HK Government Orders #CivilServants to Assist in Electoral Office
In Hong Kong, Secretary for the Civil Service Patrick Nip Tak-kuen sent a letter to all civil servants, saying that he had ordered the head of all government departments to assign civil servants to serve as electoral staff at poll stations in the upcoming Legislative Council (LegCo) election.
He added that civil servants are the "backbone of the government" and it is also their duty to make sure the election will be staged smoothly.
It was estimated that a total of 36,000 staff will be necessary on the election day.
Those assigned as electoral staff will face disciplinary actions if they fail to perform their duties or fail to report to the polling stations.
In the past, the administration has never made it mandatory for civil servants to assist in election routine.

Film Censorship Ordinance Amended in HK, as Pro-China Lawmaker Claims a Hong Kong Film is Toxic to Teenagers
October 27, 2021 marks the final meeting of the Legislative Council after the extension of its terms. The last item on the agenda was the 2021 Film Censorship Ordinance Amendment Bill.
As only 5 councillors expressed their view, the legislation process took only 45 minutes to have the bill passed.
The bill authorises the #FilmCensorshipAuthority to check whether a film violates the national security law. It also allows the Chief Secretary of Administration to withdraw already-issued screening permits.
At the meeting, a pro-China lawmaker Priscilla Leung Mei-Fun comdemned a 2015-Hong Kong film called Ten Years for "hating the country", " romanticising hunger strike and self-immolaton", as well as "inciting Hong Kong independence".
She claimed that Hong Kong had lost "several generations of teenagers" and she hoped to remove what she called "toxic movies" by the censorship law.
Ng Ka-Leung, one of the producers of Ten years replied to media inquiry. He said that Hong Kong people have adequate ability to make judgement and logical thinking skills to proces the so called controversial content of the film.
He added, when some people manipulate power and suppress other people's thought, this is much more toxic not only to teenagers but also everyone in society.
He reiterated that a legal movie exhibition provides a reflective space and this has nothing to do with toxicity.
The producer agrees with Leung regarding the fact that "Hong Kong has lost a few generations of teenagers," but he emphasises that the imbalanced power and unmonitored system are the reasons to the loss of trust in the authority.

Police Charge Imprisoned CHRF's Convener Figo Chan for Violating Societies Ordinance
While in jail, Figo Chan, the former convener of the Civil Human Rights Front (#CHRF), was charged by the police under the Societies Ordinance, for not supplying information about the now-disbanded group.
Police confirms that they had charged a 25-year-old man for not supplying information the police requested about the group, including names of members, activities, and funds.
This request came after a police letter to CHRF in April 2021 accusing it to be an "unregistered society". The group publicly responded to the accusation on April 4, 2021, pointing out that the Front had applied and received letters of no objection from the police for the peaceful, non-violent assemblies and marches they held over many years.
Following the latest charge to Figo Chan, police searched a number of premises of the CHRF on October 28, 2021, including the office of the League of Social Democrats. The League's chairperson said, however, the League and the CHRF are two different groups.

Film Censorship Amendment Ordinance passed in Hong Kong in merely 45 mins
On the last meeting of the extended Sixth Legislative Council in Hong Kong, lawmakers discussed the 2021 Film Censorship Ordinance Amendment Bill. 5 legislators spoke regarding the bill, so it only took 45 minutes to pass the third reading.
The content of the amendment mainly includes requiring the censor to consider whether the film would be contrary to the interests of national security.
The checking process is extended to 28 days, in order to have a thorough consideration and acquire all necessary information.
If the Chief Secretary for Administration believes that a film is contrary to the interests of national security, the Film Censorship Authority can revoke approval certificates or exemption certificates.
Inspectors can enter and search any place without a court warrant, as well as require the holder of exemption certificates or approval certificates to provide more information about the film, including the date, time and venue. This is to prevent individuals from illegally publishing films via social media or instant messaging applications.
The maximum penalty for showing films not yet approved by the Censorship Authority is raised to 3 years imprisonment and HKD1 million fine.

Taiwan's Mainland Affairs Council responded with a stern statement, saying that TAO is inciting confrontation by maliciously twisting the facts and defaming Taiwan’s freedom and democratic development.
The spokesperson of TAO Ma Xiaoguang criticized Tsai and DPP stubbornly promoting "Taiwan Independence”, deceiving international public opinion and covering “Taiwan Independence” under “Democracy and Freedom”. But she expressed deep concern about #China's act of destabilising the Taiwan Strait. Therefore, the US will work hard to help Taiwan in maintaining sufficient self-defence capabilities.
