China Announces “Reciprocal Restrictions” Covering HK as US Limits Activities of Chinese Diplomats

The US state department announced new regulations on 2 September, 2020 requiring its permission to be obtained before senior Chinese diplomats in America can visit universities, meet local officials, or hold cultural activities with more than 50 participants outside of their offices. The Chinese foreign ministry announced on 11 September, 2020 that “to urge the US to reverse its wrongdoing as soon as possible” it had recently issued a diplomatic note, imposing “reciprocal restrictions” on the American diplomatic missions in China, including the consulate general in Hong Kong and its personnel. These measures, they said, cover senior diplomats and all other members of the American missions.

The Chinese foreign ministry said that since October last year, the US state department had repeatedly introduced restrictive measures targeting Chinese embassies and consulates in America. In doing so, it said, the US had grossly violated international law and the basic norms of international relations and had disrupted the normal bilateral exchanges between China and the US. China’s latest responses, it said, are “legitimate and necessary” to address America’s “wrongdoing”. China, it added, was supportive of normal exchanges and cooperation in all sectors between the two countries.

The announcement said that the Chinese diplomatic missions in the US would continue normal exchanges with all walks of life in America, while again “urging” the US to correct its mistakes and lift its unreasonable restrictions on the activities of the Chinese diplomatic missions in America. China would respond reciprocally to actions taken by the US, it said.

Netflix Shut out of China, CEO Says No Longer Spending Time on Chinese Market

As tensions between China and the US build up, their trade war spreads to the tech industry. In a recent interview with CNBC, Reed Hastings, co-CEO of the video streaming platform Netflix, said while the company was eager to enter the Chinese market several years ago, it has “not been spending any time on China in the last couple of years” having been shut out by the Chinese government.

In an interview with CNBC on 9 September, 2020, Reed said Netflix had not been spending time on China with the Chinese authorities having rejected its plan to enter the market a few years ago. China’s relations with the US have sourced in recent months. While Reed said it is “a pity from a long-term perspective of the US and Chinese disengagement”, he felt there was “nothing [they] could do about that”. Given the many other opportunities in Europe, Asia, and Latin America, the company will “focus on entertaining everybody else”, he said.

Early last year, Netflix’s chief product officer Greg Peters said in an interview with Taiwan’s Central News Agency that the company would not enter the Chinese market in the near future with the Chinese government seeking control over media and broadcasting platforms.

Founded in 1997, Netflix has now managed to reach over 190 countries or territories around the world. China, however, is still off the grid, though in 2017 it partnered with the Chinese online video platform iQiyi to air some of its contents in China.

Microsoft Says Russian, Chinese, Iranian Hackers Stepping up Attacks on US Presidential Election, Calls for Increased Security to Safeguard Democracy

A report published by Microsoft on 10 September has warned of Russian, Chinese, and Iranian hackers found again to be attempting to interfere with the US presidential election. The report noted that the hackers were using more convert methods this time in their attacks on members of both the Democratic and Republican parties and associated think tanks.

As America entered the election year, cyber warfare was back. Microsoft analysed suspicious use of its products and found that hackers from Russia, China, and Iran were once again in action. Strontium, a hacker organization that has accessed and leaked emails of the former Democratic presidential candidate Hillary Clinton and has ties to the Russian military intelligence agency GRU, has again launched attacks on the election this year. Besides the Democrats, the Republicans, and members of other political parties, their targets also included think tanks, advocacy groups, and enterprises. It is estimated that at least 200 US institutions related to the election have been attacked. According to Microsoft’s report, the Russian hackers have changed their methods. While they would obtain login credentials through phishing emails during the 2016 election, they have become more proactive this year by engaging in brute force attacks and password spraying, which is to break into many accounts using a few commonly used credentials. Meanwhile, they have become more cautious. They made some of the attacks using the Tor browser to stay anonymous and untraceable. This has made investigations more difficult and time-consuming.

Besides the Russians, Chinese and Iranian hackers were also on the move. Microsoft said they had discovered as early as in March 2019 that the Chinese hacker organisation Zirconium had launched thousands of attacks and compromised nearly 150 accounts. Their goal, said Microsoft, was to infiltrate email accounts of the candidates and individuals related to the campaigns. Using non-campaign accounts belonging to people related to the campaign, Zirconium directed an unsuccessful attack at the election effort of the Democratic candidate Joe Biden. Trump’s campaign has also been targeted with at least one “prominent person” affiliated with the current administration being attacked. Besides politicians, Microsoft said Chinese hackers had also attacked international relations scholars at 15 universities and 18 international relations policy organizations, including the Atlantic Council and Stimson Center. It was not revealed whether the attack was successful.

University at centre of China's controversy commissioned 'sensitive'

The University of New South Wales (UNSW) presented the "China Engagement Review and Recommendations Discussion Paper" to its board in August last year.

UNSW was last month embroiled in China-related controversy after a tweet from a university account was deleted and an article calling for greater protections for Hong Kong citizens was temporarily removed from the university's website.

Many actions taken by the UNSW seemed to be in favour of China, which has caused people to question the university's allegiance and protection of academic freedom.

The Federal Government is also currently in preparations for an inquiry into universities, as it fears Australian researchers are being targeted to quietly patent technology and innovation in China.

Tonyee Chow Hang-Tung, the vice-chairperson of the Hong Kong Alliance, was rejected for bail due to the suspicion of "inciting subversion of state power".

Sept 11, 2021 is the first day of her detention. The "Tonyee Chow Pages" on Facebook published a post saying that her family had already visited her. According to her family, Tonyee was in a good spirit with quick reaction, showing that her sleeping quality was better and her mood was calmer than usual. During the visit, Tonyee expressed herself with her favourite poem, "Lime Chanting" written by a Ming Dynasty loyal minister.

The Department of Justice formally prosecuted the Chairperson of the Hong Kong Alliance Lee Cheuk-Yan, Vice-Chairpersons Albert Ho Chun-Yan and Tonyee Chow Hang-Tung with "Inciting Subversion of State Power". The case was brought to the West Kowloon Magistrates' court on Sept 10, during which Chow was asked whether she understood the charge and she replied, "Understood, but it is a ridiculous accusation". She made a bail statement for herself but the bail was denied by Peter Law, the Acting Chief Magistrate and the judge for national security law. The case will be continued on Oct 28, 2021.
