Confucius Institutes Closing in the USA
The US Department of Defense launched the Language Flagship Program last year to provide funding for all universities in the US to offer Chinese language education. Federal law forces all colleges to choose between the Pentagon and the Confucius Institute for their Chinese language funding. Until now, 13 universities have chosen to shut down the Confucius Institute. More Confucius Institutes are expected to be closed when their contracts with the universities expire this year.
Republican Senator Ted Cruz said that the Confucius Institute exposes American colleges to the threats of espionage and intellectual property theft, which have happened in some universities already. Cruz added an amendment to the US military spending bill last year. The amendment sets out that universities with Confucius Institutes will not get Chinese language funding from the Department of Defense.
Since the University of Maryland opened its first Confucius Institute in 2004, there are now more than 100 Confucius Institutes in the US and over 500 worldwide. The Confucius Institutes are considered to be used by China to expand its soft power overseas and to supervise Chinese students who are studying abroad. During teaching and learning, sensitive issues like democracy, human rights, Tibet, Xinjiang, and Taiwan are not allowed to discuss.
The University of Oregon has recently closed its Confucius Institute. The vice provost at Oregon said that it was hard to choose between the two options. The Language Flagship of the Department of Defense provides them with nearly 1 million dollars each year for Chinese language education.

Sources close to the U.S. Department of State told Bloomberg that the Confucius Institute U.S. Centre was to be designed as a foreign mission of the PRC. Shortly after the news was published, the State Department made the official announcement on Thursday, August 13. Such action further escalates the tension between China and the U.S.
Confucius Institutes with heavy presence in universities and colleges around the world, have been established for more than ten years, dedicated to promoting Chinese culture. However, many Western countries recently question the ulterior motive of the institutes using their teaching as a tool to expand political influence. The Permanent Subcommittee on Investigations (PSI) of the U.S. released a report last year that the institutes are used as a propaganda tool controlled by China and have too much control over the institutes in America. Universities and colleges are called on to close their Confucius Institutes.
If the State Department of U.S. requires Confucius Institutes to register as “foreign missions”, it means that the institutes are “substantially owned or effectively controlled” by the Chinese government. According to the Foreign Missions Act, these organisations need to register all personnel roster and their property holdings in the U.S. with the U.S. State Department. They have to follow administrative requirements and to be ruled that similar to embassies and consulates.

12 U.S. Universities Received Over a Billion Dollars in Anonymous Donations from China and Russia, Which Could Lead to Technology Transfer Leakage
The U.S. government has been very concerned about Chinese communist infiltration on campuses in recent years. The U.S. Department of Education has just released a survey on 12 famous U.S. universities, saying that many of them did not declare funds from China, Russia and other "hostile countries against the U.S.". The survey also indicated that the corresponding universities received US$1.14 billion in anonymous donations from countries such as China and Russia since 2012, most of which have financial ties to high-risk national security organizations, such as Huawei.
The Department of Education stated that because of the lack of transparency and supervision of the details of the donations, these foreign funds would be subject to conditions that allow foreign governments to gain access to sensitive research technologies, restrict academic freedom, and expand their soft power or publicity. The U.S. Senate Homeland Security and Government Affairs Committee released a cross-party report at the beginning of last year, reprimanding the CCP for conducting political propaganda on U.S. campuses through Confucius Institutes. Speaking at the Georgia Institute of Technology, Pompeo said the United States welcomes Chinese who "genuinely" want study in the country, but also cited two cases of Chinese students who were charged with spying and some cases of Beijing harassing of students abroad. “If we don’t educate ourselves, if we’re not honest about what’s taking place, we’ll get schooled by Beijing,” he said. “The Chinese Communist Party knows it can never match our innovation, that’s why it sends 400 thousand students a year to the United States of America to study,” he added.
Once again, he called on U.S. universities to shut down all Confucius Institutes, “We cannot allow this tyrannical regime to steal our stuff, to build their military might and brainwash our people, or buy off our institutions to help them cover up these activities… We need administrators to close Confucius Institutes and investigate what so-called ‘student groups’ backed by the CCP money are actually up to on their campuses,” he declared.
