Is U.S. Foreign Policy Too Hostile to China?

We at Foreign Affairs have recently published a number of pieces on U.S. foreign policy toward China and whether it has become too hostile. To complement these articles, we decided to ask a broad pool of experts for their take. As with previous surveys, we approached dozens of authorities with specialized expertise relevant to the question at hand, together with leading generalists in the field. Participants were asked to state whether they agreed or disagreed with a proposition and to rate their confidence level in their opinion. Their answers are below.

Beijing gives Hong Kong leader power to bar foreign lawyers after loss at top court

China’s top lawmaking body gave Hong Kong leader John Lee the power on Friday to bar foreign lawyers from national security trials, removing the decision from the city’s courts.

Critics said the decision created a “dual state” in Hong Kong’s justice system and turned its national security committee, controlled by top Hong Kong and Beijing officials, into an “omnipotent authority” that could overthrow any national security rulings.

Beijing imposed the sweeping national security law in 2020 after huge, and sometimes violent, pro-democracy protests rocked the city a year earlier.

Most Canadians want Ottawa to set up foreign-influence registry

A strong majority of Canadians favour a registry of foreign agents, similar to ones in Australia and the United States, to shed light on Canadian citizens paid to influence Canada’s political process on behalf of countries such as China or Russia.

A public-opinion survey by Nanos Research found that 88 per cent of Canadians support or somewhat support a foreign-influence registry. Only 7 per cent of those surveyed oppose or somewhat oppose having lawyers, lobbyists and retired politicians register when they take on paid roles for foreign governments and companies linked to these countries.
