Today marks the second month after the death of Mr Alex Chow Tsz-lok.

Chow fell from a height in a carpark in Tseung Kwan O during a police operation in early November and passed away a few days later. The cause of his fall remains unknown.

We wish that, no matter where you are,
You dedicate a minute of silence to Mr Chow
On 20:09 this evening.

We shall never forget.

We shall persevere.

Councillor Assistant Arrested and Sprayed with Blue-dyed Pepper Spray

Councillor Assistant Kelvin Yip was brought into the police cordon after he and Sheung Tak Councillor Isaac Lee arrived on-site to defuse the situation. Yip was wrestled to the ground, and arrested on-site; he could later be seen being sprayed by riot police with blue-dyed pepper spray with his hands tied back. He could be seen to be in agony. Lee could also be seen with dyed pepper spray on his collar.

Riot police had previously entered Kwong Ming Court for unknown purposes and attempted to enter a block, but later retreated outside.

Police explained that Complaints Against Police Office may handle this incidence and they have the responsibilities to monitor the dispersal of crowds by the estate guards. They have asked the security manager to identify the residents.

Councillor Leung Kai-cheong: Force's Decision to Withhold Guidelines from the Public an Excuse

Police brutality has been condemned by a large portion of citizens, but the Force has refused to disclose the guidelines on the usage of arms, on the basis of maintaining the confidentiality of their operations.

On request of Legislative Councillor Leung Kai-cheong, The Research Office of the Legislative Council integrated the guidelines on police’s use of non-lethal weapons from Britain, the USA and Australia. Leung believed that many of Hong Kong police’s actions have violated international guidelines, and that the Force's decision on withholding the guidelines from the public was an excuse to avoid a surge in the number of complaints.

Leung pointed out it is "awfully strange" that no police officers have been suspended from their duties because of their inappropriate use of force. In contrast, guidelines have been disclosed to the public in America. Police officers would be slapped with manslaughter charges if they had abused force.
