6 Young People Practicing Parkour at Kowloon City Arrested —Spark Alliance Lawyers Following Up with Cases

[Editor's Note: Hong Kong Police has frozen the financial asset of Spark Alliance by accusing them of money laundering. Kowloon City Oi Man district councilor-elect Jakki Mak expressed that at around 7pm on December 18, 6 young people were stopped and arrested near Oi Man Plaza.

Mak recalled that the six were participating at Hong Kong Parkour Association's free open training session and were only wearing black shirts, not any gear. They were arrested even before the event started.

Hong Kong Free Press gives the following remarks: "Spark Alliance is one of the largest crowd-funded initiatives in support of pro-democracy protesters, with the money going towards living subsidies and covering legal and medical costs. The group is estimated to have collected about HK$80 million in the past six months, police say."

Citizens Protest In Front of HSBC Headquarters and Court of Appeal Against Alleged Political Suppression of Spark Alliance

In response to the police arrest of Spark Alliance members for suspected money laundering yesterday, citizens protested during lunchtime in Central on December 20.

Many sang "May Glory be to Hong Kong" outside the Court of Final Appeal and chanted slogans like "Support Spark Alliance, Protect Our Brothers".

Today, HSBC mentioned on its facebook page that they "never take the decision to close an account lightly" and their action undertaken to close the account of Spark Alliance in November is "unrelated" to the current situation of Hong Kong. (See,

Facing the lunchtime protest in Central, HSBC, however, decided to close their entrace at Des Voeux Road Central, as riot police stood by.

Police Freezing Protesters' Fund Backfires: HSBC puts up boards for protection

Last week, the police made a high-profile announcement, accusing Spark Alliance of money laundering. Four people were arrested and HKD$70 million were frozen. HSBC is now being accused of selling their customers out, and imposing political censorship on clients.

As a precaution, one HSBC branch had boards installed to protect itself from damage.

The number of the closed Spark Alliance deposit account was 048-857585-838. And, according to Spark Alliance’s Facebook page and this post ( https://lihkg.com/thread/1536804 ), the holder of the account is “The Prime Management Service Ltd T/A The Lily Club”.

It is believed that T/A stands for “Trading As”. In other words, when the HSBC account was opened, it was claimed to be used for the business of “The Lily Club”. And according to The Lily Club’s Facebook page (https://www.facebook.com/pages/category/Retail-Company/The-Lily-Club-613224215431900), The Lily Club provides professional hourly maids, household cleaning, pet caring, and cooking and laundry, etc., to save you the hassles of daily chores.

In summary, the account used by Spark Alliance for deposit is “found to mismatch the stated purpose when the account was opened.” And we hope you will understand that, for the sake of monitoring, a bank is obligated to mitigate risks of money laundering. When an account is opened, the bank will do KYC (Know Your Client). When you open a personal account, the bank will always ask you questions such as what the account is for. Moreover, a bank is always monitoring the account. Without a doubt, the Spark Alliance account has actually done something against the regulations this time.

Lastly, the deposit account of the 612 Fund is also opened at HSBC. But we don’t see any risk of closing. Moreover, after Spark Alliance had their account cut, they didn’t condemn HSBC but rather condemned the police earlier. We interpret this as an indication that Spark Alliance has already presumed the risk of getting their account cut all along.

Having involved in the controversy of freezing #SparkAlliance’s account, An #HSBC branch located at Nathan Road and Argyle road had its glass walls broken and set ablaze multiple times before yesterday (25-Dec). The bank quickly barricaded the branch with wood planks on 25-Dec. Police stationed nearby.

Police Arrest a 18-year-old for Money Laundering, but say: Arrestee and the Shell Company Has No Relation

Police arrested a 18-year-old man for "money laundering" of over HKD40,000 dollars. The man received the said amount from a shell company and had it transferred away on the same day. Police said the activity was unusual and believed that was money laundering.

When asked for the connection between the shell company and the arrestee, the police said they did not see they were related.

Chief Justice Orders Judge to Drop Charges for a Woman Living in Police Quarters

The Justice Department withdrew drug trafficking charges for a woman living in Police residence. Judge approved despite frustration.

A woman living in Tsing Yi Police Married Quarters allegedly received a parcel containing narcotics valued up to 2 million HK. She was then charged with drug trafficking.

On May 27, the Justice Department dropped the charges. The case judge was dissatisfied with the decision but ultimately approved. The judge expressed that the case originally has a high chance to be convicted.

In another case on May 28, the police, however, added one more charge of "drug trafficking" to a 26-year-old woman arrested in relation to Spark Alliance, a legal aid fund that provides pro-democracy protesters with legal assistance. The police has been targetting the group by accusing it of "money laundering" since December 2019.

The High Court orders confiscation of Spark Alliance's 70 million

The High Court ordered the confiscation of 70 million from Spark Alliance, an organisation that helped raise funds for activists arrested in the anti-ELAB movement. The police stated that since two involved parties escaped, they applied for a court order for the condiscation, which the judge approved because it was in line with the law.

Spark Alliance was formed in 2016 after the Mongkok riot. During the movement in 2019, they raised funds to support arrested activists' legal and daily life needs. The police arrested 4 people from this organsiation on 19 Dec 2019, accusing them of money laundering and froze around 70 million.
