New Citizenship Subject deems Britain's Rule over Hong Kong as Illegal Occupation

Citizenship and Social Development is slowly replacing Liberal Studies across Hong Kong’s schools, starting from next academic year.

Ling Kee Publishing provided schools with e-edition teaching materials. In the “One Country, Two Systems” Module, it states China always holds sovereignty over Hong Kong. “Over 100 years before the Handover, Britain’s rule over Hong Kong is an occupation breaching International law.

4 offences under the National Security Law is also included. “National Security Law ensures the continuity of the 'One Country, Two Systems' model.”

Marshall Cavendish Education also provided schools with sample textbooks, in which civil disobedience and Benny Tai’s “4 levels of rule of law” can be found. After its release, the Education Bureau immediately sent a notice stressing the book has not undergone official review.

On the contrary, after Ling Kee’s release, Education Bureau said as they did not consider the material a textbook. Its publication is under protection due to Hong Kong’s freedom of the press and does not require notification or review procedures from the Bureau. The EDB also states that material pertaining to China affairs and Hong Kong’s constitutional rule must be in compliance with the PRC Constitution and the Basic Law.

China State Media Enlists Overseas #KOL and University Students to Promote the Chinese Communist Party

//China’s state TV station has been targeting British university campuses and offering students the chance to win thousands of pounds by becoming pro-Beijing social media influencers, The Times can reveal.

#CGTN had its broadcasting licence revokedand was taken off the air in Britain in February after an investigation by Ofcom, the media regulator, found that it was editorially controlled by the #ChineseCommunistParty.

The network has since launched a “#MediaChallengers” campaign to recruit internet influencers and vloggers globally, some of whom will promote China and counter western narratives that damage its image.

Successful applicants can win up to $10,000 and secure part-time or full-time jobs at CGTN, according to promotional documents.

At least six students at the University of Leeds and one at the University of Manchester have signed up to the campaign, The Times has found...

Hannah Bailey, an expert on Chinese digital disinformation at the Oxford Internet Institute, said: “If we have western social media influencers reading out China’s official line on particular issues, then domestic audiences might believe the Chinese Communist Party is admired by international audiences.” She said the CGTN campaign was “part of a broader trend that we’ve seen of China trying to increase its influence among university campuses”.//

Hong Kong Government Requires All Schools to Hold Weekly Flag-Raising Ceremonies and Sing Chinese Anthem

The Hong Kong government's #EducationBureau on October 11, 2021 announced that all schools in Hong Kong must hold flag-raising ceremonies every week and on special occasions starting January 1, 2022.

The government's guidelines stated that the Chinese national anthem should be played and sung at the ceremonies.

Moreover, the Chinese national flag should be raised in school every day. If there are enough flagpoles, then the Hong Kong SAR flag should also be raised.

The government also "advised" kindergartens to carry out the instructions if facility allows, while international schools and private schools were "encouraged" to follow the guidelines.

Universities in Hong Kong Dismantle June 4th Tiananmen Commemorative Symbols: "A Christmas Present for Beijing"

On December 24, 2021, the Management of the Hong Kong Lingnan University (#LU) removed and destroyed a commemorative relief of the 1989 June 4th Tiananmen Massacre that was installed on campus since 2010, without any notice and conscent from the students.

The action coincided with the dismantling of other commemorative statue and sculpture by two other universities in Hong Kong right before Christmas day.

According to the vice-chair of external affairs of the 43th Student Union of the Hong Kong Lingnan University, Tang Kin-Wah, the relief and the statue of the Goddess of Democracy arrived in Hong Kong in 2010. Under the coordination of the Federation of Students and the Alliance, the two commemorative structures had exhibition tour in all universities in Hong Kong, starting with the Chinese University of Hong Kong (#CUHK) and ending in the Lingnan University.

Back in 2010, after discussing with the university management, the student union at Lingnan University handed in a plan stating that they hoped to preserve the relief permanently on campus. Later on, the Student Union was allowed to restore the relief and convened a permanent installation ceremony with the help of the university management. The ownership of the relief belongs to the Student Union.

After the University managemeng secretly and forcefully removed the relief on Christmas' eve on 2021, some alumni made a trip back and placed white flower on the now-empty site. They described the act as an "assignment" that the university president Cheng Kwok-hon "turned in" to Beijing. "It is his [Cheng's] Christmas present for the Central Government at the end of 2021," the alumni mocked.

"Don't Lie Flat": New Values Education Framework Promotes "Dilligence", Drops "Critical Thinking" and "Human Rights"

Hong Kong's Education Bureau (#EDB) issued the "Values Education Curriculum Framework (Pilot Version)" on November 30, 2021, as reference material for the city's primary and secondary schools.

The new framework adds "diligence" as a "priority value and attitude" on top of the nine existing values. It also emphasizes "[nurturing] a sense of belonging towards the country from an early age", so as to help students "understand their responsibility, as a Chinese, to protect their family and the country".

The announcement came days after an online article by Secretary for Education #KevinYeung, in which he stressed the importance of #ValuesEducation, while criticizing a trend to "lie flat" among young people.

[Editor's note: The term "lie flat" (躺平) is popularized by young Mainland Chinese netizens who felt disillusioned by long working hours and high social expectations.

In response, they opt for a lifestyle and work ethic of minimalistic survival, and refuse to spend extra effort or money to move up the social ladder, which they saw as being already out of their reach.]

In Hong Kong, the new framework is based on the EDB's 2008 Moral and Civic Education Framework.

The learning objectives in the older framework included "respecting human rights" and learning about the Motherland "through critical thinking". These wordings are no longer found in the new document; instead, a new objective is added: "love the country, love Hong Kong".

Under the #NationalSecurityLaw (#NSL), educationsl institutions in Hong Kong were requested to implement national security education.

Universities like the Hong Kong Polytechnic University (#PolyU), the Hong Kong Baptist University (#HKBU), the Hong Kong Education University (#EdUHK) and the Hong Kong Lingnan University (#HKLU) have followed the government order.

Recently, the Chinese University of Hong Kong (#CUHK) has reportedly amended their core curriculum for the next academic year.

CUHK will open online courses on "Understanding China Today", and "National Security" starting from the next academic year. Each of them takes account to 1 credit.

CUHK confirms InMedia's enquiry and claimed that the new courses aimed to "strengthen students' knowledge [...] to understand national security". The courses were authorised by the University's academic council; however, no curriculum details have been revealed.

According to the documents InMedia received, the course titled "Understanding China Today" touched upon the modernization of China and technological development, in addition to Chinese culture and history. In addition to national security education, other online courses cover positive psychology and modern language. Each of the course takes account to 1 credit.

The University called it "Service Learning" and requires students to take at least one of thrse 1-credit courses.

CUHK replies to InMedia that the university would launcb national security education in accordance with Article 10 of the NSL. The university also said that they have already rolled out a number of policies and activities to "increase students' national belonging". Orientation activities include theme talks about national security and media literacy; courses contain a talk regarding "international circumstances and China's diplomacy"; graduates career workshops consist of #BasicLaw.

China Schools Teach Students to "Correctly" Understand Ukraine Crisis; Taiwanese Scholars Warn of CCP Legitimizing Aggression on Taiwan

Schools across China are hosting lesson planning workshops for their teachers, so that they can teach students to "correctly understand" the recent developments in Ukraine.

A notice from Shandong education department noted that these workshops are intended for teachers of "political thinking classes", to help them "correctly understand the principles, position, and line to take" regarding the Ukraine crisis, so that they can "guide the thoughts" of their students.

These courses are hosted by The "Hand-in-Hand Lesson Preparation Center for National Ideological and Political Classes".

Chinese Scholars: Can't Judge Russia-Ukraine crisis as Simply Right or Wrong

In one such workshop in Shanxi, a teacher asked how to educate primary and secondary school students in international relations, and how to answer questions regarding whether Russia's war against Ukraine is justified.

Answering the question was professor Xia Yong-Lin from Xidian University's School of Humanities. He said that the Russia-Ukraine crisis cannot "be judged as simply right or wrong": "under the American-led international order, in an environment [filled with] arrogant hegemony and hysteria without fairness, it is meaningless to get caught up in questions of justice."

Liu Li-Bo, Vice-chair of the School of Maxism at Shaanxi Normal University, emphasized proactively instill thoughts that are in line with mainstream ideology and national policy. "If students in primary and secondary schools were led astray, it's difficult to straighten them up again."

Professor Wang Yong-Zhi Northwest University added that teachers must make the connection with national revival. Teachers must clearly tell students that China is facing the greatest challenge since its economic reform, and the country needs students to have an even greater sense of nationalism and responsibility.

CCP Aims to Legitimize Future Taiwan Invasion, Taiwanese Scholars warns

In Taiwan, Wang Zhi-Sheng, Secretary General of China Asia-Pacific Elite Exchange Association, pointed out two objectives for China's systematic and unified indoctrination of its "truth" of the Ukrainian conflict. For one, they aimed to whitewash Russia's aggression and drum up support in China. The more concerning objective, however, was to portray Russia's situation as being "backed into a corner" before taking military action; this implied that China may also be "backed into a corner" in the future, and become "forced" to use its military against Taiwan.

Lin Xian-Shen, head of the Department of East Asian Studies at National Taiwan Normal University, pointed out that Putin's narrative considers Ukraine to be part of Russia. Similarly, the Chinese Communist Party considered Taiwan to be part of China, and could thus use the same justifications to rally popular support for aggression against Taiwan. If the Chinese people supports Russia's invasion of Ukraine, it would naturally also support a Chinese invasion of Taiwan, he said.

"Amendment Bill Crisis" Involved Terrorist Acts, Says New Hong Kong Textbooks

June 2022 marks the third anniversary of the beginning of the 2019 protests against the Extradition Law Amendment Bill (ELAB). In Hong Kong, since the 2021/2022 school year, Liberal Studies has been replaced by the subject Citizenship and Social Development.

It was found out that the secondary school textbooks of Citizenship and Social Development has omitted many important social events, including the protest and police-civilian clashes that took place on June 12, 2019.

Ming Pao reviewed four newly released textbooks from three publishers, and found that they mentioned these protests as background information for the enactment of the #NationalSecurityLaw. The textbooks only said that "severe, violent incidents" took place in 2019, and asserted that the "amendment bill crisis" involved "violent acts of terrorism involving various illegal acts".

Two textbooks further alleged that "the Central Government considered it involved interference by foreign forces", that opposition forces and organizations inciting Hong Kong independence invited foreign interference, and so on.

Leo Chu, Democratic Party spokesperson on education policies, commented that these descriptions ignored the deeper causes that triggered the widespread protests at the time.

All four textbooks extolled the importance and purpose of the National Security Law, and claimed that it ensures that "One Country, Two Systems" is implemented, protects human rights, and ensures Hong Kong's prosperity and stability. Other social issues and controversies were not mentioned.

Hong Kong's “National Education Calendar” suggests discussing #ChineseCommunistParty development and watching three "patriotic anti-Japanese" films a year

In a letter to all primary and secondary schools in Hong Kong, the Education Bureau (#EDB) "strongly recommended" schools to "fully and systematically" implement learning activities for #NationalSecurityEducation.

The bureau attached a calendar of "important dates" on the national education curriculum, as well as suggested learning activities for each. These recommendations include watching patriotic or anti-Japanese war movies on three memorial dates related to the anti-Japanese war; holding memorial ceremonies on "mourning day for Nanjing Massacre Victims"; celebrating the "102nd Anniversary of the founding of the #CCP" with discussions on the Party's development, etc.

The EDB had also made it mandatory for all primary and secondary schools to fly the Chinese flag on all school days, as well as to hold a weekly flag-raising ceremony, complete with singing the Chinese national anthem. Secretary of Education Christine Choi says that, as the youth is the future pillars of society, schools must instill in students the concept of the nation, as well as national identity and pride, in order to develop them into a new generation of "knowledgeable, responsible youths who love the country and love Hong Kong".

Hong Kong prisons work to compel loyalty to China among young activists

The day begins with goose-stepping. In the prison yards of juvenile facilities across Hong Kong, young men and women practice the form of marching used by the Chinese military, kicking their legs up high as guards yell out commands.

In their mud-colored uniforms, the prisoners look almost indistinguishable from military recruits. But before they were detained, these inmates were foot soldiers in Hong Kong’s fight for greater democratic freedoms.

Arrested for their involvement in the 2019 mass protests that saw almost a third of the population take to the streets, the detainees are now the latest subjects in China’s decades-long experiment in political control. The goal is to “deradicalize” them, echoing efforts honed by Beijing from the 1989 crackdown on Tiananmen Square protesters up to the forced detention and reeducation of Uyghur Muslims, though the Hong Kong version is not on the industrial scale of the repression in Xinjiang.

The deradicalization program includes pro-China propaganda lectures and psychological counseling that leads to detainees confessing to holding extreme views, and it is accompanied by a system of close monitoring and punishment, including solitary confinement, inside the juvenile facilities, former prisoners and guards said. As of April 30, 871 juvenile inmates had participated in the program, the Hong Kong Correctional Services Department (CSD) said, about 70 percent of them charged in connection with the 2019 protests. Some are as young as 14.

Hong Kong officials have refused to provide any specifics about what deradicalization — or “targeted rehabilitation,” as they call it — entails. But The Washington Post spoke to 10 former juvenile prisoners and three prisoners formerly held in adult facilities, all arrested in connection with the 2019 protests, as well as two former employees at the CSD who described the program and how it has evolved over the past year. All spoke under the condition of anonymity or only wanted their first name used for fear of repercussions, including additional prison time or retaliation from the authorities.

The ultimate objective, according to a former prison guard, is to create a feeling of hopelessness among prisoners, deterring the youngest former protesters from activism or even seeing a future in Hong Kong.

“It was explicitly said to us that by the end of their sentence, the goal is to ensure the desire of these inmates to continue doing political stuff is less and less, and that they instead look for ways to leave Hong Kong,” said the former prison guard.

One former prisoner, Leo, said: “What really slowly wears down your will to fight is the everyday living in prison … [being] targeted, oppressed, silenced.”

“This is the brainwashing that happens 24 hours a day,” he said.
