation during the Second World War.

On June 25, 2021, the Hong Kong SAR government announced personnel change in the top adminstration, where at least two more officials with law enforcement backgrounds will take up key senior positions.
The current Secretary for Security #JohnLee has been appointed as the new chief secretary. He is the city's first top minister with a police background.
Police Commissioner #ChrisTang will become the Secretary for Security. One of his deputies, #RaymondSiu, is promoted to the police chief.
The personnel change was announced by Chief Executive Carrie Lam in Hong Kong and officiated by the State Ministry of the PRC in Beijing.
The "promotion" has stirred up discontent among the public. Many deemed it as a blatant manifestation of a "police state" in Hong Kong.
However, pro-Beijing lawmaker Alice Mak, of the Federation of Trade Unions, said, "If it’s a police state, why not? I don’t think there’s any problem with a police state."
The government's announcement came one day after the police and the Security Bureau had cracked down the city's pro-democracy newspaper #AppleDaily, by forcing the newspaper and related magazine under #NextDigital to close down on June 24, 2021. The young man explained to the police that the flower is a gift for his girlfriend who had just stepped away for the washroom.
Citizens and reporters at the scene sneered and ridiculed at the police's overreaction, likening them to frightened birds.
The heavy police presence was in response to the July 1 incident on the streets nearby, where a man stabbed himself and died after knifing a police officer. On the following day, citizens all over Hong Kong came to the site with white flowers to pay tribute to the deceased man.

Frederic #ChoiChinPang, the National Security director of the Hong Kong Police Force (#HKPF) has been placed on leave after he was caught in a raid on an unlicensed massage parlour in May 2021. It was the first big scandal to hit the National security unit after it was set up to enforce the controversial #NationalSecurityLaw a year ago.
In just 3 months’ time, Choi has resumed duty and will be reinstated as Director of Personnel and Training in mid-August, 2021.
Police chief Raymond Siu Chak-yee quoted the Department of Justice that Choi’s case "does not involve any criminal offense". Siu also confirmed that Choi will resume his duty in the police force and take the post of Director of Personnel and Training.

On September 18, 2021, a 32-year-old Hong Kong policeman was arrested for assault. He has allegedly inflicted "bodily harm", to another man in Tsim Sha Tsui in the early hours of the same day.
The Hong Kong Police issued a statement emphasizing that they take discipline among their officers very seriously, and will not tolerate any personnel committing criminal acts. They will conduct criminal investigations and disciplinary reviews accordingly.
According to HK01's report, the victim was together with four other officers when he was struck. When he called the police, the others had left the scene.
Police investigations found that the four had used the government's LeaveHomeSafe contact tracing app to record their visit to the venue. One of the four have been identified as inspector in the Police Public Relations Branch (#PPRB).

The government had issued a media statement in February 2021 to alleviate the public's privacy concerns towards the LeaveHomeSafe app. The statement, from the Privacy Commissioner for Personal Data, explain that "visit records are kept on users’ mobile phones only, not in any government systems.
