Hong Kong Government's Demand of Allegiance pledge Sparks Wave of #Resignation Among #CivilServants
The Hong Kong SAR government has implemented new rules, demanding the supposedly politically neutral civil servants to pledge allegiance to the Basic Law and the Government.
As the deadline of the pledge, set at the end of February, is approaching, a wave of resignation was triggered among the civil servants.
Sources revealed that at least 20 doctors and dentists resigned from the Department of Health (#DoH) in the past three months. Among them, no less than four cited privately that they hesitated to sign the pledge.
“It is straightforward. One can either sign the pledge or resign. By signing the pledge, there would be too many constraints to comply. I prefer not to,” one anonymous civil servant said.
Among those resigned were nurses, scientific officers and dental clinic staff.
Amidst the wave of resignation, Lee Wai-yan, President of the Association of Government Physicians expressed helplessness and was concerned about the shortage of staff in the fight against COVID19.
Responding to media inquiry, the Department of Health acknowledged that more than 80 staff members resigned in past three months. In the same period last year, only 58 resigned.

Nearly 6,000 Hongkongers Apply for #Immigration in #Canada in Just Three Months
After Beijing's forceful imposition of #NationalSecurityLaw in Hong Kong, several countries have decided to provide Hongkongers shelter schemes.
From the latest figures released by the Canadian Immigration Department on 20 May 2021, a total of 5,727 applications have been received as of 18 May.
When the scheme was introduced on 8 Feb, 2021, the same month recorded 524 applications. Currently, it has now amounted to around 6,000 applications in total.
"We feel very encouraging by having such a great number of applications. We hope more productive Hongkongers can come and contribute to Canada through this innovative scheme," said #AlexanderCohen, Immigration, Refugees and Citizenship Canada press secretary.
Under the new policy introduced by the Trudeau cabinet in February, any Hong konger who graduated from a Canadian university or university overseas will be able to apply for a three-year working permit in Canada.
"The ties that bind Canada and Hong Kong run deep. The young Hongkongers are now eyeing for international opportunities and we hope they can choose Canada,’ Cohen said.

Drop-out Rate Surges in Schools as Parents lose confidence in Hong Kong's Education System
On May 26, 2021, Hong Kong's Professional Teachers' Union (#PTU) published a recent poll result, revealing that both primary and secondary schools in Hong Kong are losing their students.
Out of 130 primary and 53 secondary schools that joined the survey, all of them recorded the departure of students in the school year 2021/2022.
70% of these schools have lost 1 to 20 students, while 30% have lost 21 or more. Among them, three schools saw more than 50 students leaving. Nearly one-fifth of the primary schools have to shrink the class of Primary One in the 2022/2023 school year.
More than 30% of the primary schools and more than 40% of the secondary schools stated the majority of the reasons for dropping out are emigration and pursuing education overseas.
The chairperson of the Professional Teachers' Union, Fung Wai-wah, said many parents in Hong Kong are very concerned about the political pressure, the introduction of national education and the government's changing education policy among others. Under the circumstances, more and more parents lost confidence in Hong Kong's education system, and chose to move out of Hong Kong with their children.

On March 25, 2022, the Hong Kong Public Opinion Research Institute (#HKPORI) announced some alarming survey findings that a quarter of the city population plans to emigrate, citing political uncertainty as the key reason.
Reporters took this issue to the #ChiefExecutive, Carrie Lam and asked whether measures are in place to retain talents.
Lam brushed the question aside as she responded in contempt, "I am not interested in these surveys in general. So I am not going to comment."
Lam asked Hong Kong people to stay confident as she foresees the #COVID19 pandemic receding in 4 weeks.
Lam's colleague, a member of the Executive Council, Bernard Charnwut Chan, apparently has a different view.
Chan expressed concerns over Hong Kong's role as the financial center in Asia when multinational corporations are moving their Asia Pacific headquarters away from Hong Kong.
Chan told reporters on a radio talk show that chances for these headquarters to be relocated back to Hong Kong are slim.
Although Hong Kong has lifted flight bans against 9 countries, inbound restrictions remained in force while many countries have removed COVID-19 restrictions altogether.
