National Security Conference in Taiwan, Tsai Ing-Wen: Continuing Efforts in Garnering Bipartisan Support, Regardless of Election Results

On 31 Oct, 2020, president Tsai Ing-Wen of Taiwan attended National Security Conference. According to spokesperson of the presidential office, Chang Tun-Han, the president had given instructions on issues regarding military threats, the stability of cross-strait relations, and development of Taiwan-US relations. Taiwan will continue to strengthen its relationship with either party, the prime goal of Taiwan-US relations being facilitating bipartisan support to Taiwan. She believes Taiwan and US would continue to consolidate their existing relationships, and the fundamental basis of the relationship is not subjected to any changes.

Chang stated that the Taiwan-US relations have achieved substantial progresses, including the passing of Taiwan-friendly bills such as Taiwan Travel Act, TAIPEI Act and allowing higher ranking officials visits to Taiwan. He continued to emphasise that Taiwan-US relations is amongst the top priorities of Taiwan’s diplomatic relations. Chang also specified that President Tsai has instructed the Foreign Affairs, National Security Council and representatives at US, about fostering diplomatic ties with the US. This includes garnering support from US government and congress, firmly implementing key policies and proactively enforcing prioritised projects in coming months.

President Tsai stated that, by holding onto and defending the values of democracy and freedom: will deepen and consolidate Taiwan-US relations would protect the security and stability of the region. She reiterated and reassured that the Taiwanese government is confident in and capable of responding to any situation.

Chinese Foreign Ministry says Pompeo has "Sinister Motives" and Will Fight Back Firmly after Pompeo says Taiwan Is Not Part of China,

In a radio interview yesterday (12th), the US Secretary of State Mike Pompeo said "Taiwan has never been a part of China" and that the US commitment to Taiwan was already a cross-party consensus. The Ministry of Foreign Affairs of China spokesman Wang Wenbin said at a regular press conference today (13th) that Pompeo had ignored the fundamental interests of the Chinese and American peoples for his political self-interest, confusing right with wrong and fabricating lies in order to mislead public opinion and disrupt the public perceptions, further damage China-US relations and jeopardise peace and stability in the Taiwan Strait. He added, "The world has known his sinister intentions". Wang Wenbin told the followers of Pompeo that any act that undermines the core interests of China and interferes in Chinese internal affairs will get a resolute response from China, and will not stop its historical trend of unification.

Taiwan's presidential spokesman, Chang Tun-Han, also responded to the incident this morning (13 November), noting that he had noticed the remarks from Pompeo and that it was an indisputable fact that the Republic of China is a sovereign state. On the cross-strait and region, Taiwan has always advocated that the two sides of the Strait should work together to safeguard the status quo of peace and stability in the Taiwan Strait, based on the principle of reciprocity and dignity. Taiwan will also continue to fulfil its international obligations and contribute to the peace, stability and prosperity of the Taiwan Strait and the region.

Pompeo Says Taiwan Has Never Been Part of China, Spokesperson for Taiwan’s President Calls It Undisputed Fact

Speaking about cross-strait issues in a radio interview on 12 November, American time, the US Secretary of State, Mike Pompeo, said Taiwan is a "model for democracy" and that America’s commitment to Taiwan cuts across party lines, adding that “Taiwan has not been a part of China”. This is a shift from the position taken by the US since it made its three joint communiqués with China in the 1970s and 80s.

Spokesperson of Taiwan’s presidential office, Chang Tun-han, said on the morning of 13 November that he is aware of Pompeo's remarks and that it is an indisputable fact that the Republic of China (ROC) is a sovereign state. He said it has always been Taiwan’s cross-strait and regional policy that the two sides along the Strait should work together to maintain peace and stability in the region on the basis of mutual respect, adding that Taiwan will continue to fulfil its international obligations and contribute to the peace, stability and prosperity of the Taiwan Strait and the region.

Pompeo Lifts All Self-Imposed Restrictions Against US-Taiwan Relations

Michael Pompeo, Secretary of State of the US, said in a statement that for decades, the Department of State had created complex self-limiting measures in US-Taiwan relation to regulate the interactions between Taiwan and the US diplomats and government officials. He also said that this is a unilateral action, aiming to please the Beijing Government.

“Today, I am announcing to lift all of these self-imposed restrictions. The administration department should invalidate all contact guidelines with Taiwan issued by the Department of State.” According to the Taiwan Relations Act, the America Institute in Taiwan, a non-profit making organisation, should manage the relationship between the US administration department and Taiwan.

Pompeo added that Taiwan is one of the US government unofficial partners from the globe, describing that the democratic system of the US and Taiwan jointly supports personal freedom, the rule of law, respect for individual dignity and other values. He suggested that the statement is to confirm that US-Taiwan relations is non-essential, nor being tied up by the longstanding bureaucracy and self-imposed restrictions.
